AGENDA ADDITIONS/CHANGES
The agenda was adjusted to place the presentation on the Edmonds Museum Remodel before New Business. An update on
the informational panels at Yost Park as added to the agenda.
REQUESTS FROM THE AUDIENCE
There were no audience comments.
PRESENTATION ON THE EDMONDS MUSEUM REMODEL
Commissioner Waite advised that he met with Mr. Sullivan a couple of times at the museum, and found that he understands
the importance of historic preservation and doing things correctly. Mr. Lien reminded the Commission that work on historic
structures requires a Certificate of Appropriateness from the Commission prior to the City issuing a building permit.
Mr. Sullivan reviewed the elements of the proposed project as follows:

• Two doors would be replaced in the southwest corner and at the basement entry. The intent is to somewhat match the
style of the original doors. There is also a desire to restore the historic grand breezeway entry, but the project is currently
on hold because the plaza restoration added a curb that gets in the way of the space needed to provide the Americans
with Disabilities (ADA) access. He is in discussions with City staff to resolve this issue.
Commissioner Waite suggested, and Mr. Sullivan agreed, that the front door, if original, could be stripped down to
identify the original door color, which could then be replicated on all of the doors.
• Three windows on the east side would be replaced. Due financial constraints, it is not possible to do more at this time.
All of the windows on the second floor have been converted to 1980s style, double pane windows. The windows were
likely modified for ventilation, but they did not work and the building still gets hot in the summer. The windows are no
longer operational, and they leak. The intent is to try to replicate the original double -hung sashes, as much as possible, if
the City agrees to allow single -pane windows.

Commissioner Waite pointed out that if they go with an insulated unit, which is extremely heavy, the existing window
proportions would be lost. The windows are very large; and historically, dividers were used to break up the mass of the N
windows. He noted that, if evidence can be produced that it won't be detrimental, the City can grant some relief from o
the code requirements. N

• Currently, they are studying some structural issues that focus around a cornice piece. There has been some deflection of 3
beams in the attic. He will share the findings and proposed solution outlined in a recent engineering study with a
Commissioner Waite. The intent is to stop any further movement and do a permanent repair to stop water intrusion. He
suspects that one cause is the added humidity in the air and the building not breathing as well as it had in the previous
100 years.
Mr. Sullivan summarized that the City has entered into professional service agreements with the skylight and window L
manufacturers for design work. The design work is in progress now. Mr. Lien suggested that the Commission hold off on
issuing a Certificate of Appropriateness until the designs have been completed. The Commission agreed that would be 0
appropriate.

Continued Discussion of "Gerdon House" at 209 Caspers Street for Inclusion on Edmonds Register of Historic Places
Commissioner Vogel reported that he, Council Member Teitzel and Mr. Lien visited the home and took pictures. They were
impressed with what they saw, but they did not find any markings on the beams. Mr. Lien reminded the Commission that the
windows were replaced. Although they are double paned, they match the original windows very well. There was also a 1970
addition to the house, but it meets the criteria that it must be different from the primary residence. Both he and
Commissioner Vogel indicated support for placing the property on the Register. A public hearing on the nomination was
tentatively scheduled for August I Oh. Ms. Cunningham agreed to follow up with Council Member Teitzel and the property
owner before confirming the public hearing date.
Update on Historic Interpretive Panel
The Commission reviewed the most recent design. It was noted that the stump is actually Douglas Fir and not Cedar. It was
agreed that it should simply be called "old growth stump." They also agreed that the photo should be photoshopped to
remove the axe that the man in the photo is holding. Rather than a specific date, the photo should be dated as "early 20th
Century." Lastly, because the sign will not be located next to a stump, the words, "like this one" should be deleted, and the
sentence should read, "A few stumps showing notches from the past century of logging are still scattered throughout Yost
Park." Commissioner Vogel agreed to contact Ms. Chapin regarding the changes.

Review of 2018 Calendar
Ms. Cunningham reported that the calendar was sent out to each Commissioner, with an invitation for them to review it and
notify her of any changes that needed to be made. Once finalized, it can be sent to print. The Commissioners agreed to
review the calendar one more time and forward their changes to her by August 31st. She noted that there is sufficient funding
to print more calendars this year, and the goal is to have them available for distribution by mid -November.

Commissioner Scott displayed artwork that she recently purchased from the Museum, which was done by Andy Eccleshall.
She noted that he only made a certain number, and only one more is available for sale in the Museum's gift shop. The funds
go directly to the Museum.

Chapter 20.45 of the Edmonds Community Development Code contains standards and a

Specifically, the permission of the property owner is required before a nominated site can be

added to the Register. Section 20.45.030 provides the following guidance for removing

In the event that any property is no longer eligible for listing on the Edmonds
register of historic places, the commission may initiate removal from such
designation by the same procedure as provided for establishing the designation,
ECDC 20.45.020. A property may be removed from the Edmonds register without
the owner's consent.

