1. Intro of seven new committee members
We briefly went around the table and the new members introduced themselves. (Bob
Freeman and Jeremy Grisham were unable to attend.)
2. Reusable bag subcommittee report
The subcommittee is working on getting the campaign up and running. They're sponsoring a
poster contest for local middle- and high-schoolers. Submission requirements should be
available next week. They would like to select a winner by Earth Day. The subcommittee will
meet today to review guidelines. They are also working on a website to encourage use of
reusable bags; Strom is working with the City's IT department. Brian suggested a survey to
find out what people are using plastic bags for so that we can determine how to counter
their concerns and suggest other options. Richard's daughter wrote an article for the January
27 Enterprise regarding the wonder of reusable bags; she now is on the subcommittee. The
subcommittee continues to work on developing a green logo.
2. Climate Conversation — Earth Day, April 22
Steve reported that Justus Stewart of ICLEI will speak primarily about the City's Climate
Action Plan. Janice wants to make sure that Sustainable Edmonds is noted as a sponsor. Steve
would like to structure the Climate Conversation to engage citizens and begin brainstorming
ways to implement the CAP. Hank expressed a concern that the City's 2012 goal is likely
unattainable due to annexations. He would like to see it written into the goal and adjusted

accordingly. The committee expressed a desire to be consistent with what other communities
are doing and mentioned asking ICLEI for guidance.
3. Update on draft Climate Action Plan
Steve reviewed how the CAP came about and the subcommittee's work on the plan. The goal
is to get a resolution of support from the City Council and then have it integrated as a new
part of the City's Comp Plan sustainability element. Strom mentioned that this is the "spine"
of the sustainability element and that pieces of the CAP may become ordinances in the
future.
Brian asked about bike racks in the city, and Hank mentioned that there are a few around,
thanks to the Edmonds Bike Club donating money to the City for that purpose. Strom
mentioned that the Council is addressing downtown parking issues at their retreat this
Friday and Saturday.
Brian has connections to the forest industry for urban forests and the right tree/right place.
He indicated that statistics show that a tree that belongs to someone has a higher chance of
survival. Strom mentioned that trees are another issue that the Council will discuss at their
retreat. Cynthia has worked on tree ordinances in Redmond. Steve mentioned that the
Floretum Garden Club is working on developing neighborhood P-patches.
The CAP will be presented to the Planning Board next week. Rob invited subcommittee
members to be there, if possible.
Hank suggested that the City think about increasing taxes on GHG-promoting items and
reducing taxes on sales or property taxes. Tax "bads," not "goods." Strom mentioned that
there are several bills in Olympia right now addressing this topic. Legislators are also
considering taxing pesticides.
We can encourage no -idling zones in the ferry holding lanes; however, because this is State-
owned, we can't enforce it. We can, however, enforce no idling zones in downtown
Edmonds.
The committee then reviewed the CAP and offered edits and changes. Linda will make the
agreed -upon changes for the final version. Cynthia gave kudos to the committee on their
work on the CAP. She moved to approve the plan with today's changes Strom seconded the
motion. It was approved unanimously.
4. Miscellaneous
Laura: The PBS series, "Going to Green," is available at the library. WSU has a grant for
seeing how much your home electricity usage is. Please contact her if you'd like more
information.
Todd: The UW is working on a meter that can plug into one spot and read all the electrical,
water, and gas usage in your home. They may need a test community.
