1. Review of GHG inventory report with Amy Shatzkin of ICLEI
Steve F. welcomed everyone and mentioned that the input received last month regarding Nicole's
GHG inventory report has been incorporated into the new draft version of the report. Edmonds'
GHG results look good. We invited Amy to join us today to provide her professional opinion on
the report and join us in a discussion.
Amy started by saying that this field is a quickly evolving one, one that is very fluid. There are
approximately 65 local members of ICLEI in the Northwest; Edmonds joined as approximately
the 25th Northwest city. She invited the committee to think about information that will help
ICLEI make decisions and policies affecting the Edmonds community.
Because it had been difficult to compare cities' emission data, ICLEI codified advice to members
in 2008 regarding emissions inventory. ICLEI partnered with the Climate Registry to ensure that
local governments' methodology is consistent with state, local, and federal protocol. The protocol
is the guidance regarding data collection and the ICLEI software is the tool used to analyze it.
ICLEI is currently refining their software tools, including P21), which is the "next generation" of
software and analysis. While Nicole was working on the report, the protocol hadn't yet been
finalized (it was finalized in September), so it's possible some of the data is affected. The new
protocol includes eGRID, which is a consistent system that enhances uniformity nationwide. The
protocol also requires third -party verification of utility data and/or registration with the Climate
Registry.

The new protocol also defined transportation data to include only pass -through trips. Edmonds
will have a lower number of pass -through traffic because there's no freeway to consider. The
Puget Sound Regional Council (PSRC) provides the vehicle miles traveled (VMT) for each
community, which is the number ICLEI bases its numbers on. Amy also suggested including
energy consumption (electricity vs. natural gas) in the report. Edmonds has a high number of
businesses that use natural gas, which could also contribute to our low GHG number.
ICLEI has also put into place guidelines (protocol) for marine emissions and the ferry system.
Ownership determines which agency tracks the emissions. For instance, WSF owns the ferry and
will therefore collect their own data, as will Sound Transit for the Sounder commuter train.
Buses are counted in the PSRC model, which includes average bus usage and VMT. The next step
could include the difference in VMT data between weekday and weekend travel. Amy
recommends that we make a few adjustments to make the data consistent with regional
numbers.
Non City -owned buildings, such as Stevens Hospital, are included in the nongovernmental
community analysis. The government analysis (City of Edmonds) is a subset of the community
analysis.
Steve F. will provide Amy with the report's raw data so she can review it and provide us with
next steps and ideas. She will also forward to us other local action plans to use as examples. As
part of our ICLEI membership, they will review the report and offer comparisons to other cities,
as well as help keep our numbers consistent with the protocol standards. Not all local cities have
provided data, but Amy hopes in the next two years that most area cities will be on board.
