COMMISSIONER VOGEL SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. ARTICLE ABOUT CALENDAR Commissioner Raetzloff reported that a reporter from THE EDMONDS BEACON contacted about the Historic Calendar. He is writing an article and was seeking additional information. He provided him with Ms. Cunningham's contact information. AGENDA ADDITIONS/CHANGES The agenda was adjusted to add a discussion about the properties at 314 Caspers Street and 22029 — 981 Place West. They also discussed postponing the Social Media Policy, Goals and Objectives and Library Project discussions until the next meeting so the Commissioners could attend the Creative District Advisory Committee meeting. COMMISSIONER VOGEL MOVED THAT ALL THE ITEMS ON THE AGENDA (SOCIAL MEDIA POLICY, GOALS AND OBJECTIVES AND LIBRARY PROJECT) BE POSTPONED TO THE JUNE 13TH MEETING SO THE COMMISSIONERS COULD ATTEND THE CREATIVE DISTRICT ADVISORY COMMITTEE MEETING. COMMISSIONER KELLY SECONDED THE MOTION, WHICH FAILED. NEW BUSINESS Social Media Policy Ms. Cunningham said she is the manager of the information that the Commission posts on Facebook. She provided copies of the Social Media Policy for the Commissioners' information. Goals and Objectives for 2019 The Commissioners reviewed the summary report from the Goals and Objectives Subcommittee discussions. The report included a list of what the Commission has done in the past, what it is currently doing, and potential ideas/goals moving forward. They specifically discussed the following items on the list: • The Commission could work to foster pride amongst property owners on the Register and perhaps initiate an historic tour of properties on the Register. Other ideas included reviving the walking tour and putting out a regular e- newsletter. • Commissioner Vogel advised that he would update the historic preservation slideshow and present it to the Daybreakers Rotary Club on May 14'. • Commissioner Vogel shared a rough draft of the next edition of THE PRESERVATIONIST, which will include information about the Commission and feature the Campbell House. • Council Member Johnson suggested that the Commission could ask the City Council's Administrative Assistant to help research the creation of an historic district, time permitting. • The Commission discussed the idea of establishing a reference library to provide information to owners of historic properties regarding restoration, etc. It was suggested that perhaps the information could be made available in the Development Services Green Resource Center. • They discussed the idea of posting information on the City's social media sites, such as recognizing a property owner's good work in rehabilitation efforts. Commissioner Vogel agreed to clean up and prioritize the list of ideas/goals for the Commissioners to discuss at their June meeting. Once the draft is available, Ms. Cunningham agreed to forward it to all Commissioners. Creative District Advisory Committee Chair Johnson explained that each of the City's Boards and Commissions was invited to send a representative to the advisory committee meetings. Commissioner Waite would represent the Commission at the May 91 meeting and Chair Johnson would attend the next meeting. They agreed it would be helpful for the Commission representatives to report back to the Commission. Property at 314 Caspers Street Commissioner Preston agreed to do a site visit and contact the owner to discuss the property's eligibility for inclusion on the Register. It was noted that there is a giant sequoia tree on Caspers Street that should be brought to the attention of the Tree Board, as well. Historic Preservation Commission Minutes May 9, 2018 Page 2 Packet Pg. 4 2.1.a Property at 22029 — 98" Place West Chair Johnson and Commissioner Kelly agreed to do a site visit and research the property to determine its eligibility for the register and report back to the Commission in June. UNFINISHED BUSINESS Discussion on Library Proiect Chair Johnson reported that the subcommittee was unable to meet last week, so there is nothing new to report. They will provide an update on the project at the June meeting. ACTION ITEMS Property Interested in Historic Register The Commission once again discussed the 560 Bell Street property's eligibility for inclusion on the Register. They reviewed the criteria and agreed that the home would meet Criteria 4, "Exemplifies or reflects special elements of the City's cultural, social, economic, political, aesthetic, engineering or architectural history. " It was noted that the property has not been changed in any way since 1942. They indicated general support for moving the nomination forward. Ms. Cunningham agreed to research the City's records for information regarding the home's history. They were particularly interested in learning more about the remodel that occurred in 1942. They asked that Mr. Lien and Commissioner Waite share their concerns about the property's eligibility at the June meeting. Commissioner Raetzloff agreed to contact the property owner to sign the application so the nomination could move forward. The goal was to conduct a public hearing on the application in July. HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS Chair Johnson did not have any comments to share. HISTORIC PRESERVATION COMMISSIONER COMMENTS The Commissioners voiced concern about the number of historic properties that are demolished every year. While they are working to get big houses like the Campbell house on the Register, the little houses that are representative of most of the people who lived in Edmonds historically are being torn down. They agreed to be more proactive in seeking out smaller homes that might qualify for the Register. Commissioners Vogel and Preston shared their research on the history of the Old Windmill Tower, noting that it was originally constructed to be a copper smelter and the windmill was decorative. The Commissioners discussed property on Caspers Street that was used as a watchtower for possible Japanese ships coming in. The also discussed that there was an air watch tower near Claire's Pantry. They discussed the idea of placing these properties on the Register based on their connection to people in the City's history. Staff Recommendation Determine whether the house meets the criteria of ECDC 20.45.010 and falls into one of the categories detailed in ECDC 20.45.010.A-K. Narrative The house located at 650 Bell Street was constructed in 1911 and the brick veneer was added circa 1942. The house is a simple rectangular -shaped residence with a front facing gable. Pursuant to ECDC 20.45.010 a property may be designated for inclusion in the Edmonds Register of Historic Places if it is significantly associated with the history, architecture, archaeology, engineering or cultural heritage of the community; if it has integrity; is at least 50 years old, or is of lesser age and has exceptional importance. In addition to these three criteria, a property must also fall into at least one of the categories detailed