The agenda was adjusted to add an update on the property at 645 Fir Street and the Gerdon House plaque presentation under
Unfinished Business and an update on the museum upgrades under New Business. The remainder of the agenda was
accepted as presented.

COMMISSIONER VOGEL MOVED THAT COMMISSIONER RAETZLOFF BE APPOINTED TO SERVE AS
CHAIR OF THE COMMISSION IN 2018. COMMISSIONER WAITE SECONDED THE MOTION, WHICH
CARRIED UNANIMOUSLY.
The Commission agreed to postpone nominations for Vice Chair for 2018 until the vacant positions have been filled.

UNFINISHED BUSINESS
WraD UD of 2018 Calendar
Commissioner Allbery reported that she has heard a lot of comments and compliments regarding the 2018 calendar. Mr.
Chave added that there are only about 200 calendars left. It was suggested that calendars should be delivered to the Edmonds
Center for the Arts and the Snohomish County Historical Society.
Chair Raetzloff advised that he was contacted recently by a representative from the group that distributes Snohomish County
Hotel/Motel Tax dollars with an offer of grant funding for historic preservation projects. However, he had to respond that the
Commission does not currently have any projects underway. They agreed to keep this opportunity in mind for future projects
such as restoring the Field House.
Update on 645 Fir Street Pronert
Commissioner Allbery reported that Council Member Teitzel delivered two boxes of legal documents and personal effects
dating back to the original owners. However, the only photograph she was able to find of the house is very tiny and shows
that the addition on the back was done in 1978. She briefly shared some of the information she discovered while reviewing
the documents. It was noted that one or more of the outbuildings might also be eligible for the Register. Commissioner
Waite agreed to act as point person to contact the property owner and assist in filling out the application. The goal was to
have the application ready for the Commission's review at their next meeting. A public hearing would follow.
Update on 658 Maple Street ProDert
Chair Raetzloff agreed to act as point person to contact the property owner and assist with filling out the application. The
goal was to have the application ready to move forward at the next Commission meeting. A public hearing could then be
scheduled.
Gerdon House Plague Ceremon
Ms. Cunningham advised that she has attempted to contact the property owners to schedule a date for the plaque ceremony,
but has not received a response. She agreed to contact Council Member Teitzel, requesting his help to reach out to the
property owners to schedule a date and determine where the plaque will be located. They agreed that the ceremony should be
postponed until spring, perhaps in May as part of National Historic Preservation Month.

Goals and Business Ideas for 2018
In addition to adding the 645 Fir Street and 658 Maple Street properties to the Register, the Commission discussed that their
goals and ideas for 2018 would include the 2019 historic calendar. It was suggested by David Preston that the calendar
should be made available on line, as well. The Commissioners agreed that would be a good idea.
Commissioner Waite reminded them that the Commission's primary charge is placing properties on the Register. Chair
Raetzloff suggested that they start by making personal contact with the owners of properties that have already been identified
in the surveys as potential candidates for the Register. Ms. Cunningham suggested that they also contact the property owners
who attended the Commission's open house and expressed an interest in adding their properties to the Register. The
Commission asked Ms. Cunningham to prepare a list of at least 20 potential properties to pursue, and then assignments could
be made at the next meeting for Commissioners to contact the owners as soon as possible. At the next meeting, they agreed
to discuss the protocol for contacting the owners, as well as the information that should be provided.

Historic Calendar for 2019
Commissioner Scott agreed to be the point person for the 2019 calendar, and the "transportation" theme will focus on
different modes of transportation that occurred in Edmonds. She asked that Commissioners each choose a topic (mode of
transportation) and do basic research, provide citations, etc. She would use the information provided by the Commissioners
to design each page of the calendar. The following assignments were made: Chair Raetzloff — Trains, Commissioner
Allbery — Interurban, and Commissioner Vogel — Monorail. They discussed additional potential topics, and Commissioner
Scott agreed to send out an email seeking additional assignments. She asked that each Commissioner provide a few short
paragraphs related to their assigned topic, along with citations, at the February meeting.
Un>rrades to Museum
Commissioner Waite reported that three new windows were installed on the back side of the museum, and a single door was
installed on the south side. Mr. Sullivan is now working on Phase II, which involves applying for a Snohomish County
Heritage Grant. Commissioner Allbery added that the new vent and skylights are in place, but the walls going up from the
skylight have yet to be constructed.
HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS
Chair Raetzloff noted that the Historic Preservation Commission was mentioned in a December edition of THE EDMONDS
BEACON.
HISTORIC PRESERVATION COMMISSIONER COMMENTS
Ms. Cunningham announced that Commissioner Waite has asked to extend his term on the Commission through 2020.
Commissioner Vogel thanked Chair Raetzloff for his service as Chair of the Commission in 2017 and for continuing into
2018.
Commissioner Allbery announced that a historic home two lots up from hers is being demolished at this time. She
questioned why the Commissioners did not receive notification. Ms. Cunningham advised that she no longer sends them
notification when a historic structure is demolished. Commissioner Vogel suggested that she notify him so he can take
pictures before demolition work occurs.

