Next meeting date — 9 a.m., May 2, 2012 Meeting Minutes March 5, 2012 Attendees: Jen Machuga, Cynthia Pruitt, Richard Bisbee, Hank Landau, Jim Stevens, Rob Chave, Carolyn LaFave Revisit Climate Action Plan Discussed Committee's priorities and actions thus far, including: What we've completed What we want to work on next (or potential for presentations/speakers) 1. Water conservation — what City does? Bring in public works to talk about programs they do have and what kinds of progress they have seen. 2. Installation of renewable energy projects a. New code amendments make it easier to do installations. Height limit restrictions were eased for upgrades of HVAC; going to energy star you get an extra foot to work with. 3. Energy efficiency a. Climate Solutions working w/PUD to make it easier for Edmonds residents to get access to programs and money. We could have them come do a presentation. CPC could be the catalyst for disseminating this information. CPC- MeetingAgenda040512.doc 4. Promote building retrofit program a. Need to get an update from Sustainable Edmonds i. Where are they with their program of trying to give low-cost/subsidized energy audits to businesses? b. Staff looking to partner with PUD PSE at permitting level to get info out to builders about energy efficiency, capture energy efficiency. 5. Transportation a. Complete streets ordinance was adopted. 6. Encourage local purchasing a. This group could act as a catalyst to push this. b. Work with Merchants and Chamber. c. MVP network rolled -out yesterday. The program offers discounts/promotions to veterans and service members. 7. Sidewalk improvements a. Made some progress but keep pushing. b. City working on several proposals under safe routes to schools program. Bertrand identified 2 schools, and meeting w/Superintendent Brossoit to choose best school to work with. City will apply for grants through capital improvement/enforcement/ education. MLT & Lynnwood have won grants past 2 years and Edmonds working to get one this year. Verdant supportive as well. 8. Electric vehicle infrastructure a. Now 6 public charging stations operational. Two on Main, two at Public Safety, one at City Hall, and one at City Park. Tie back to buy local program -- people shop local because they are charging their vehicles here. Makes Edmonds a destination to electric vehicle users. Snohomish County pretty vacant as far as charging stations except for Edmonds. 9. City overhauled website Large sustainability section now. Easily accessible. Need to promote/public outreach. Framework is there but we could do a lot more with it. Look at other websites to see what they are doing that we could do. IT staff has made significant strides in speeding up the website. There is a lot of basic information, but needs to be fleshed out. f. Included logos for climate/energy/water ... part of branding we started on. 10. Encourage green business recognition a. Possibly partner with Merchants -- Bellingham large program to look at. b. Talk about w/sustainable Edmonds and business community. c. Set-up program where we encourage businesses to sign-up to be an energy star participant and acknowledge those businesses and recommend them. d. Enlist a couple local businesses to help promote. See if we can work with PUD to give incentive. Hold a green Chautauqua -- mini go green conference and possibly bring in local builders like Howard Chermak. i. Find a couple of property owners who are willing to move forward and then show their savings. Try to get PUD to provide incentives for local businesses to reduce their cost of upgrading their energy efficiency 11. Prepare annual report assessing progress Haven't done but we need to Put out to press and on the website. A lot has been done and we need to report. Add additional projects to website: municipal retrofits; plastic bags. Outline all the initiatives that have been done or attempted. Green Team is working to update this. Include all, started and/or stalled. Report at next month's meeting CPC- MeetingAgenda040512.doc i. Jim / Public Safety using 25% less electricity now than 5 years ago. Sending a report to Green Team and working on a press release. d. Trumpet successes and promote out to public. 12. Earth Day a. Is this group responsibility to do something? Sustainable Edmonds? Identify challenges for community. Roll out what we've done and tie to Earth Day. Do we need a subcommittee? 13. Rob reported that City is connecting businesses to its fiber optics system. This will support bigger businesses coming into town. We can provide cheaper service. a. It was reported that 60-70% of Washington workers are from small businesses. This is who the City should be targeting. City has made home business licensing easier. We should include 'encourage home businesses' in our plan. New Business 1. Next meeting Laura Spehar will report on Edmonds Eco-Schools project 2. It was recommended that the Mayor or Strom invite Steve Bernheim to attend the CPC meetings — has a lot to offer Old Business 1.
