2014-03-13 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES OF MEETING March 13, 2014 CALL TO ORDER AND ROLL CALL Chair Tays called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. in the 3rd Floor Conference Room of City Hall, 121 — 5"' Avenue North. He read the Commission's mission statement. COMMISSIONERS PRESENT Gerry Tays, Chair Tim Raetzloff, Vice Chair Sandra Allbery Emily Scott Lora Petso, City Council Member Kristiana Johnson, City Council Member READING/APPROVAL OF MINUTES STAFF PRESENT Kernen Lien, Senior Planner COMMISSIONERS ABSENT Chris Deiner-Karr (excused) Larry Vogel (excused) Steve Waite (excused) COMMISSIONER RAETZLOFF MOVED TO APPROVE THE MINUTES OF FEBRUARY 13, 2014 AS SUBMITTED. COMMISSIONER ALLBERY SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. AGENDA ADDITIONS/CHANGES The Commission postponed their discussion about the 2015 Calendar and the search for photographs of historic Edmonds to a later date. The remainder of the agenda was accepted as presented. REQUESTS FROM THE AUDIENCE There was no one in the audience. COMMITTEE REPORTS Registration Committee The Registration Committee did not have any items to report. Education and Outreach Committee Commissioner Tays recommended the Commissioners read National Register Bulletin 15, which is available on the United States Department of the Interior's National Park Service website. He noted that Section 8 (How to Evaluate the Integrity of a Property) is particularly relevant to the topic that will be discussed at their next meeting. Mr. Lien agreed to provide copies of Section 8 to each of the Commissioners. It was pointed out that the Edmonds Methodist Church is selling its property, which includes a home that is listed on the City's inventory of historic properties. It was also pointed out that the City issued a demolition permit for a historic home at 902 — 9th Avenue South, and Commissioner Allbery advised that she took a photograph of the structure. Commissioner Scott agreed to draft a letter from the Commission for publication in myedmondsnews.com, inviting citizens to seek out family photographs of historic properties. Preservation Planning Committee The Preservation Planning Committee did not have any items to report. South Snohomish County Historical Society Commissioner Allbery provided a progress report on the restoration project that is currently taking place at the Edmonds Museum. She also reported that the society is in the process of planning their 2014 Summer Market and benefit dinner. The Commission noted that their email list needed to be updated by staff. NEW BUSINESS There were no new items of business on the agenda. Updated Historic Property List Commissioner Scott presented the updated Historic Property List. She provided a brief overview of the information included on the list and explained how it could be used when assessing historic properties. She noted that a demolition permit table was also provided to enable the Commission to track the buildings that have been demolished and whether or not photographs were taken. She agreed to send the document to each Commissioner via email, and requested that they forward their comments and ideas to her as soon as possible. She requested specific information about the properties on the list, including contacts Commissioners have had with owners. Mr. Lien announced that Mr. Chave is working on a grant application to expand the survey area into "north" Edmonds. Bigelow Residence at 1520 — 91h Avenue North Chair Tays provided an update on his efforts to obtain information about the Bigelow Residence. ACTION ITEMS Confirm Special Meeting on April Vt in Fourtner Room Chair Tays announced that the Commission's April meeting was rescheduled to April 1st. The meeting will be advertised as a special meeting, and will include a presentation by Michael Houser, an architectural historian with the Washington State Department of Archaeology and Historic Preservation. It was noted that Council Members Petso and Johnson would have to leave the meeting early to attend the regularly scheduled City Council meeting that starts at 7:00 p.m. that same evening. HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS Chair Tays did not provide additional comments. HISTORIC PRESERVATION COMMISSIONER COMMENTS The Commission discussed the value of having two City Council Members attend their meetings on a regular basis. It was noted that some assignments may change as a result of adding a new member to the Council, but Council Member Petso said she does not anticipate changes to the Historic Preservation Commission assignment. Historic Preservation Commission Minutes March 13, 2014 Page 2 The Commission discussed the historic home that is located at the corner of 91h Avenue and Caspers Street. While the interior has been completely renovated, the exterior is close to its original design. It was noted that the property is owned by the Methodist Church and is up for sale. It is likely the entire church property will eventually be subdivided and redeveloped as residential. They agreed that Commissioner Vogel should visit the site and take pictures of the historic structure, as well as its setting. Council Member Petso advised that, according to the public record, the property at 8605 — 288th Street Southwest includes a house that was built in 1920. She said she has heard other things about the house that may make it suitable for the Register. It was recently acquired by a public agency (Olympic View Water District). The Commission discussed that the property is currently located in unincorporated Snohomish County. They agreed to add the property to the list, with a specific note that it is not located in Edmonds proper.
