Incident Response
The Edmonds Diversity Commission wishes to express its deep concern over the recent
unfortunate incident related to . In response to this incident, and other past incidents
of a similar nature, the Edmonds Diversity Commission encourages Edmonds residents to
engage in reflection and/or dialogue with friends, family and neighbors about the incident, its
potential causes and ramifications. As for the Commission, our mission and work plan are
dedicated to exploring and addressing the environment and conditions in Edmonds that may lead
to incidents of discrimination and/or exclusion. Consequently, the Commission also invites the
public to attend its upcoming meetings to share thoughts and comments on this incident or
related issues during the public comment periods, provided at each Commission meeting. By
coming together, we can make hurtful incidents such as this serve as a source of strength and
cohesion in our community.

Protocol and Talking Point for Diversity Commissioners
Speaking Engagements, Press Contacts, Etc.
Protocol
Commissioners are free to address any groups or individuals about the Diversity Commission,
be that upon invitation or on their own initiative. The following constitute a set of agreed -upon
protocols regarding such engagement:
1. Commissioners should notify the Chair or Vice Chair and staff in advance if they intend
to address a group.
2. When representing the Commission as a whole, a Commissioner must state facts, issues
already discussed, reports or other written materials (such as the work plan), etc.
3. If a Commissioner is asked for the "opinion" or "position" of the Commission on an issue
that has yet to be discussed officially, the Commissioner must refrain from responding
for the Commission as a whole. It is acceptable for the Commissioner to offer his/her
personal opinion as long as he/she clarifies that that is the case.
4. The Press should be directed to contact the Chair or Vice -Chair for inquiries about
Commission activities or actions. However, other Commissioners may be contacted. If
so, Commissioners should observe the same protocol set forth in items #2 and #3 above.
Again, individual or personal opinions or explanations may be offered as long as they are
represented as such and not of the Commission as a whole.
Talking Points
The following are suggested talking points to assist Commissioners in their representation of
the Commission's purpose, mission, activities and programs:
1. Share the codified mission of the Commission, as contained in Section 10.65.010.13 of
the Edmonds City Code:
Serve as a commission for city government and the community by providing information,
education, and communication that facilitates understanding of diversity and to celebrate
and respect individual differences.
• Recommend to the mayor and city council diversity opportunities to promote programs, and
provide guidance to assure an accessible, safe, welcoming and inclusive government and
community.
• Support, challenge, and guide government and the community to eliminate and prevent aU
forms of discrimination.
2. Share key points from the 2016 Diversity Commission Work Plan
3. Explain that the Commission is very interested in hearing about any incidents of
discrimination of exclusion experienced by Edmonds residents, visitors, merchants or
workers either via emails or letters forwarded to the Commission or through public
testimony at its regular meetings. That being said, the Commission does not serve as a
form of "Diversity Police" or judge -and -jury to investigate incidents and/or render any
specific opinions on those involved.
4. Encourage people to follow the Commission through attendance at its regular meetings,
any special events or activities it plans or sponsors, or on the City website where there is
a specific Diversity Commission webpage.
