2018-10-11 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES OF MEETING October 11, 2018 CALL TO ORDER AND ROLL CALL Chair Raetzloff called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. in the 3' Floor Conference Room of City Hall, 121 — 5' Avenue North. COMMISSIONERS PRESENT Tim Raetzloff, Chair Kate Kelly David Preston Emily Scott Steve Waite Larry Vogel COMMISSIONERS ABSENT Laura Johnson, Vice Chair (excused) Chris Deiner-Karr (excused) Kristiana Johnson, City Council Member (excused) APPROVAL OF MINUTES STAFF PRESENT Rob Chave, Planning Division Manager Diane Cunningham, Administrative Assistant OTHERS PRESENT COMMISSIONER SCOTT MOVED THAT THE MINUTES OF AUGUST 9, 2018 BE ACCEPTED AS PRESENTED. COMMISSIONER PRESTON SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. AGENDA ADDITIONS/CHANGES The agenda was adjusted to add an update on the museum windows. The remainder of the agenda was accepted as presented. REQUESTS FROM THE AUDIENCE There were no audience comments. NEW BUSINESS There was no new business. Update on Assigned Houses for Register Ms. Cunningham referred to a list of properties for which applications have been prepared, but they are awaiting applicant signatures. She briefly reviewed six of the applications, which were recently updated. In an effort to move the applications forward, the following assignments were made: • Commissioner Raetzloff — House at 560 Bell Street • Commissioner Waite — Mowatt/Wells House at 120 Edmonds Street • Commissioner Kelly — Opera House at 515 Dayton Street • Commissioner Scott — Tommy Hall House at 536 Bell Street • Commissioner Preston — Edmonds Theater 415 Main Street • Commissioner Vogel — Powers House at 524 Main Street Ms. Cunningham advised that a property owner recently submitted a variety of information about his historic home on Lake Ballinger. Commissioner Kelly agreed to review the information to determine whether or not it would be appropriate to pursue the property for inclusion on the Register. Update on Museum Windows Commissioner Kelly provided an update on the Edmonds Museum's window project, noting that the old windows have been removed and the openings are currently boarded. Work will start by the end of the month, and the project should be completed by the end of November. ACTION ITEMS 2019 Historic Calendar Status Commissioner Scott provided a copy of the draft calendar and asked Commissioners to review and provide feedback as soon as possible. She specifically asked them to review the calendar dates and events for accuracy and submit their changes to her via email no later than October 17'. She noted that additional "historic" dates are needed for the March page. Several changes were noted at the meeting. HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS Chair Raetzloff did not have any additional comments. HISTORIC PRESERVATION COMMISSIONER COMMENTS Commissioner Preston suggested the Commission utilize MY EDMONDS NEWS to make people aware of and invite them to consider whether or not their properties might be eligible for the Register. The Commissioners voiced support for the idea and Commissioners Preston and Vogel agreed to discuss the opportunity further and report back. It was suggested that THE EDMONDS BEACON would be another great resource. Commissioner Preston commented that the plaque that was placed at the Campbell House is stunning. It was noted that Thom Sullivan, Facilities Manager, was instrumental in getting the plaque installed. The Commissioners also discussed the plaque installation at the Yost House on Maple Street. Commissioner Vogel said he plans to do an article for MY EDMONDS NEWS about the plaque commemorating Apollo 11 and Neil Armstrong's first step on the moon. It is currently located on the east side of the Public Safety Building. ADJOURNMENT The meeting was adjourned at 6:05 p.m. Historic Preservation Commission Minutes October 11, 2018 Page 2
