2011-01-13 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES January 13, 2011 CALL TO ORDER AND ROLL CALL Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:40 p.m. in the 3rd Floor Conference Room of City Hall, 121 — 5th Avenue North. COMMISSIONERS PRESENT Larry Vogel, Chair Sue Bauer, Vice Chair Jennifer Anttila Christine Deiner-Karr John Dewhirst Andy Eccleshall Alan Macfarlane Steve Waite Michael Plunkett READING/APPROVAL OF MINUTES STAFF PRESENT Jen Machuga, Associate Planner COMMISSIONERS ABSENT Eric Norenberg OTHERS PRESENT Jack Hall, Edmonds South Snohomish County Historical Society The minutes of December 9, 2010 were approved as amended. ANNOUNCEMENT OF AGENDA The agenda was accepted as presented. REQUESTS FROM THE AUDIENCE There was no one in the audience who expressed a desire to address the Commission during this portion of the meeting. COMMITTEE REPORTS Registration Committee The Registration Committee did not have any items to report to the Commission. Education and Outreach Committee Chair Vogel and Commissioner Eccleshall reported that they are working on the next edition of THE PRESERVATIONIST, which would feature the Frances Anderson Center (Old Edmonds School). A draft copy should be available for the Commission to review at their February meeting. The Commission agreed to schedule a date for the plaque presentation that coincides with publication of THE PRESERVATIONIST. Council Member Plunkett reported that the City Council accepted the calendar project as an item that could be funded with the dollars ($7,500) they allocated to the Commission for 201 L Preservation Planning Committee The Preservation Planning Committee did not have any items to report during this portion of the meeting. OTHER REPORTS Edmonds South Snohomish County Historical Society Commissioner Macfarlane reported that the museum exhibit is in transition at this time. He said he would provide information about the new exhibit at the next meeting. NEW BUSINESS Discussion with Jack Hall, Edmonds South Snohomish County Historical Society, Regarding Adding Outside Lighting to Museum Mr. Hall advised that he is the president of the Edmonds South Snohomish County Historical Society and has been on the Board for about 15 years. The Historical Society runs the Edmonds Museum (Carnegie Library). He said he was present to obtain approval from the Historic Preservation Commission to install lighting to outline the Edmonds Museum. The lighting would be set on a timer and would be attached to the building using epoxy glue. They are very interested in preserving the building, and they are confident the epoxy would not cause damage. Once they have obtained Commission approval, the Museum would approach the Planning Department to learn the next step in the process. The Commission discussed whether or not a Certificate of Appropriateness would be required from the Commission before the Historical Society could move forward with their project. They also briefly discussed other options for lighting the building. They applauded the Historical Society for their desire to provide lighting to bring attention to the Museum during the evening hours. However, they expressed concern about the proposal. They suggested that flood lights would be more appropriate, would not detract from the building's appearance during the daylight hours and would not require a Certificate of Approval from the Historic Preservation Commission. Mr. Hall agreed to pursue flood lighting instead. Commissioner Dewhirst agreed to obtain clarification from Mr. Chave about what type of permits would be required and then write a letter on behalf of the Commission to the Historical Society providing clear direction about the steps necessary to obtain approval for flood lighting. Commissioner Deiner-Karr agreed to research how lighting has been done at other historic buildings. It was noted that Commissioners Eccleshall and Waite are good resources to help the Museum pursue lighting options. Commissioner Eccleshall announced that February 17t' is the 100t' Anniversary of when the Carnegie Library opened. It would be great if the lights could be in place for a celebration event. Mr. Hall announced that the event would be advertised to the public. Elections for 2011 THE MOTION COMMISSIONER DEINER-KARR MADE AT THE DECEMBER 9, 2010 MEETING TO NOMINATE COMMISSIONER BAUER AS THE VICE CHAIR OF THE COMMISSION WAS APPROVED UNANIMOUSLY. COMMISSIONER BAUER WAS ELECTED VICE CHAIR BY A UNANIMOUS VOTE. Discussion on Plaque Location Recommendations/Guidelines The Commission discussed whether formal written plaque guidelines are necessary. They agreed they would like to provide guidelines, but not hard and fast rules. The guidelines could be presented and explained to owners of who have properties on the Register. They were each invited to forward their ideas for plaque guidelines to Commissioner Norenberg, who would compile the ideas for additional Commission discussion at their February meeting. Discussion on Articles for Edmonds Patch Chair Vogel reported that two Commission articles (Yost Garage and Bishop Hotel) have been published in "The Edmonds Patch," which is a new on-line community newspaper sponsored by America On Line (AOL). An additional article about the industrial years on the Edmonds Waterfront has been written and is slated for publication. Another staff person at Edmonds Patch has written an article about the Carnegie Library, which will be published this coming week. Historic Preservation Commission Minutes January 13, 2011 Page 2 Discussion on 2011 StrateEic Plan Commissioner Eccleshall announced that he would meet with Commissioners Dewhirst and Waite to prepare the draft plan for Commission discussion on February 10"'. He invited the Commissioners to forward their comments to him. Calendar Imaze Selection Chair Vogel advised that Commissioner Norenberg is continuing his work on the calendar images and text. He reminded them that each Commissioner was asked to provide him with a list of important dates in Edmonds history, particularly dates after 1953. It was announced that the City Council approved a Historic Preservation Commission budget of $7,500, and some of this money could be used to print the calendars. WON roA@I1040K Potential Property Nominations The Commission agreed they needed to get started on this work as soon as possible. Updates to Historic Inventory The Commission discussed their potential involvement in the consultant selection process. It was agreed that the selection would be made by the Planning Division Manager, with input from the Commission. Commissioner Eccleshall agreed to contact Mr. Chave for an update on the status of the process. Commissioner Eccleshall reported that he is still working to provide correct historic dates for the Beason Building. He also reported that he was contacted by Joan Longstaff who pointed out that her structure is listed in the BOLA Report as the Powers House. The Powers family only lived in the home for a few years. She suggested the appropriate name for the structure would be the Rhinerson house (blacksmith). It was noted that because the structure has not been listed on the Edmonds Register of Historic Places, the Commission does not have the authority to designate an official name for the property. HISTORIC PRESERVATION CHAIR COMMENTS Chair Vogel did not provide any comments during this portion of the meeting. HISTORIC PRESERVATION COMMISSIONER COMMENTS Commissioner Eccleshall encouraged the Commissioners to visit the new exhibit at the museum, the diaries of pioneer woman Martha Reynolds entitled "Nothing but Stumps and Mud." She arrived in Edmonds in about 1923. The exhibit includes many interesting photographs.
