Climate Protection Committee CPC
May 4, 2017 - Meeting Notes
In Attendance: Steve Fisher, Cynthia Pruitt, Hank Landau, Josh Thompson, Sandra
Distelhorst, Larry Pierce, Dawna Lahti, Rob Chave
Meeting Start: The meeting was called to order at 8:47 AM and the previous meeting's
minutes from March z were approved.
Taming Bigfoot Update: A core steering committee has been formed including members of
the Climate Protection Committee and the Interfaith Community Action group. They are still
recruiting with an eye to increasing the diversity of the group. Steve and Hank discussed the
organization between CPC and ICA. Cynthia mentioned that after attending the initial
Taming Bigfoot meeting, the Mayor was updated on the project and was supportive and
enthusiastic.
Hank discussed a few of the rules of Taming Bigfoot, especially how carbon emissions are
measured. Larry mentioned that the rules adopted should be the ones with the most
educational value. Steve said that he will aim to have the spreadsheet calculator completed
by the end of the month. In regard to air travel, Cynthia asked how many air travel
categories should there be according to the rules. The members all agreed that two would
suffice (short and long), as having more gets complicated.
Hank said that another issue is what factor to use for electricity, local versus the regional mix.
Rob and Josh offered that we might consider large -point items, and are there ways to offset
those costs? Perhaps a reward system?
New CPC Member: Steve welcomes Dawna Lahti, our newest CPC member, recently
appointed by Mayor Dave Earling.
Sustainable Heroes: Sandra compiled a list of items that could identify "who" is a
sustainable hero. The list was compiled by examining previous Sustainable Heroes and
finding commonalities. Cynthia asks: if we change to an award for sustainability heroes, who
will be in charge and how will selection be done?
There was a general discussion on should it be an "award" or simply an acknowledgement.
More discussion followed regarding should there be a formal criteria for award/recognition.
Cynthia said that a subcommittee could delve into those questions. Hank stated that the last
Sustainability Heroes interview was published in My Edmonds News, but the Edmonds
Beacon chose not to print it.
It is agreed that this topic needs further discussion and should be continued at the next CPC
meeting.
Outreach to Developers on Greenhouse Gas Reductions: Steve had a conversation with the
city's Building Official and Development Services Director. They both wanted to learn more
regarding the topic of increased recycling of construction and demolition waste (C&D) and
its tie-in with greenhouse gas reductions. Sandra thought the CPC could provide outreach to
developers and contractors as part of the zero -waste resolution directive. Larry said that the
CPC could research best practices (voluntarily) and compile this information for developers in
a way that is easy to understand and follow. Cynthia offered that the CPC should take
another look at the Action Plan prior to the next CPC meeting to see how it fits into this.
Dawna said that it would be good for the public to make demands on their contractors
regarding best practices. Rob stated that the contractors who struggle the most with best
practices are more of the local operations since large operations are generally used to and
better at diverting C&D wastes due to economies of scale.
Tree Board Agenda: Cynthia gave the CPC members the agenda for tonight's Tree Board
Meeting.
Sub -Committee Reports: There are no sub -committee reports.
Future Agenda Items: Sustainability Heroes Criteria; WWU/Sustainable Cities partnership
briefing; Taming Bigfoot (are CPC members also players?); Follow-up on reaching out to
developers regarding C&D/GHG reduction practices.
Announcements:
1. WWU students will be giving final reports at City Hall on June 9.
z. The Watershed Fun Fair is at Willow Creek Hatchery this Saturday May 4.
3. The grandstand at the Civic Playfield is slated for being de -constructed later this year
and much of the wood will be salvaged, some for direct reuse within the new
Playfield plan itself.
4. Steve mentioned that we should "firm up" our sub -committees.
5. Larry will email the Action Plan to the group.
