Meeting Minutes May-3, 2012
Attendees: Janice Freeman, Robert Freeman, Richard Bisbee, Carolyn Chapel, Steve Fisher, Hank
Landau, Rob Chave, Jen Machuga, Cynthia Pruitt, Laura Spehar, Jim Stevens, Dave Earling, Carolyn LaFave
Rob presented list of action items for prioritization and asked for discussion before we voted
a. Janice asked to have coal trains added to the list. Rob explained that it really didn't fit in the
action item list but that committee members who are working on the issue should continue
to do so and report back to group. All the items on the list are related to the Climate Action
Plan
b. Cynthia would like to have us incorporate the Edmonds New energy Cities Action Plan (more
information at this link http://www.edmondswa.gov/services/sustainability/energy-
conservation/energy-planning.html into our plan
c. Rob felt we should be working on something that had been discussed previously but wasn't
on the list: incentives to encourage sustainability, such as incentives built into codes and the
permitting process which would encourage people if they are building green and energy
efficient projects. He requested that we add incentives to the economy/outreach category on
our action item list.
d. Laura expressed concern that there has not been a lot emphasis placed on the
economy/outreach category

e. Hank asked what happened to the scorecard. Rob explained that it really hasn't been created
yet but it needs to be done.
f. Carolyn Chapel feels that in one category we have gone backward, transportation, specifically
Community Transit. Routes have been reduced and there is still not service on Sunday, and
there is limited availability of routes.
Rob said that there are potential things we can do regarding this one of which is you
can lobby for service in our area
g. Bob thinks that we should integrate approved terms, such as the complete streets concept,
into our plan.
h. Janice asked that we incorporate the parking situation @ the train station into our plan
i. Hank thinks we should be looking at the true cost of what each of these items costs, i.e., true
cost of using a vehicle and, wherever we can, interject it into the conversation. This would at
least allow us to have better arguments for our proposals that are green.
j. Jim stated that March has been the best month so far for the charge stations. He will provide
information to group at the next meeting.
k. Richard said we need more reporting and accumulation of activity on the website. Better and
more communication needs to happen.
Rob explained that everyone would get 4 votes each to vote for their 4 highest priorities. (Action
item list and tallied votes attached). Committee decided to work in small groups on their top
priorities
a. Promoting energy efficiency team β Janice Freeman, Carolyn Chapel, Bob Freeman, and
Jim Stevens.
Outreach & reporting team, which will also include local purchasing β Richard Bisbee,
Laura Spehar, Cynthia Pruitt, and Steve Fisher
Development of incentives team βJen Machuga, Steve Fisher, and Rob Chave
It was also agreed that individual members would continue to work on their individual
priorities, in addition to what the sub -groups are working on. Mayor Earling summarized
the action item process with, "Small things have big impact. Don't think big projects are
the only way to score". He encouraged committee members to write a letter (specifically
referring to the parking situation at the train station) to voice their opinions. Carolyn
Chapel took the lead on this issue and said she would work with Mayor Earling to write a
letter to Sound Transit from the committee regarding the parking problem. Mayor Earling
also invited all committee members to attend the Strategic Planning and Visioning open
house later that day in the Plaza Room.
e. Cynthia requested we be mindful of committee members who aren't here. It was decided
that Carolyn LaFave would send out a notice to committee members who were unable to
attend to: 1) Have them sign-up for one of the action item small groups 2) See if they still
have an interest in the committee
Member reports
a. Cynthia would like to know, since we are a city committee, what are comfortable
boundaries to what the group can do or take action on?
b. Laura passed around information of on the upcoming Carbon Masters program WSU is
putting on, and a copy of one of the City of Oak Harbor's video series. She also reported
that starting in June, on the last Thursday of the month, the Parks Dept. along with EBWH
will be hosting speakers and the events will be videotaped.
c. Bob commented on last month's presentation of the AWC award application saying he
was "elated about all the work that has been done and how it was summarized". Bob also
commented on the Earth Day fair that Steve Fisher participated in. He feels we should
create a display or exhibit that we can use at these types of events showing all the green
progress the City has made.

d. Richard reported that the coal train scoping that was scheduled to take place in May will
probably be in June. This scoping will provide an opportunity for community comments.
Richard will send out an email to committee members once the scoping has been
rescheduled.
