2011-07-14 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES July 14, 2011 CALL TO ORDER AND ROLL CALL Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 6:15 p.m. in the P Floor Conference Room of City Hall, 121 — 5th Avenue North. He read the Commission's mission statement. COMMISSIONERS PRESENT STAFF PRESENT Larry Vogel, Chair Diane Cunningham, Administrative Assistant Fred Bell Eric Norenberg COMMISSIONERS ABSENT Steve Waite Sue Bauer, Vice Chair Jennifer Anttila (arrived at 6:15) Christine Deiner-Karr (excused) John Dewhirst (excused) Andy Eccleshall (excused) Michael Plunkett Chair Vogel recognized the presence of visitor, Gerry Tays, retired historic preservation planner for the Washington State Parks and Recreation Commission READING/APPROVAL OF MINUTES COMMISSIONER NORENBERG MOVED THAT THE COMMISSION APPROVE THE MINUTES OF DUNE 9, 2011 AS PRESENTED. COMMISSIONER ANTTILA SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. AGENDA ADDITIONS/CHANGES The agenda was accepted as presented. REQUESTS FROM THE AUDIENCE No one in the audience expressed a desire to address the Commission during this portion of the meeting. COMMITTEE REPORTS Registration Committee Ms. Anttila advised that the Registration Committee was unable to meet since the last meeting. She said she would contact the owner of the Red Barn building, once again, to encourage him to place his property on the Edmonds Register of Historic Places. She said she does not believe anyone on the Registration Committee has contacted the owners of the Edmonds Theater again. Education and Outreach Committee Chair Vogel distributed a draft copy of THE PRESERVATIONIST. Preservation Planning Committee Commissioner Waite said the Preservation Planning Committee pointed out some warranty issues with the Carnegie Library, which have been corrected. Edmonds South Snohomish County Historical Society Mr. Bell provided a list of the 15 historic sites where the Historical Society has placed plaques. Four additional plaques will be placed in the near future. He reported that the plaques on the old Yost Garage and high school are missing. These were removed when remodeling occurred, and they are working to locate them. NEW BUSINESS Commissioner Anttila asked if the City could nominate all or part of the Edmonds Center for the Arts for the Edmonds Register of Historic Places. Ms. Cunningham agreed to provide Commissioner Anttila with information about the contact attempts that have been made by the City thus far. Update on Plein Air Chair Vogel recalled that Gallery North's Plein Air Program was scheduled to start on June 11th. A representative from Gallery North had agreed to contact him about places where the artists could set up to paint the beautiful scenery in Edmonds, but he never heard back. He agreed to call Gallery North for more information. Update on Historic Survey Ms. Cunningham announced that the historic survey is complete. The consultant is working to finish the report and will provide a report to the Commission on September 8th. For Mr. Tays' benefit, the Commission provided more information about the initial BOLA survey, as well as the survey that was just completed. It was explained that, as a Certified Local Government, the City was required to conduct a survey to identify properties that are eligible for the Register. Mr. Tays asked about the Commission's plan for moving from the inventory to actually encouraging property owners to participate. Ms. Anttila answered that the Registration Committee would send a letter to the property owners and then follows through with additional encouragement. Update on Calendar The Commission viewed the most current draft of the calendar. Commissioner Norenberg advised that just a few more changes are needed before the calendar is ready to print. Chair Vogel said he prepared text related to Main Street and the mill for THE EDMONDS PATCH that may be useful for the remaining text blocks. Commissioner Anttila shared some ideas for enhancing some of the photographs, and she agreed to work with Commissioners Norenberg and Eccleshall to update them. The Commission set a goal to have the draft calendar ready for printing by the end of September. Ms. Cunningham agreed to confirm that budget allocated to the Commission by the City Council would cover the cost of printing the calendar. Update on Business Cards Commissioner Norenberg did not have anything to report regarding the business cards. ACTION ITEMS Potential Property Nominations There were no new potential property nominations to discuss during this part of the meeting. HISTORIC PRESERVATION CHAIR COMMENTS Chair Vogel said the next edition of THE PRESERVATIONIST should be ready for publication by the Commission's next meeting or sooner. The Commission authorized Chair Vogel and Chair Eccleshall to move forward with printing without bringing the final draft back to the Commission for approval. HISTORIC PRESERVATION COMMISSIONER COMMENTS The Commission thanked Mr. Tays for attending their meeting. It was noted that he has extensive experience in historic preservation and volunteer work. Ms. Cunningham announced that the Edmonds Memorial Cemetery Board will sponsor "A Walk Back in Time" on July 21St at 1:00 p.m. The event will include a guided tour around the cemetery.
