2. Approval of Agenda: The agenda approved by consensus.
3. Approval of Meeting Summary of August 2, 2017: Summary minutes approved as
submitted by consensus.
4. Public Comment: Courtney Wooten gave an update on the two projects that were awarded
grant funding by the Commission. The projects are moving forward and will be complete by
year-end.
5. Update from the City: Patrick stated that City has received both grant letter/agreements
signed by the recipients. Diana updated that the Hazel Miller Foundation has funded the
Driftwood Players request for a hearing loop system to aid patrons who have difficulty
hearing . The Commission will revisit the grant process in December to determine the cycle
for 2018. Should know the 2018 budget amount approved at that time. $5,500 was in the
2018 budget request for an increase over the $3,000 for events etc. Concern is that events
occurring in January would not ever be available for grant awards. Deferred subject to Events
group to discuss the timing and programming of grant funds to enable events falling in
January/February will be able to apply for grants. Patrick will convene a meeting of the
Events group.
Patrick discussed the film series and passed out the poster created for the series. Six films run
from October, 2017 — April, 2018. Cost of films range from $?? - $150. Funding and support
for the film series include a sponsorship from Rick Steves for $500, advertising from the
ECA and Edmonds Theater will hold cost to only $100 per screening. Discussed some of the
timing issues with movies starting at approximately 12:30 p.m. on Saturdays. Q&A session
limited to 15 minutes after most of the movies depending on length of movie. Screening out

of the bowl is difficult because the desire is to have a good cinematic experience and
locations are limited for screening a movie outside of the bowl. Send e-mail to commissioners
on the dates of film series so they can commit to attendance. There will be a box to accept
donations and half will go to the film producer and/or theater. Need to connect and publicize
with schools. Ratings of movies will be reviewed.
Donnie asked about updated ADA plan prepared by City and he had a citizen inquire if it is
produced in Braille? Had talked to Bertrand Hauss, City Traffic Engineer, and was advised
there are no plans to have that happen at this time. Should this be a goal of the Commission?
In the Commission request for more funds in 2018 is translation services. The Commission
should give policy guidance to make recommendations to City regarding access and
inclusion. Adrienne referenced the ability by DSHS to provide translation services for all
citizens and this could be a resource. Donnie also asked about the Hwy 99 redevelopment
plan and has the affected community had an opportunity to provide input in the plan.
Adrienne and Patrick both reiterated there had been many meetings on the plan both at
Council and meetings located closer to the Hwy 99 corridor and received input from citizens
in the affected area.
6. Indigenous People's Day Resolution, Discussion and Approval: Diana gave update and
referenced the proposed resolution. Consensus from the Commission is the resolution is
comprehensive, educational and factual. Add Mayor to Section 2 & 3. After considerable
discussion of some of the terminology in the resolution it was decided that Patrick will
incorporate changes and prepare agenda packet. Ethan & Cole Sargeant participated in the
discussion. Approved with proposed changes by consensus and will go to Council
Committee next week and to full Council on 9/19/17.
7. 2017 Work Plan Discussion: will start working on 2018 work plan at October meeting.
Events Group: Update from Patrick and agree by consensus to set date for World Cafe on
10/14/17. 10 a.m. — noon at the Library Plaza Room. Same format and same time as last year.
Should questions be changed or use the same ones from last year? Defer to Events Group to
review questions and modify.
Partnership Group: Update from Maria who passed out partnership group spreadsheet
which will be placed on website. Discussion regarding how to present on website. List with
names and e-mail addresses will be for Diversity Commission use only. Maria met with
members of Edmonds Universalist Unitarian Congregation (EUUC) who have a strong social
justice platform. Pastor would like to come to Commission meeting to discuss their mission
in relationship to the Commission. They have numerous programs including a car camp for
homeless in their parking lot, a film series called Meaningful Movies, and a library reading
group. Will reach out to Leadership Snohomish County, League of Women's Voters,
YMCA/YWCA, other area churches. Senior Center CAFE is presenting a diversity event on
9/16/17 which has been placed on Diversity Commission webpage.
Policy Group: Update from Donnie. Reviewing first set of interviews and will proceed with
second series of interviews.

8. New Business, Commissioner's Corner: Adrienne discussed Commission response to
DACA decision by Trump. Responses should come from Maria and Ed as co-chairs to be
drafted and sent to Patrick for posting. Canned statement with specific subject. Encourage
legislative remedies to DACA decision. Letter to legislative delegation could go out similar
to the US Census Bureau letters. People in Edmonds need to know that their issues are of
concern to the Diversity Commission and the Commission will speak out on their behalf
regarding issues that happen nationally and in the world.
Meeting in other location closer to Highway 99 either at hospital, high school, and/or Fire
station. Could Diversity Commission have a table or handouts at Summer Market next year?
Research on cost and when could be done.