Historical Description
Dr. William Palmer was the city of Edmonds first dentist. He built his house on
Maple St, which was nothing more than a dirt track, in order to capture majestic
views from every window. The house was completed in 1895 and was added to
the Snohomish County rolls for tax purposes in 1915. Dr. Palmer was very
active in the community and was an accomplished musician often invited to
provide entertainment.
According to the Edmonds Historic Preservation Commission's November 2010
newsletter, The Preservationist, Dr. Palmer lived in the house until 1914, at
which time the house was rented for a short time to Matt Engels. Interestingly,
Engels was the first of two mayors to live in the Palmer House — and the first of
two fire chiefs — as he was elected mayor in 1922 and served for two years,
then in 1929 became Edmonds Fire Chief.
Jack and Betty Cooper purchased the property in late 1965. Jack Cooper served
as Edmonds' Fire Chief from 1965-1979. Jack's son, Mike Cooper, was an
Edmonds and Shoreline firefighter and was appointed mayor by the Edmonds
City Council in 2010.
The house was purchased from the Coopers in 2015 by David and Margaret
Peterson.

F. Physical Description
Situated prominently on the Maple Street hillside, the broadly flared eaves of
this Queen Anne/Bungalow/eclectic house is the tallest and oldest of all her
neighbors. It is easy to imagine the days when the Dr. Palmer House stood
alone on this site with a sweeping view of the Olympic Mountains and all of
Puget Sound. Beginning at the street level, nine concrete steps lead up to a
wide set of wood stairs that climb to the full -width front porch on the primary
north facade. The porch is sheltered by the wide bell of the main side -gabled
roof, with is supported by three classical columns. The front door is located at
the east end of this facade, while a three -sided bay projects at the west end. At
the second story, a large pedimented gabled dormer contains a bay window.
All gable ends of the house are wood shingled and decorated with exposed
shaped rafter tails. Modern updates include:
- restored original shake shingles in each gable
- energy efficient windows in all four gables
- removed asbestos cladding to expose original cedar siding
- restored original cedar shingles and siding
- rebuilt front entry steps to the original full -width architectural intent

June 25, 1915
The sad intelligence was brought to Edmonds last Monday by the receipt of a
letter from Mrs. Olive Palmer by Mrs. JG.W. Klossen telling of the death of
Dr.W.C. Palmer, the end coming June 17`h , at 7:15 in a sanitarium in the city
of Baltimore.
Dr. Palmer was for many years a resident of Edmonds and only left last year
for California with hopes of recovering his health, but after spending some
time there and continually growing worse it was decided to take him to his
old home in Baltimore, Maryland.
While here and while his health would permit, he took an active part in every
thing that went to make up the life of the town, being a good musician his
services were sought for by entertainment committees of various kinds and
as a professional man he had built up a practice in dentistry that was envied
by his brother dentists.
Dr. Palmer was an active member of the lical lodge K. of P., up to the time
his health failed, and to the time of his death was a member in good standing.
He leaves a wife and two daughters, who have the sympathy of a host of
friends in Edmonds.

Description of The original portion of the house 6s side -gabled. The hip -roofed front porch is nearly full -width and has four yard posts and a wood raWng. The front door is centr-oily located and

The HPC has been working with the homeowners to add the house at 645 Fir Street to the Edmonds
Historic Register.
Staff Recommendation
Review the attached information and be prepared to discuss.
Narrative
Steve Waite prepared a memo regarding the house (Exhibit 1). The house is listed in the Johnson
Historic Survey of 2011 (Exhibit 2). Exhibit 3 consists of three photos. Exhibit 4 is information Chris
Deiner-Karr tracked down from the Snohomish County Assessors office.

Unfortunately, my out-ot-town trip has been extended and I will miss our meeting next
Thursday. I appeal for an excused absence.
have reviewed the 645 Fir Historic Property Report and other documents. My
presumption is that the Commission will vote to accept/reject the property for nomination
prior to formally requesting the owner's permission.
The Larry Johnson Washington State Historic Property Inventory Form contains a
narrative that can support nomination: The Statement of Significance states: "Well
preserved early residence". I concur. A minor detail, Description of Physical Appearance
states, "Foundation of house... possibly later". Subsequent to the Johnson report, the
owner indicated to me that a concrete foundation was installed. I do not believe this to be
a disqualifying intervention.
My belief is that the property qualifies under at least under one of the RegistrationCriteria and
therefore, should be accepted. For example:
Category No. 2: "Embodies the distinctive architectural characteristics of a type, period,
style or method of design or construction, or represents a significant and distinguishable
entity whose components may lack individual distinction". My opinion is that this is sufficient
for main building residence nomination. There are 3 outbuildings on the property — one may qualify.
However, at this time, there is not sufficient documentation to support its inclusion.
Sandra and others have reviewed the extensive personal documents of the property; they
could better assess than I, the following supporting criteria:
Category No. 4: Exemplifies or reflects special elements of the city's cultural, special,
economic, political, aesthetic, engineering or architectural history.
Category No. 5: Is associated with the lives of persons significant in national, state or local
history.

alterations to the structure. The 2x patterned guard rail on the porch is possibly a
replacement of the original railing.
