2012-04-12 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES April 12, 2012 CALL TO ORDER AND ROLL CALL Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. in the 3rd Floor Conference Room of City Hall, 121 — 5"' Avenue North. He read the Commission's mission statement. COMMISSIONERS PRESENT Larry Vogel, Chair John Dewhirst, Vice Chair Andy Eccleshall Meg Keogh Bill Muller Eric Norenberg Tim Raetzloff Gerry Tays Steve Waite Michael Plunkett, City Council Member READING/APPROVAL OF MINUTES The minutes of March 8, 2012 were accepted as written. AGENDA ADDITIONS/CHANGES The agenda was accepted as presented. REQUESTS FROM THE AUDIENCE There was no one in the audience. COMMITTEE REPORTS Registration Committee There was no report from the Registration Committee STAFF PRESENT Diane Cunningham, Administrative Assistant COMMISSIONERS ABSENT Fred Bell (excused) Christine Deiner-Karr (excused) Lora Petso, City Council Member (excused) Education and Outreach Committee Chair Vogel reported that Commissioner Norenberg is having difficulty finding historic information about Robinhood Lanes. Therefore, the next edition of THE PRESERVATIONIST will feature Native Americans in the area, using information provided by Commissioner Dewhirst. He also recalled that Commissioner Bell agreed to prepare copy for a story on the Edmonds Police Department, which will celebrate its 100-year anniversary this year. Preservation Planning Committee The Preservation Planning Committee did not provide a report during this portion of the meeting. OTHER REPORTS Edmonds South Snohomish County Historical Society There was no report from the Historical Society. NEW BUSINESS Discussion on Business Expo Chair Vogel complimented Commissioner Keogh for setting up a wonderful table at the Business Expo. Commissioner Keogh thanked the Commissioners who staffed the table throughout the day. The Commission discussed the positive results of their participation in the Business Expos. They agreed it was a great way to promote historic preservation, and they should participate in other events of this type. Commissioner Keogh announced that an event is scheduled in May at the Senior Center, and Commissioner Eccleshall added that the next Business Expo is scheduled for October 6`h. Commissioner Keogh agreed to make the necessary arrangements. The Commission agreed it would be appropriate to create a flyer to specifically describe the advantages of placing properties on the Edmonds Register of Historic Places. They also agreed it would be helpful to promote the Commission's Historic Walking Tour at future events. Commissioner Keogh reported that the Commission is signed up to participate in the Edmonds Summer Market. They are only allowed to participate on one Saturday, and they are waiting to find out the date. The Commission also discussed setting up a table outside the market, perhaps within the lobby area of City Hall. Commission Colors Commissioner Keogh suggested that, for recognition purposes, it would be helpful to identify Commission colors. The Commission agreed their colors should be black and gold, to blend with the historic plaques. Information from Museum on Putting Up Plaques Commissioner Eccleshall recalled that the Edmonds South Snohomish County Historical Society has agreed to pay for production of the informational plaques if the City would pay for installation. At this time, private property owners are responsible for installing the plaques provided by the City. The Commission agreed to continue their discussion at the next meeting when Commissioner Bell is present to represent the Historical Society. Strategic Plan The Commission reviewed the Strategic Plan and agreed to update the committee assignments and the goals and objectives of each committee as follows: Committee Registration Education/Outreach Preservation Planning Fundraising Owner Education Community Education Design Guidelines Grants Incentives Public Awareness Non -Conforming Financial Strategies Action Short-term Partnerships New Incentives Coordinate Funding List Plaques Other Cities Districts Sources with Local Media Expanded Inventory Committee Priorities SHPO Code Issues SHPO City Budget Process Eccleshall (Chair) Eccleshall (Chair) Waite (Chair) Deiner-Karr Deiner-Karr Vogel Dewhirst Muller Members Dewhirst Norenberg Tays Keogh Tays Raetzloff Eccleshall Muller Keogh Historic Preservation Commission Minutes April 12, 2012 Page 2 The Commission also agreed to update the list of Commission accomplishments for 2011 to include publication and distribution of calendar, reprint and distribution of the walking tour brochure, and expand historic resources survey. The new committees agreed to meet before the next Commission meeting to solidify their action lists, identify how their action lists could be achieved, and discuss how their action lists could be integrated into the Commission's overall goals and objectives. ACTION ITEMS Process to Get some Money from Budget/Council The Commission discussed the process for requesting funding from the City's budget, particularly for another calendar. It was agreed that after the goals for each committee have been formally established, financial needs could be coordinated by the Fundraising Committee. HISTORIC PRESERVATION CHAIR COMMENTS Chair Vogel thanked the Commissioners for their helpful participation on all items on the agenda. He said he looks forward to finalizing the Strategic Plan at the next meeting. He also welcomed Commissioner Raetzloff to the Commission. On behalf of the Commission, he expressed appreciation for Council Member Plunkett's support of historic preservation in the community. HISTORIC PRESERVATION COMMISSIONER COMMENTS Council Member Plunkett said one reason the City Council supported the Commission's request to expand its membership was the quality of all the new applicants. Their enthusiasm and background made it easy for the City Council to approve the expansion. This also speaks to the work that has been done by the Commission in the past that has encouraged other applicants to step forward. Commissioner Keogh commended Ms. Cunningham for working tirelessly to collect paperwork from the applicants. Her enthusiasm was remarkable. Commissioner Tays recalled that he has been heavily involved in historic preservation and education, and he still attends meetings of a consortium of organizations that constitutes the Pacific Northwest Preservation Field School. Each summer, the group chooses one or more historic properties for their field work. This summer they have chosen the Malhuer National Wildlife Refuge in southeast Oregon. Their properties include the Sod House Ranch and the Frenchglen Hotel. Commissioner Tays said he was previously involved in developing training classes for the Washington State Department of Archaeology and Historic Preservation. He said it may be possible to bring one of their program instructors to the City to provide a short training session on the Secretary of the Interior's standards, particularly those related to rehabilitation. Commissioner Tays said he recently took a walking tour through a historic neighborhood in San Antonio, Texas. Their program allowed participants to dial a number on their cell phones for more information about each historic site. He agreed to research the program further and report back to the Commission. Commissioner Raetzloff announced that he would be speaking to the Lynnwood Kiwanis Club on April 19th regarding current efforts to preserve the ghost town of Alpine. He is also scheduled to speak to an Edmonds Group regarding the same issue on May Pt. He would present a similar presentation in Alpine and Skykomish on May 5th. He agreed to provide information about the Edmonds Historic Preservation Commission and their efforts to build a Register of Historic Places and increase public awareness about historic preservation. Commissioner Dewhirst agreed to review the recently released Environmental Impact Statement for the Mukilteo Ferry, to see what it says about Native Americans. He would forward any new information he finds to Chair Vogel for inclusion in the next edition of THE PRESERVATIONIST.
