CALL TO ORDER
Chair Bracilano called the meeting to order @ 7:01 pm Commissioner Michael Shimer was unable to attend the meeting
MINUTES
Commissioner H. Scott McEwen made a motion to approve the February 5, 2014 meeting minutes. Chair Bracilano
seconded the motion. The motion carried.
The approval of the April 2, 2014 meeting minutes were deferred to the next Civil Service Meeting as Commissioner
Shimer (who was in attendance at that meeting) was not present to approve these minutes.

POLICE BUSINESS
Review and -approval of the Entry Level Police Officer Eli ibilit List
Assistant Chief of Police (ACOP) Jim Lawless explained there were currently three open Police Officer positions due to a
retirement, a termination of employment and one continuous opening. There were two days of oral board examinations
held at the end of May 2014 which resulted in the eligibility list presented at this meeting for the Commission's approval
and signature(s).
ACOP Lawless further explained that Probationary Police Officer Sam Gagner (who was on the previous eligibility list)
would be graduating from the training academy in the next week. Additionally, Probationary Police Officer Tyler
Buckingham (who was also on the previous eligibility list) would also be graduating from the academy in mid July 2014.
Commissioner McEwen made a motion to approve the June 11, 2014 Entry Level Police Officer Eligibility List. Chair
Bracilano seconded the motion. The motion carried.
Promotion of former Sergeant Don Anderson to Assistant Chief of Police effective April 16, 2014
ACOP Lawless reminded the Commission that there had been a March 2014 Assessment Center which resulted in a
current ACOP Eligibility List. Former Sergeant Don Anderson was promoted to the Assistant Police Chief vacancy on April
16, 2014 from the list.
Promotion of former Officer H. Ken Crystal to Corporal effective May 16. 2014
ACOP Lawless reminded the Commission that there had been a Corporal Assessment Center in 2013 which resulted in a
current Corporal Eligibility List. Former Officer H. Ken Crystal was promoted to the Corporal vacancy on May 16, 2014
from the list.
The Commission extended congratulations to Assistant Chief Anderson and Corporal Crystal on their recent promotions
Termination of empioyment (during probation) for Steven Van Doorn effective April 24, 2014
ACOP Lawless explained that the City's field training program is robust, but that there were issues with former
Probationary Officer Steven Van Doorn's performance during his probationary period and that the City looks closely at the
reasons as to why employees are not able to successfully complete their probationary period.
