Approval of July 5 Meeting Minutes
1. Jim Stevens made a motion to accept the July 5, 2012 meeting minutes. Janice Freeman seconded
the motion. Meeting minutes were approved with no changes.
Update on Energy Saving Plan
1. Jim Stevens provided an update on where the City is at with ESCO project. City will be signing
agreement to move forward on Monday. Treatment plant will not be included but will be done
independently at a later date.
Subcommittee Reports
1. Energy efficiency — reported by Jim Stevens
a. Two meetings late last month one w/Rob Chave who also brought in Leif Bjorback and
one with Howard Chermak

b. Rob's advice — at this point we want successes so it makes sense to work on the things
that are carrots and give people incentives to promote energy efficiency instead of sticks
that beat them for not doing something.
c. Subcommittee will be talking w/Strom Peterson as local businessman to see how they
might approach working w/local businesses.
d. Howard pointed out that the property owners don't usually pay the energy bills so have
to work out how to work with owners and their tenants to affect change.
e. Jim is passing along information that he's become aware of that could be applicable to
other committees.

Val Stewart mentioned that the incentive's committee is looking at green leasing
programs
Outreach & Reporting — reported by Cynthia Pruitt and members
a. Had first subcommittee meeting last Friday, next meeting tomorrow @ 3 pm. Highlights:
i. Richard — group talked about a lot of different ideas. no goals, but ideas of goals
ii. Steve — we have a large audience and several smaller audiences and need to
decide where they want to focus. Community in general needs to benefit but
maybe focus on an area like schools. No specifics yet. Have thought about
gamifying — engaging people in a more fun activity to reduce their energy use, a
competition of sorts
b. Cynthia —subcommittees goal is to have a strategy by the end of September
c. Carolyn Chapel asked if this subcommittee would work as PR for other subcommittees to
get their info out — YES!
Incentives —reported by Jen Machuga
a. Subcommittee has met once so far. They feel there are already a lot of incentives in place
but people don't know about them so one of their goals will be to find ways to get the
word out. They will research and compile a list of what is already in place. And then look
at which larger incentives they would like to add (items that will likely take longer to work
through City channels). Also talked about connecting different programs — at this time
there is not a single site, but multiple site that people would need to go to for information
— look at organizing elements that are available.
b. Howard mentioned that some information had been sent to him regarding "green tools
for green building". He will pass along to incentive's group
c. Val said that PSC has a multi -family energy efficiency program w/incentives that should be
looked at as well
d. Meeting again next month
AWC Award Video
1. Jen showed the AWC award video
a. It was suggested that the Outreach subcommittee look into have the video shown at the
local movie theater. Subcommittee will move forward with this.
b. Also suggested that it should run on Channel s 21 & 39. Rob will look into this.
c. Jen said that AWC also was working on a S-7 minute video which isn't ready yet
d. It was also suggested that the actual award should be put somewhere where more people
can see it. Rob said we can get a high resolution copy from AWC and make posters.
Committee liked this idea.
Mayor's Comments
1. Mayor thanked everyone who attended the train rally. There were 250+ people. Mayor felt it was
important for Edmonds to get in front of the issue first because all cities along coal train line will

try and attract attention for mitigation. The scoping process has begun or is beginning soon. If you
have letters you should put them together — Mayor will provide contact. Hearings are being
scheduled as well so watch for information.
a. Mayor's follow-up: Met w/Jim McDermott's staff and Patty Murray's staff. Meeting with
BNSF
2. Mayor also recommended that the committee member look at the information from the recent
strategic plan #6.
Committee Member Reports
1. Val Stewart— reminded everyone to not print if don't have to
2. Richard Bisbee — provided further information regarding coal train scoping. They will be holding
six hearings across the state. EIS is usually 60 day period but so much controversy over this issue
that they have extended scoping to 120 days.
a. Janice asked about the possibility of a hearing in Edmonds. The Mayor said we are
requesting one but we don't know if we'll get one.
