2015-04-29 Civil Service Commission MinutesEDMONDS CIVIL SERVICE COMMISSION MINUTES CIVIL SERVICE COMMISSION MEETING Specially Called Meeting April 29, 2015 Commissioners present: H. Scott McEwen, Chair Michael Shimer Commissioners absent: Mike Fields Others present: Assistant Chief of Police Jim Lawless Secretary & Chief Examiner Mary Ann Hardie CALL TO ORDER Chair Scott McEwen called the meeting to order at 7:00 pm. MINUTES Commissioner Shimer made a motion to approve the meeting minutes of March 4, 2015. Chair McEwen seconded the motion. The motion carried unanimously. CORRESPONDENCE POLICE BUSINESS Review and Approval of the Entry Level Police Eligibility List Review and Approval of the Police Corporal Eligibility List Secretary & Chief Examiner Mary Ann Hardie explained that the entry level list before the Commission reflected a list of 10, not 20 candidate names. Ms. Hardie further explained that, the Civil Service Ordinance is in the process of being updated (to be reviewed and approved by City Council on 5/12 and 5/19/15) to reflect a continuous testing candidate list of 20 candidates (instead of ten) in the ordinance language. Additionally, in reviewing the Civil Service Rules and Regulations for updates, there is another area of the rules that also needs to be updated (and approved) by the Commission to reflect the continuous eligibility list with 20 names. When this ordinance change is approved by Council, then the Commission will be asked to approve the update to Article 9 in the rules and regulations regarding this. Additionally, the Commission will continue to see continuous eligibility lists with 20 candidate names instead of 10 going forward. Assistant Chief of Police (ACOP) Jim Lawless explained that there are a few candidates on the current entry level list that are in the background check process. Additionally, there were 4 candidates who participated in the Corporal testing process, including participating in the Assessment Center that was held on 4/16/15. As a result of that process, there is a Corporal Eligibility for the Commission's certification/approval and a vacancy to be filled from the eligibility list. Commissioner Mike Fields made a motion to approve both the Entry Level Police Eligibility List and the Police Corporal Eligibility List. Commissioner Shimer seconded the motion. The motion carried. ACOP Lawless stated that there may also be a lateral level eligibility list brought forward at a near future meeting as well. Commissioner Fields inquired as to whether those candidates for that list were from out of state. ACOP Lawless responded that, in the past there have been [but that this time it was mostly in -state]. Additionally, there have been many candidates who did not succeed in passing the background check process. Successful completion of probation — Assistant Chief of Police Don Anderson ACOP Lawless stated that ACOP Don Anderson had recently successfully completed his probationary period on 4/15/15 and that he was appreciative that ACOP Anderson's work in the position and it has been nice to have him [as a counterpart in the department]. The Commission extended congratulations to ACOP Anderson on the successful completion of his probation. OTHER The meeting adjourned at 7:12 pm. H.
