2017-07-13 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES OF SPECIAL MEETING July 13, 2017 CALL TO ORDER AND ROLL CALL Chair Raetzloff called the meeting of the Edmonds Historic Preservation Commission to order at 5:40 p.m. in the 3rd Floor Conference Room of City Hall, 121 — 5d' Avenue North. COMMISSIONER DEINER-KARR SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. AGENDA ADDITIONS/CHANGES The agenda was adjusted to place the presentation on the Edmonds Museum Remodel before New Business. An update on the informational panels at Yost Park as added to the agenda. REQUESTS FROM THE AUDIENCE There were no audience comments. PRESENTATION ON THE EDMONDS MUSEUM REMODEL Commissioner Waite advised that he met with Mr. Sullivan a couple of times at the museum, and found that he understands the importance of historic preservation and doing things correctly. Mr. Lien reminded the Commission that work on historic structures requires a Certificate of Appropriateness from the Commission prior to the City issuing a building permit. Mr. Sullivan reviewed the elements of the proposed project as follows: • Two doors would be replaced in the southwest corner and at the basement entry. The intent is to somewhat match the style of the original doors. There is also a desire to restore the historic grand breezeway entry, but the project is currently on hold because the plaza restoration added a curb that gets in the way of the space needed to provide the Americans with Disabilities (ADA) access. He is in discussions with City staff to resolve this issue. Commissioner Waite suggested, and Mr. Sullivan agreed, that the front door, if original, could be stripped down to identify the original door color, which could then be replicated on all of the doors. • Three windows on the east side would be replaced. Due financial constraints, it is not possible to do more at this time. All of the windows on the second floor have been converted to 1980s style, double pane windows. The windows were likely modified for ventilation, but they did not work and the building still gets hot in the summer. The windows are no longer operational, and they leak. The intent is to try to replicate the original double -hung sashes, as much as possible, if the City agrees to allow single -pane windows. Commissioner Waite pointed out that if they go with an insulated unit, which is extremely heavy, the existing window proportions would be lost. The windows are very large; and historically, dividers were used to break up the mass of the windows. He noted that, if evidence can be produced that it won't be detrimental, the City can grant some relief from the code requirements. • Currently, they are studying some structural issues that focus around a cornice piece. There has been some deflection of beams in the attic. He will share the findings and proposed solution outlined in a recent engineering study with Commissioner Waite. The intent is to stop any further movement and do a permanent repair to stop water intrusion. He suspects that one cause is the added humidity in the air and the building not breathing as well as it had in the previous 100 years. Mr. Sullivan summarized that the City has entered into professional service agreements with the skylight and window manufacturers for design work. The design work is in progress now. Mr. Lien suggested that the Commission hold off on issuing a Certificate of Appropriateness until the designs have been completed. The Commission agreed that would be appropriate. NEW BUSINESS There was no new business on the agenda. Continued Discussion of "Gerdon House" at 209 Casners Street for Inclusion on Edmonds Register of Historic Places Commissioner Vogel reported that he, Council Member Teitzel and Mr. Lien visited the home and took pictures. They were impressed with what they saw, but they did not find any markings on the beams. Mr. Lien reminded the Commission that the windows were replaced. Although they are double paned, they match the original windows very well. There was also a 1970 addition to the house, but it meets the criteria that it must be different from the primary residence. Both he and Commissioner Vogel indicated support for placing the property on the Register. A public hearing on the nomination was tentatively scheduled for August 10t'. Ms. Cunningham agreed to follow up with Council Member Teitzel and the property owner before confirming the public hearing date. Update on Historic Interuretive Panel The Commission reviewed the most recent design. It was noted that the stump is actually Douglas Fir and not Cedar. It was agreed that it should simply be called "old growth stump." They also agreed that the photo should be photoshopped to remove the axe that the man in the photo is holding. Rather than a specific date, the photo should be dated as "early 20th Century." Lastly, because the sign will not be located next to a stump, the words, "like this one" should be deleted, and the sentence should read, "A few stumps showing notches from the past century of logging are still scattered throughout Yost Park." Commissioner Vogel agreed to contact Ms. Chapin regarding the changes. ACTION ITEMS Historic Preservation Commission Minutes July 13, 2017 Page 2 Review of 2018 Calendar Ms. Cunningham reported that the calendar was sent out to each Commissioner, with an invitation for them to review it and notify her of any changes that needed to be made. Once finalized, it can be sent to print. The Commissioners agreed to review the calendar one more time and forward their changes to her by August 31st. She noted that there is sufficient funding to print more calendars this year, and the goal is to have them available for distribution by mid -November. HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS Chair Raetzloff did not have provide any additional comments. HISTORIC PRESERVATION COMMISSIONER COMMENTS Commissioner Scott displayed artwork that she recently purchased from the Museum, which was done by Andy Eccleshall. She noted that he only made a certain number, and only one more is available for sale in the Museum's gift shop. The funds go directly to the Museum.