Policy
It is the policy of the Edmonds Historic Preservation Commission that a property will be added
to and remain on the Edmonds Register of Historic Places only as long as the current property
owner is in support of the listing, unless the property has received a land use or tax benefit that
was afforded to it only as a result of its listing. In this case, the listing must continue for the
duration of the benefit.

The Historic Preservation Commission has spent significant time over the last year researching and
discussing the Gerdon House's eligibility for the historic register.
Staff Recommendation
Staff recommends the Historic Preservation Commission finds the Gerdon House meets the criteria for
designation on the Edmonds Register of Historic Places, and with property owner's consent, make a
recommendation to the City Council for listing the Gerdon House.
Narrative
The Gerdon House located at 209 Caspers Street was constructed in 1922 and is a largely intact example
of the Dutch Colonial Style. The home is a "mail order" or "kit house". The 'Dutch Colonial' design was
listed in both the Montgomery Ward Company's'Wardway Homes' and the Gordon -van Tine Company
catalogues. The ready -cut kit of all construction materials needed was supplied by the mail order
company and delivered rail.
The criteria for determining designation on the Edmonds Register of Historic Places is contained within
ECDC 20.45.010.

Chapter 20.45.020 ECDC* states that if the Commission finds that the nominated property is eligible
for placement on the Edmonds Register of Historic Places, the Commission shall make a
recommendation to the City Council that the property be listed on the register with owner's consent.

According to Chapter 20.45.040 ECDC, listing on the Edmonds Register of Historic Places is an
honorary designation denoting significant association with the historic, archaeological, engineering or
cultural heritage of the community. Properties are listed individually or as contributing properties to a
historic district. No property may be listed without the owner's permission.
Prior to the commencement of any work on a register property, excluding ordinary repair and
maintenance and emergency measures defined in Section 20.45.000(H), the owner must request and
receive a Certificate of Appropriateness from the Commission for the proposed work. Violation of this
rule shall be grounds for the Commission to review the property for removal from the register.
Prior to whole or partial demolition of a register property, the owner must request and receive a waiver
of a Certificate of Appropriateness.
Because Edmonds is a Certified Local Government (CLG), all properties listed on the Edmonds

The Gerdon house sits far back from Caspers St., on a large lot and accessed by a circular driveway. There is an enclosed
room with rooftop porch, off the eatern-most, short side. The Mueller's -purchased the home in the 1940's and at that time
the home was outside the city limits and Caspers was unpaved.
The Campbell family purchased the home in 2015 from the Mueller's, and is committed to maintaining the historic
appearance of the home. They plan to add an unattached two car garage in 2016, and the garage will be constructed in a style
complimentary to the house.

Historical/Architectural Significance:
The house located at 209 Caspers Street, Edmonds, WA, built in 1922, is a rare example of a
"mail order" or "kit house". Its architectural style "Dutch Colonial" was popular on the east
coast while the various bungalow house styles shown in the various manufactures catalogues
were more popular on the west coast. Making this particular house even rarer given its west
coast location.
This particular `Dutch Colonial' design was listed in both the Montgomery Ward Company's
`Wardway Homes' and the Gordon -van Tine Co. catalogue. Gordon van Tine Co. was the actual
designer and producer of the Wardway Homes.
Over 100,000 kit homes were built in the United States between 1908 and 1940. Companies
offering kit houses during all or part of their corporate existence included: [2]

A `ready -cut' kit of all construction materials needed was supplied by the mail order company
and delivered by rail. The customer was responsible for the purchase of the land, building the
foundation and/or basement as well as the final interior finishes.[3]

This Dutch Colonial design was also known as the "Sovereign" in the 1930 Wardway catalogue. Sears and other
competitors also used the `Lexington' name but for different style houses.

The house and garage at 209 Caspers Street meets the following criterion for an initial
determination of significance:
• The building is associated with one or more significant historic persons or events, or with
the broad architectural, cultural, political, economic, or social history of the Town or
Commonwealth;
• The building is historically or architecturally significant in terms of its period, style,
method of construction, or its association with a significant architect or builder, either by
itself or as part of a group.
The house and garage retain their integrity in terms of their location setting, design,
workmanship, materials, feeling and association.
More research is needed to determine the addresses of other Montgomery Ward, Gordon -Van
Tine, Sears or other kit homes (if any) are in Edmonds area.

Statement of This house was built in 1921 for Ira Gerdon, who lived here with his family until 1948. The house is associated with the residential development of Edmonds and is a largely intact
Significance example of the Dutch Colonial Revival style.

Description of A semi -circular drive provides access from the street to this two story house. It is sheltered by a steep gambrel roof, typical of the Dutch Colonial Revival style. A continuous
Physical dormer across the front of the building opens up the second story. The central entryway is accentuated with a decorative crown supported by classical columns. The door itself is
Appearance flanked by sidelights and capped with a fanlight. Double -hung sash windows have decorative glazing in the top sash. They are generally grouped in threes on the first story and
paired above. A small fanlight is located in each gable end. The house is clad in wood clapboard. A glassed -in sunroom/deck extends on the west of the house.
