Roll Call: Call to order at 6:02 p.m. Absences excused. 2. Approval of Agenda: The agenda approved by consensus. 3. Approval of Meeting Summary of March 7, 2018: Summary minutes approved as submitted by consensus. 4. Public Comment: Dave Ortiz from the Coalition of Communities Coalition has requested to postpone his presentation on communications in crisis until May. Dave gave videos to the Commission. Dom Folkins works with Young Life and asked what the Diversity Commission is about — Ed gave a quick briefing on the Commission and what the Commission does. Adrienne also spoke about incident on Sunset that was determined to be the need for a diversity commission by the City Council. Mindy Woods spoke about economic diversity working with housing and homeless advocacy concerns regarding prejudice in the Bowl vs outside of the Bowl. She also spoke of incident regarding her son's interaction with Edmonds Police in late January. She expressed her concerns about profiling incidents and how future incidents can be prevented. Dave Ortiz invited Commission and audience to April 28 event 7th Annual Conference on Race to be held at Edmonds Community College. 5. Harvey's Lounge Incident: Update from the Police Chief. The false report incident involving a student from Edmonds-Woodway High School has resulted in a positive meeting between the student, his foster dad, and the investigating officer. The student went on a ride -along for a shift with exposure to a busy day in the EPD. Chief Compaan feels this was a positive outcome from the unfortunate incident. Harvey's Lounge incident resulted in an arrest of a bartender but review and processing by Snohomish County prosecutor has not yet been completed, so no charges have been filed in Superior Court as of yet, could be up to another 2-3 months before filing. Nothing further on the noose incident and no one was identified as a perpetrator although the construction firm did make some changes on their procedures. Approved Meeting Summary Diversity Commission April 4, 2018 Page 1 Pat asked for comment from Chief about reporting concerns and he would like the reporting done to him directly if possible so he can determine with his officers what happens. Sooner is better than later after an incident. 6. Youth Forum update: Brian Potter updated: Event will be Friday, April 27, at Edmonds- Woodway High School, hope to have 50 students attend compared to 15 last year. Three - five questions in a World Cafe style forum. Time frame for event is 11 a.m. — 1 p.m. and lunch to be provided during a break. This event is to encourage conversation with the student participants. Create poster and start advertising by April 10. School will provide some facilitators and Patrick, Adrienne, Brian, Sarah, Ed, and Pat may be able to attend. Refreshments and lunch will be coordinated by Brian. The media will not be attending event because of privacy issues. Questions: need to include something about disabilities, DACA, LGBTQ issues, stereotypes, racial issues, homelessness and poverty, and campus safety were all mentioned as subjects for the questions. Scenarios vs questions? Remember that these questions/scenarios could be reflective of real -life sensitive, situations of individuals in the room at the time. Subgroup will narrow down the questions and meet next week. Money for food up to $250 for event was approved by consensus. 7. Update from the City: Patrick discussed March movie that went well and he thanked the Mexican Consulate, and April movie will be "Out in America." Facebook advertising will be posted next week, committee should convene to choose movies for 2018/2019, there has a contact regarding Japanese military internment -related movie. Regarding the translation pilot projectPatrick has sent out request to City departments regarding needs and will provide more information at next meeting. A question was raised by a participant regarding hearing impaired accommodations for the Write on The Sound event and will be discussed with staff. Diversity Commission grant applications are due by Friday, April 20. There is available up to $500 for individuals or groups that are not for profit for diversity projects, programs, activities or events. Non -harassment posters for development services to distribute to contractors/builders when they receive their permits and are translated in English, Spanish, and Russian. Policy group memo will be revised. After revisions are completed the memo will be presented to the Commission in May for discussion and finalization. 8. Strategic Planning Retreat — update what worked, what didn't, outstanding items: Commissioners in general enjoyed getting to know each other, should a retreat be done more often to allow more opportunity for informal discussion. General consensus was it was an overly ambitious agenda for the time -frame and didn't get to talk about goals as much as needed could goal discussion be a separate session. Could discuss goals as a separate meeting later in 2018 and discuss or create committee to discuss separately. Brian, Sarah, volunteered for committee to focus on goals. 9. 2018 Sub -Groups: Policy: (Ed, Donnie, Pat, & Anabel) Will interview Mary Ann Hardie and bring policy memo back with Patrick's comments and suggestions and discuss in further detail at May meeting. Events (Ed, Sarah, Brian): Film Series was discussed and explained for audience benefit will be convening group to choose 2018/2019 films. Partnerships/Communications/Grants (Dean, Diana & Maria): No meeting. Ed talked with Rachel Dawbins who wants to know if there are any suggestions on how to get diverse artists Approved Meeting Summary Diversity Commission April 4, 2018 Page 2 to attend and apply for ArtWalk Edmonds. Will send to Misha for sending out to Partnership groups. There is a table for the Diversity Commission at the 4/28/18 8:30am Communities of Color Coalition event at Edmonds CC: Ed, Adrienne and Pat will attend. Dave Ortiz explained there are other workshops they can attend and do not have to staff table the entire time. Will determine some handouts for event. 10. New Business, Commissioner's Corner: Dean asked if "Black Girl in Suburbia" could be added to film series. Sarah mentioned some of the events coming up at ECA which are on ECA website calendar. Pat mentioned the Equity and Family Outreach at Shoreline School District puts together LGBTQ potluck on Thursday night up to 150 people usually attend. Adrienne mentioned YWCA event at Angel of the Winds Arena in Everett on April 18, this is a fundraising luncheon and the guest speaker will be daughter of Desmond Tutu and Mindy Woods will be speaking at this event. Mindy Woods mentioned prom at Shorecrest HS for special needs this Saturday, April 7. Adrienne mentioned Snohomish County special needs prom is May 5 at Everett Events center.
