SUMMARY MINUTES OF SPECIAL MEETING
June 8, 2017
CALL TO ORDER AND ROLL CALL
Chair Scott called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. in the 3rd Floor
Conference Room of City Hall, 121 — 5d' Avenue North.

The agenda was adjusted to add the email from the Peterson's, who own the James Cooper House.

NEW BUSINESS
There was no new business.
Update on the Edmonds Museum Remodel
Ms. Cunningham reported that proposed remodel will be presented to the Commission on July 13d' for a possible Certificate
of Appropriateness. Commissioner Allbery advised that the Museum staff is working closely with the City to move the
project forward. The proposed project will replace some windows to create better air circulation. The project details will be
presented on July 13d'.
ACTION ITEMS
Review of 2018 Calendar
Ms. Cunningham asked that Commissioners continue to submit potential dates for the calendar, and she will continue to
update each of the pages. She agreed to scan the calendar pages and send them to the Commissioners via email for their
information.
The Commissioners discussed potential themes for the 2019 and 2020 calendars.
COMMISSIONER SCOTT MOVED THAT THE THEME FOR THE 2019 CALENDAR WOULD BE
"TRANSPORTATION" AND THE THEME FOR THE 2020 CALENDAR WOULD BE `THE 1960's."
COMMISSIONER VOGEL SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY.
Email from Petersons, Owners of the James Cooper House
Ms. Cunningham reviewed that the Peterson's Home was previously listed on the Edmonds Register of Historic Places, but it
was later removed when the windows were changed. She advised that the Peterson's have invited the Commissioners to visit
their newly remodeled home. The Commission suggested that perhaps this structure is a good candidate for another category
or list that recognizes historically -significant structures that do not qualify for the Edmonds Register of Historic Places based
on the National Park Service's criteria. It was noted that this other "register," once established, could be managed by the
museum. However, there is not adequate personnel to start the new program now.
The Commissioners asked Ms. Cunningham to respond affirmatively to the Peterson's invitation to visit their home and
schedule a potential date. Ms. Cunningham indicated she would speak with the City Clerk to clarify the rules regarding
public meetings and then schedule the visits to comply.
Continued Discussion on "Gerdon House" at 209 Caspers Street for Inclusion on Edmonds Register of Historic Places
Council Member Teitzel reported that the property owners recently notified him that the remodel work has been completed,
and they are now ready to reactivate the process of listing the property on the Register. It was agreed that a site visit would
be the appropriate first step, and Commissioner Waite should review the addition that was added to the backside of the
structure to make sure it would not disqualify the home from being listed on the Register. It was agreed that Commissioners
Vogel and Waite, as well as Council Member Teitzel, would conduct the site visit and report back to the Commission.
Council Member Teitzel agreed to schedule the site visit. Following the site visit, staff would prepare a Staff Report for a
public hearing before the Commission.
The Commission had a brief discussion about a historic home near Chair Raetzloff's home, noting that it would be great to
pursue the property for the Register. They also discussed that the nearby Lippart's home would be a good candidate for the
alternative list of historic properties that was discussed earlier in the meeting. It was noted that it might be the oldest home in
Edmonds, dating as far back as 1871.

Chair Raetzloff did not provide any additional comments.
HISTORIC PRESERVATION COMMISSIONER COMMENTS
Council Member Teitzel reviewed that, as per the minutes of May 11, Commissioner Deiner-Karr was charged with updating
the list of potential properties for the Register. He asked if there has been any discussion about dividing up the properties on
the list and assigning each Commissioner a group of property owners to contact to gauge their interest in listing their
properties on the Register. Commissioner Raetzloff suggested that the most successful approach would be to start by
assigning them based on Commissioners' familiarity with the properties and/or owners. Ms. Cunningham advised that she
received the updated list from Commissioner Deiner-Karr just prior to the meeting. The Commissioners agreed to review the
list at their next meeting and make appropriate assignments.

Commissioner Vogel reported that he is working with a representative from the Edmonds Museum on a joint presentation at
the Chamber's monthly breakfast, likely in October. The Museum will share what they are doing, and he will prepare a
thumbnail overview of Edmonds' history.
Commissioner Vogel said he has been invited to participate in the Edmonds Cemetery's Walk Back in Time event, which
will focus on the Spanish/American War.
Ms. Cunningham reported that she visited the Courood Cemetery in the Five Corners Neighborhood, but she was unable to
find anything of interest because it is covered in growth. More time and equipment will be needed.
Commissioner Vogel said he had the opportunity to watch the group, Student's Saving Salmon, actually put salmon into
some local Edmonds streams. Some were placed in Yost Park, just above where the old water system was located. Salmon
have been unable to reach this area since 9th Avenue was paved, and they plan on doing mitigation before the salmon return
in three years.
