2015-11-12 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES OF REGULAR MEETING November 12, 2015 CALL TO ORDER AND ROLL CALL Vice Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. in the 3rd Floor Conference Room of City Hall, 121 — 5d' Avenue North. COMMISSIONERS PRESENT STAFF PRESENT Emily Scott, Chair (arrived at 5:45) Rob Chave, Planning Division Manager Larry Vogel, Vice Chair Diane Cunningham, Administrative Assistant Sandra Allbery Tim Raetzloff COMMISSIONERS ABSENT Dave Teitzel Steve Waite (excused) Kristiana Johnson, City Council Member Chris Deiner-Karr (excused) Eric Livingston (excused) Lora Petso, City Council Member READING/APPROVAL OF MINUTES COMMISSIONER TEITZEL MOVED TO APPROVE THE MINUTES OF OCTOBER 8, 2015 AS SUBMITTED. COMMISSIONER ALLBERY SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. AGENDA ADDITIONS/CHANGES The property owners at 820 Maple Street were not present to discuss their request for a Certificate of Appropriateness Therefore, the item was removed from the agenda. The remainder of the agenda was accepted as presented. REQUESTS FROM THE AUDIENCE There was no one in the audience. COMMITTEE REPORTS Registration Committee Commissioner Tays agreed to place a plaque on the house at 825 Main Street as soon as possible, and a ceremony could be scheduled at a later date. Education and Outreach Committee Commissioner Teitzel recalled his earlier proposal to place an educational sign to recognize a large, cedar stump that is located in Yost Park as an important part of the City's history. He reported that he and the Parks, Recreation and Cultural Services Director visited the stump, which has springboard notches in it. They discussed that because it is located on the south side of the dam, building a trail to it would be very challenging. However, there is another stump that is nearly as good and fairly close to an existing trail. The City Staff has agreed to conduct a core sample of this stump to determine its actual age, and they would like the Commission to provide historical information. Commissioner Teitzel agreed to work with Commissioner Allbery to provide input on the sign's content. Commissioner Teitzel reported that he recently met with representatives from the North Sound Church, who agreed to support the church being listed on the Edmonds Register of Historic Places. He agreed to update the nomination so it can move forward as soon as possible. Commissioner Teitzel said the property owner at 209 Casper Street is also in favor of having his home listed on the Edmonds Register of Historic Places. However, he is currently focusing his efforts elsewhere. Preservation PlanninE Committee The Preservation Planning Committee did not have any items to report. South Snohomish County Historical Society Commissioner Allbery announced that the Heritage Days Dinner will be on November 131h, and tickets are sold out. Funds from the event will be used to finish the plaza, prepare the storage area, and update the train exhibit. The museum's new exhibit, "Hope in Hard Times," will open on November 20. This is a traveling exhibit from the Washington State Historical Society that talks about the depression in Washington State. Commissioner Allbery advised that the winners of the scarecrow contest will be announced at the Heritage Days Dinner, and a ceremony is scheduled for November 215t at the Museum to formally recognize the winners. The public is invited to attend. Commissioner Allbery reported that photographs from the Historical Society were laser etched onto old cedar panels and used to form a wall at the Edmonds Swedish Hospital's new Emergency Care Center. Commissioners were encouraged to visit the beautiful new facility. NEW BUSINESS New Contacts for Historic Register Commissioner Teitzel advised that he recently sent a letter to the owners of the brick, Georgian home on Northstream Lane near 8t' Avenue asking if they would be interested in listing the house on the Edmonds Register of Historic Places. Commissioner Tays recalled that a nomination form for the property has already been filled out. He also made several attempts to contact the property owners, but was never successful. Commissioner Allbery reported that the property owners at 923 Cedar Street are working to fill out a nomination form for their property to be listed on the Register, as well. December MeetinE The Commission agreed to move forward with their December 10t" Meeting. Number of Positions on the Commission Ms. Cunningham reviewed that there are currently 12 positions on the Commission, but some have been vacant for a number of years. The Commission agreed that, rather than formally reducing the number of Commissioners via an ordinance, they would simply agree to have fewer members for the time being. The quorum would be based on the number of actual members rather than the number of potential members. The Commissioners discussed that there may be as many as four vacant positions at the end of 2015, as Commissioner Teitzel was recently elected to the City Council, and three other Commissioners have indicated they may leave the Commission at the end of their terms. Historic Preservation Commission Minutes November 12, 2015 Page 2 Status of 2016 Calendar Chair Scott reported that the 2016 calendar is nearly complete. She agreed to forward the electronic file to staff for final review before it is printed. Vice Chair Vogel left the meeting at 6:05 p.m. ACTION ITEMS No action items were scheduled on the agenda. HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS Chair Scott shared her concerns about continuing to serve on the Commission in 2016. HISTORIC PRESERVATION COMMISSIONER COMMENTS Council Member Johnson announced that, at their last meeting, the City Council began the process for purchasing Civic Field, and there has been some discussion about what to do with the two historic structures (bleachers and field house) on the site. She suggested the Commission should conduct an evaluation of these structures so they are prepared to provide input during the master planning process. Commissioner Teitzel said he enjoyed serving on the Commission over the past year. ADJOURNMENT The meeting was adjourned at 6:15 p.m. Historic Preservation Commission Minutes November 12, 2015 Page 3
