2015-04-09 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES OF REGULAR MEETING April 9, 2015 CALL TO ORDER AND ROLL CALL Chair Scott called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. in the 3rd Floor Conference Room of City Hall, 121 — 5d' Avenue North. She read the Commission's mission statement. COMMISSIONER DEINER-KARR SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. AGENDA ADDITIONS/CHANGES The discussion with new reconnaissance survey consultants, SHKS Architects, was placed before the discussion with David Teitzel on Commission vacancies. The presentation by Heather Burke, Coldwell Banker Bain regarding the possibility of doing a historic home or business tour in Edmonds was moved to the May 10 meeting agenda. The remainder of the agenda was accepted as presented. REQUESTS FROM THE AUDIENCE Discussion with New Reconnaissance Survey Consultants, SHKS Architects David Strauss, Principle, SHKS Architects, and Julianne Patterson, SKHS Architects, introduced themselves and their company, which focuses on historic resources. Mr. Chave explained that the consultants from SHKS Architects were hired to work on the survey project. He reviewed that the Commission previously indicated an interest in adding new sites that have not been previously surveyed and filling out historical background on properties already on the survey. He explained that the consultants are present to solicit feedback from the Commission relative to target areas they would like them to look at and specific properties they want them to investigate. For example, because the Commission is interested in creating a historic district in the area in and around the downtown at some point in the future, the consultants have been specifically asked to work on sites within that area. The Commission reviewed a map of the City and identified the following locations for potential additional study: • Additional historic properties in and around downtown. • North Edmonds north of Meadowdale Beach Road • University Colony off Olympic View Drive • Hannah Park at the end of Sunset Avenue North • Historic civil works such as the dam at Yost Park and the Burlington Northern Santa Fe retaining wall • A property at 9309 Bowdoin Way that was developed in the 1920s as a 1-acre farm • Potential historic structures along the downtown waterfront • Homes built in the 1950s and 1960s, such as those designed by Paul Hayden Kirk • Properties south of SR-104 that were developed between the 1930s and 1950s (specific addresses to be provided by Council Member Petso) • A mid-century home located at 19011 Olympic View Drive that was designed by a protege of Frank Lloyd Wright • Chittenden home on Olympic View Drive • Sites along the waterfront where historic landscapes or civil works are or were present, such as Stamm Overlook Park off of Olympic View Drive Questions were raised about what it would mean to a property owner if the survey results in a landscape being classified as historic. Mr. Chave explained that including a structure or property in the survey would not automatically place it on the Edmonds Register of Historic Places. Structures and/or properties must be voluntarily placed on the Register. However, changes to properties on the Register may require a Certificate of Appropriateness from the Commission. Mr. Strauss advised that he and Ms. Patterson would visit the specific sites identified by the Commission. Mr. Chave encouraged Commissioners to forward additional locations to staff. He noted that the grant specifies that the survey would include 50 sites, which could include additional sites or sites identified on a previous survey for which no research has been done. Chair Scott suggested it would be helpful for the Commissioners to identify three or four priorities for the survey to focus on and forward their recommendations to staff. Discussion with David Teitzel on Commission Vacancies David Teitzel, Edmonds, introduced himself and shared his interest in historic preservation and indicated his desire to get more involved in the community by serving on the Commission. The Commissioners asked questions of Mr. Teitzel and offered comments. In particular, the Commissioners and Mr. Teitzel shared ideas for educating young people about the importance of preserving history and encouraging property owners to voluntarily list their properties on the Register. AFTER A BRIEF DISCUSSION, VICE CHAIR VOGEL MOVED THAT THE COMMISSION FORWARD A RECOMMENDATION TO MAYOR EARLING THAT DAVID TEITZEL BE APPOINTED TO FILL THE VACANT POSITION ?? ON THE HISTORIC PRESERVATION COMMISSION. COMMISSIONER TAYS SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. Ms. Cunningham reviewed that the next step in the process is for Mr. Teitzel to be interviewed by Mayor Earling. Mayor Earling will forward a recommendation to the City Council, who will make the final decision. COMMITTEE REPORTS Registration Committee Vice Chair Vogel announced that new owners have purchased the Bettinger House, and the new family is very excited about moving into an historic home. The new owners may be open to placing the property on the Register. Historic Preservation Commission Minutes April 9, 2014 Page 2 Commissioner Deiner-Karr referred to a document she prepared to outline the process for researching historic properties. She invited the Commissioners to experiment with the process as they research historic properties in Edmonds. Commissioner Deiner-Karr reported