Coal train Rally— 7/11/12 @ 11 am Brackett's Landing South 2. Mayor discussed the coalition a. City b. Fire District #1 c. Chamber d. Sustainable Edmonds e. Port of Edmonds f. Senior Center 3. Jim Stevens moved to approve with no changes. Janice Freeman seconded. June 7, 2012 meeting minutes were approved City of Edmonds Preliminary ECM List Overview (attached) 1. Jim Stevens presented an over of the list and asked for committee feedback and approval to move forward a. All items are energy and/or budget related. Only one budget only item. i. Metered boxes @ planters are the budget -only exception b. Rob explained that the items on the list came from the comprehensive energy savings plan and relates back to info in new energy city. Also includes items that Jim, his staff, and others c. Ameresco Quantum is an energy savings contractor. Their goal is to put together projects that will pay for themselves in 10 years. City is hoping to offset costs of projects with grants and utilities rebates and have packaged them all together so they can apply for one grant. d. Wes Gallagher asked if we know the actual savings in energy for any of the items. Jim said no but contractor will guarantee that we will get the savings back w/in 10 years. e. This Contractor has a lot of history with City. The two projects the City previously did this contractor have been successful. We quit monitoring after a relatively short period of time because we had surpassed the intended savings. f. Wes Gallagher asked what the projects ranking were tied to — financial payback or energy savings? Jim explained that the rankings have to do with financial payback not energy savings. The bottom line is to save money rather than energy. g. Bob Freeman asked how we figure -in the energy savings with renewable energy, i.e., solar energy at the Frances Anderson Center. Jim explained that there is no energy savings just a savings to the general fund. But ultimately could result in more energy availability to users of other energy source like coal. The group consensus was to approve moving forward with this Timeline is by the end -of -this -year. Jim will make periodic reports to the committee along the way. Committee Reports 1. Jim Stevens reported for the Energy Efficiency sub -committee a. Provided a list of ideas they have been brainstorming (information was sent to all committee members) b. They need to get an idea of how many they want to attack so need to narrow it down to the items that they'll get the biggest bang for their buck c. Carolyn Chapel suggested the EE sub -committee come up with a filter to help determine best items to tackle. She also discussed the need for code changes that won't impede green building. Also need to work in green building/retro-fitting incentives. d. Jim Stevens discussed information about a new energy loan program that Stephen Clifton had sent him (information was sent to all committee members). e. Howard Chermak reported on a new banking program that has been put in place which allows condo associations to borrow money on their projected condo dues collections. This is a new twist and will provide funds for major projects. CPC- MeetingAgenda080212.doc f. Bob Freeman also recommended that the sub -committee write a short synopsis on each item about how we would go about doing accomplishing the task 2. Rebecca Wolfe reported for the Outreach sub -committee a. An attempt was made to get the committee together to march in the parade but didn't pan out b. Haven't met yet but Cynthia Pruitt has scheduled a meeting for mid -July c. Richard Bisbee will be joining the Outreach sub -committee 3. Jen Machuga reported that the Incentives subcommittee would be meeting for the first time today @ 10 am. Will report at next month's meeting. 4. Jim Stevens suggested that if there were overlapping ideas within each of the subcommittees that the they should work together Committee Members Reports 1. Rebecca asked what could be done to help with the upcoming rally? a. Janice reported that Sustainable Edmonds is sending out an email blast to 12 local groups to get their support at the event. b. Carolyn L. said she would send out the link for the Don't Block Our Beach facebook page and everyone should like it, share it, and link to it 2. Jim followed -up from a question at last month's meeting about electric car charging stations. It was asked if we could get the usage numbers from the PCC station. Jim has contacted them but response yet. Will report back at next month's meeting. He plans to provide an article for publication in the City Newsletter scheduled to go out at the end of this month. 3. Rebecca Wolf asked about the possibility of replacing some of the City's 2-cycle engine leaf blowers because of the pollution, both noise and air. Jim Stevens said he that the City was going to purchase a couple of rechargeable electric ones but he would pass the information on the Park's Manager Rich Lindsay. Rebecca also asked about the possibility of making code changes to restrict their use. 5. Laura Spehar reported that the Carbon Masters program will be holding another training session. The students in the program need volunteer hours to complete the training so the Director of the program asked Laura to spread the word. Laura will forward on the volunteer information 6. Jim Stevens will forward the information from Stephen Clifton on the energy loan program 7. Carolyn Chapel has two copies of Cooler Smarter that she is willing to loan out but would like to have them back. 8. After Incentives meeting Jen Machuga asked that Carolyn LaFave put Valerie Stewart back on the Climate Protection committee and add her to the Incentives sub -committee.
