CALL TO ORDER
Chair Scott McEwen called the meeting to order at 7:00 pm.
MINUTES
The approval of the April 29, 2015 meeting minutes was deferred to the next Civil Service Meeting as Commissioner
Fields (who was in attendance at that meeting) was not present to approve the minutes.

POLICE BUSINESS
Review and Approval of Revision to Section 9.1 (Procedure) of the Civil Service Rules and Reaulations (Reflectina up
to 20 Candidate Names on the Eligibility List
Ms. Hardie advised this was another area of the Civil Services Rules and Regulations that needed to be amended to
reflect the Commission's decision regarding 20 candidate names on the eligibility list. ACOP Lawless and Ms. Hardie
responded to Commission questions regarding the proposed revisions to Section 9.1.
Commissioner Shimer made a motion to approve the proposed changes to Section 9.1.a and b, dated June 3,
2015. Commissioner McEwen seconded the motion. The motion carried.
Review and Approval of the Entry Level Police Eligibility List
ACOP Lawless reviewed the Entry Level Police Eligibility List, explaining entry level panel interviews have been held.
Three officers are currently on FTO; one graduated last week and two graduated three and a half weeks ago. Another
new hire will start on June 16 with a tentative academy date of late July/early August.
Review and Approval of the Lateral Level Police Eligibility List
ACOP Lawless advised two viable candidates, Robert Phillips and Ross Adams, are proceeding through the process
and he was hopeful with approval of the Lateral Level Eligibility List, they could be hired within the next 30 days. With
their hiring, the department will be fully staffed. Discussion followed regarding the lateral versus entry level hiring
process.
Commissioner McEwen made a motion to approve the Edmonds Police Department's Lateral Level and Entry Level
Eligibility Lists dated June 3, 2015. Commissioner Shimer seconded the motion. The motion carried.