that the Registration Committee is researching the option of sending out postcards commemorating the City's 125th Anniversary. She is working with Ms. Cunningham to prepare a cost estimate for printing and postage. She is also working to collect pictures. Chair Scott explained that, in addition to generic postcards, property - specific postcards could be prepared and sent to owners of historic properties that are candidates for the Register. She said the intent is for the Commissioners to contact the property owners who express an interest in placing their properties on the Register. It was also suggested that the Commissioners follow up by personally contacting the property owners who receive postcards. Ms. Cunningham reminded the Commissioners to contact City staff before spending money on behalf of the Commission. Education and Outreach Committee Vice Chair Vogel announced that he would make a presentation at Edmonds Landing on April 20th. He plans to share historic photographs and regale those in attendance with stories about Edmonds' history and events. It was announced that a plaque ceremony for the Schumacher Building is scheduled for June 2"d. Mayor Earling will attend the event, which starts at 10:00 a.m. The Commission also discussed having the plaque ceremony for the Profitt/Astell House (825 Main Street) on that same morning. Chair Scott agreed to contact Mayor Earling and then schedule the second ceremony for later in the morning of June 2nd or on another day. Vice Chair Vogel agreed to prepare a press release for the two events, and invite representatives from My Edmonds News and The Edmonds Beacon to attend. Preservation PlanninE Committee The Preservation Planning Committee did not have any activity to report. Edmonds South Snohomish County Historical Society Commissioner Allbery announced that the Museum's current exhibit of "Washington Schoolhouses" will close on April 19th The new north exhibit will be "Now and Then" photos. In addition, students from the University of Washington will prepare the south exhibit to display City artifacts for the 125th Anniversary. She also announced that the plaza project will start soon, and planning for the Heritage Day Dinner will start on April 17th. Lastly, she announced that the Museum has signed a five- year lease for storage space at a location on the Mukilteo Speedway. Vice Chair Vogel announced that on April 14th, Citslinc International, a tour company, will provide a presentation relative to the Museum -sponsored grand tour of China that will occur October 24th through November 2nd. He noted that the tour will be a major fundraiser for the Museum. He further reported that a grant proposal is being developed for the Museum's time capsule project in conjunction with the City's 125th anniversary. Commissioner Deiner-Karr announced that the Museum has agreed to sponsor the Old Settler's Picnic in 2015 by paying for the picnic shelter where the event will be held. Notices for the event have already been sent out. Participants at the event will be invited to identify on a map where they used to live in Edmonds. WEB UPDATES Mr. Chave announced that the City has just transitioned to an updated website. NEW BUSINESS No new business was scheduled on the agenda. Historic Preservation Commission Minutes April 9, 2014 Page 3 No unfinished business was scheduled on the agenda ACTION ITEMS Chair Scott indicated that she is working with Heather Burke, Coldwell Banker Bain, regarding a proposal to do a historic home or business tour in Edmonds. There is no proposal on the table at this time, but Ms. Burke would be present at the next meeting to discuss her ideas and receive feedback from the Commission. Mr. Chave advised that some Commissioners have expressed interest in participating in the Revitalize Washington Conference. As the City is a Certified Local Government, the Commission can take advantage of the two -for -one offer, but the City can only officially sponsor two Commissioners. Interested Commissioners agreed to work with staff to confirm their attendance. HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS Chair Scott reminded the Commissioners to forward their comments and recommendations relative to the historic survey to staff as soon as possible. Council Member Petso expressed her belief that South Edmonds may become a potential gold mine for the Commission, since nearly all of the properties were developed between 1955 and 1965. Commissioner Waite agreed to join her on a tour of potential properties and to provide feedback that could be forwarded to the consultants. HISTORIC PRESERVATION COMMISSIONER COMMENTS Ms. Cunningham distributed pamphlets that were mailed to the City. Council Member Johnson reported that at the recent City Council Retreat, Mr. Chave was nominated by the Development Services Director to work with her and Council Member Petso on a Council priority to look at historic preservation in the downtown area. The intent is for the three to meet to come up with a roadmap, idea and framework. She said the Commissioners would be invited to provide feedback at a future meeting or via email. Commissioner Livingston reported that he is working with Vice Chair Vogel to revive The Preservationist, and he is preparing a story about the building where the post office is currently located. He noted that the post office would be relocated to a new building, and the current structure may be eliminated at some point in the future.
