Public Comment: Dave Ortiz from the Coalition of Communities Coalition has requested to postpone his presentation on communications in crisis until May. Dave gave videos to the Commission. Dom Folkins works with Young Life and asked what the Diversity Commission is about — Ed gave a quick briefing on the Commission and what the Commission does. Adrienne also spoke about incident on Sunset that was determined to be the need for a diversity commission by the City Council. Mindy Woods spoke about economic diversity working with housing and homeless advocacy concerns regarding prejudice in the Bowl vs outside of the Bowl. She also spoke of incident regarding her son's interaction with Edmonds Police in late January. She expressed her concerns about profiling incidents and how future incidents can be prevented. Dave Ortiz invited Commission and audience to April 28 event 7th Annual Conference on Race to be held at Edmonds Community College. 5. Harvey's Lounge Incident: Update from the Police Chief. The false report incident involving a student from Edmonds-Woodway High School has resulted in a positive meeting between the student, his foster dad, and the investigating officer. The student went on a ride -along for a shift with exposure to a busy day in the EPD. Chief Compaan feels this was a positive outcome from the unfortunate incident. Harvey's Lounge incident resulted in an arrest of a bartender but review and processing by Snohomish County prosecutor has not yet been completed, so no charges have been filed in Superior Court as of yet, could be up to another 2-3 months before filing. Nothing further on the noose incident and no one was identified as a perpetrator although the construction firm did make some changes on their procedures. Approved Meeting Summary Diversity Commission April 4, 2018 Page 1 DRAFT Pat asked for comment from Chief about reporting concerns and he would like the reporting done to him directly if possible so he can determine with his officers what happens. Sooner is better than later after an incident. 6. Youth Forum update: Brian Potter updated: Event will be Friday, April 27, at Edmonds- Woodway High School, hope to have 50 students attend compared to 15 last year. Three - five questions in a World Cafe style forum. Time frame for event is 11 a.m. — 1 p.m. and lunch to be provided during a break. The media will not be attending event because of privacy issues. Policy group memo will be revised. After revisions are completed the memo will be presented to the Commission in May for discussion and finalization. 8. Strategic Planning Retreat — update what worked, what didn't, outstanding items: Commissioners in general enjoyed getting to know each other, should a retreat be done more often to allow more opportunity for informal discussion. General consensus was it was an overly ambitious agenda for the time -frame and didn't get to talk about goals as much as needed could goal discussion be a separate session. Could discuss goals as a separate meeting later in 2018 and discuss or create committee to discuss separately. Brian, Sarah, volunteered for committee to focus on goals. 9. 2018 Sub -Groups: Policy: (Ed, Donnie, Pat, & Anabel) Will interview Mary Ann Hardie and bring policy memo back with Patrick's comments and suggestions and discuss in further detail at May meeting. Pride of Edmonds Picnic EDMONDS DIVERSITY COMMISSION GRANTS PROGRAM AP'P UCATIONr PORPdF Name of Project: After School Multicultural Art Program for College Place Ndd'le School Date(s) of Project: late -September 2018 to mid -December 2018 Description of Project, including goals, expected attendance or reach (use additional sheets if necessary): Teach a 1 x per week after school multicultural art class for 7th and 8th grade students at College Place Middle School for 10 weeks. The class has a capacity of 20 students and the principal expects interest will be high as visual arts have been severely cut at the school. I will focus on 5-6 artists from various backgrounds. The students will learn about the history of each artist, their important works, and then will create their own art project in the style of each artist. Artists will include Jacob Lawrence (African American), Frida Kahlo (Mexico), Andy Warhol (LGBTQ), Marc Chagall (Russia), and Katsushika Mokusai (Japan). At the end of the program, we will hold a gallery show for students to display their work to family and friends. Target audience (relevant to Edmonds): 7th and 8th grade students at College Place Middle School in the Edmonds School District. - 45% of the CPM students come from low-income families and qualify for free/reduced lunch 52% of CPM students are students of color Project budget, including other sources of cash and/or in -kind funding, as well as requested grant funding (fill in below or use other sheets if necessary): Revenue: $500 Diversity Commission Grant (projected) Request to Romeo's Restaurant (where 1 work as a hostess) for donation of food and soft drinks for the gallery show at the end of the program Request to Yamane Foundrati;on to possibly borrow some Meer the Masters art curriculum Expenses: $25 of art supplies :per student $25 x 20 = $500 estimate Describe what would constitute a successful project: A successful project to me would be a full class of 20 artists taking part in the program, learning about different artists from a variety of cultures. To not only inspire their creativity but to also enhance their cultural knowledge. And perhaps even identify with an artist from their same famify heritage. Questions regarding the process may also be sent to that address. Dear Edmonds Diversity Commission, My name is Quinlon Merrin and I am a sophomore at Edmonds Woodway High School. I have received approval from College Place Middle School (CPM) Principal Sam Yuhan to teach an after school art program next school year for their 7th and 8th grade students. This, project l'm planning is -a way to provide a multicultural art class to kids who don't have a chance to otherwise explore art. I met with Mr. Yuhan and CPM art teacher John Chaffee in early March to discuss my idea. They explained that the art program at CPM has greatly scaled back from what it once was. Former art teacher Mrs. Stern had buflt a great art program over many years that once had five full classes each semester, for the last few years it started to shrink, however. Now, a year after her retirement, there are only two art classes offered the whole year and only for 7th graders. Partly due to the strength and popularity of the music program (about 50% of the CPM students take music) but also with the new"Core 24"credit requirement in place for next year's freshmen, students have less elective options and art has suffered as a result. Mr. Yuhan said there is a strong interest in art but students are so limited in what they can fit into their schedule. An after school art program would meet the interest and needy. The program I've proposed will allow these kids to delve into art in hopes of finding, reigniting, or strengthening their passion. And to also give them a bridge to getting involved in art at EWHS. I am involved in taking as many art classes as I can as I plan to study art in college. I am currently the Vice President of the National Art Honor Society (NAHS) chapter at EW and next year I will begin a two-year visual art class as part of the International Baccalaureate program there. The after school program would be offered one day per week for 75 minutes from late September 2018 through mid December 2018. There is the possibility to continue the program through the spring. I can have up to 20 students participate. Mr. Chaffee has agreed to be the onsite staff supervisor and I plan to have 1-2 students from NAHS volunteer to assist me each week. Since 45% of the students attending CPM are on the free and reduced lunch program; I anticipate that half of the participants will also qualify for free/reduced lunch and not be able to afford a fee for art supplies. A grant from the Diversity Commission will help purchase the needed art supplies so they can participate free of charge. This is a luxury these kids may not otherwise have access to. (continued next page) Since 52% of CPM students are students of color, I will focus on diverse artists so the program is multicultural. I plan to teach projects on artists Jacob Lawrence (African American), Frida Kahlo (Mexican), Katsushika Hokusai (Japanese), Marc Chagall (Russian), and Andy Warhol (LGBTQ). As for my personal reasons for doing this program, l have had to make some tough choices on, what i can fit into my schedule in order to meet H5graduation requirements. For example, I had hoped to take IB Art History but can't fit it in with everything I else I'm required to take. I am planning on pursuing a degree in Character Animation in college and need to spend as much time studying and creating art so I can build my portfolio. Teaching this program will give me a deeper understanding of art history which is important for every artist. Plus, being that this is a volunteer effort, it will fulfill my community service requirement for National Honor Society while giving back in a personally meaningful way. Community service is strongly valued at one college I'm interested in (Loyola Marymount); however, giving back to others is something I highly value and do regularly regardless of school requirements. I regularly volunteer with Mary's Place, Madrona Children's Theatre, and Washington Kids in Transition. I truly appreciate your consideration and l'm happy to answer apy questions you may have.