in ECDC 20.45.010.A-K. The Historic Preservation Commission will review the house at 560 Bell Street against the criteria listed above and make a recommendation regarding its eligibility for listing on the Register of Historic Places. Next, Mr. Lien reviewed that the house is a two-story, rectangular Craftsman bungalow, and the significant features include the front gabled roof, full -width hip roofed front porch, windows, and supporting brackets at the gable ends. He recommended that the Commission find the application meets the criteria and is eligible for designation on the Edmonds Register of Historic Places. The exterior of the structure contains the significant features. He further recommended the Commission make a recommendation to the City Council that the property be listed on the Edmonds Register of Historic Places. He provided historic photographs of the home. Commissioner Tays noted that the 1st story windows on the west side are not original, and were probably changed when the building was moved. The leaded glass windows were a common feature of homes in the late 20s and early 30s. It was noted that the windows are still more than 50 years old. The Commission had a brief discussion about what the property's official name should be. Mr. Lien reminded the Commission that one of the criteria is that the property is associated with someone of significance in the City, and Mr. Profitt and Mr. Astell were both historic figures. However, he acknowledged that neither was involved with the home's construction. It was noted the property is identified as the "Profitt/Astell House" in the BOLA Report. When asked, the owner of the home, Kirsten Paust, indicated she did not have a preference. The Commission agreed the appropriate name for the home is "Profitt/Astell House." Commissioner Waite reminded the applicant that, once the property is listed on the Register, a Certificate of Appropriateness would be required for changes that require a building permit. He encouraged the homeowners to approach the Commission for advice and support relative to any changes proposed in the future to ensure the historic integrity of the home is maintained. It was anticipated that the plaque ceremony for the Profitt/Astell House could take place on the same day. COMMITTEE REPORTS Registration Committee Commissioner Tays pointed out that several applications for the Register were submitted immediately following the BOLA Report and are in the City's files. The owners of the properties received notification and are likely waiting for the Commission to move the applications forward. The Commissioners discussed the status of the project to expand the historic survey beyond the BOLA Report. Ms Cunningham reviewed that the City received a grant for the expanded study, and staff is in the process of finding a consultant. Commissioner Deiner-Karr suggested, and the remainder of the Commission concurred, that they should set forth specific criteria for the expanded study. Education and Outreach Committee Vice Chair Vogel said he would provide a presentation regarding the history of Edmonds at Edmonds Landing on April 20th at 1:30 p.m. They have invited him to concentrate his presentation on personalities from Edmonds' history. Preservation Planning Committee Commissioner Tays said the Preservation Planning Committee would like a future meeting agenda to be devoted to training the Commissioners on how to "assess the integrity of historic structures." The Commissioners reviewed previous applications and discussed specific concerns that needed to be addressed as part of the training. South Snohomish County Historical Society Commissioner Allbery reported that the Society's website is being reformatted so that it can be updated and managed in- house. Vice Chair Vogel agreed to ask the Society for permission to provide the Commissioners with a link to their server. Commissioner Allbery said the Society must relocate the storage items that are currently at the former Woodway Elementary School by June. A potential alternative facility has been found, but it is located further away. UNFINISHED BUSINESS Discussion on the 2015 Strategic Plan Commissioner Waite advised that the Preservation Planning Committee met recently, and the focus of their discussion was the Strategic Plan. Commissioner Tays noted that many of the corrections are intended to clarify the inconsistent terms that are used in the Comprehensive Plan. Ms. Cunningham advised that the City is in the process of updating its Comprehensive Plan, and potential amendments must be brought forward as soon as possible. Commissioner Waite agreed to forward the updated Strategic Plan to the staff and Commissioners for review. Ms. Cunningham suggested that it might be necessary to have a special meeting to take action on the Strategic Plan so that necessary amendments to the Comprehensive Plan can go forward as part of the current update. Discussion on the Morris/Frost House Commissioner Deiner-Karr recommended that the Morris/Frost House (formerly known as the Bigelow House) be renamed the "Elwell House." She reviewed historical information showing that the property where the structure is located, as well as the surrounding properties, was originally owned by Pleasant Elwell, who obtained them via a preemptive claim under the Homestead Act. The site was originally developed with a cabin that was eventually replaced with the current structure. The Water Fund currently has a balance of $13 million, another fund has $8 million and the Sewer Fund has $42 million from the bond sale although there are not $42 million in projects. Staff has proposed to "soak us all well now for what they want to do in the future" which he assumed meant more committees, staff, etc. Residents will be restricted from cutting trees on their own property, fees for staff and penalties if they did it wrong, as well as billed for utility work that will not be done in the near future. He suggested reversing the process by eliminating extra committees and the proposal by the Tree Board to restrict property rights so there is time to deal with things like how much citizens are being billed. He summarized the most volatile issue to Edmonds citizens is restricting their property rights. Councilmember Bloom referred to the passionate plea made by two citizens related to the Edmonds Conference Center which has also included emails to Council in February. She suggested they be given some idea whether the Council intends to take any action regarding the Edmonds Conference Center. Mayor Earling said Council President Fraley-Monillas intends to bring that up under Council Comments at end of the agenda. 7. PUBLIC HEARING ON DRAFT STREETSCAPE/STREET TREES ELEMENT - 2015 COMPREHENSIVE PLAN UPDATE Ln Development Services Director Shane Hope explained draft updates to the Comprehensive Plan are being r reviewed one at a time. Drafts, with refinements, will be considered all together in early July. The ry existing Comprehensive Plan does not have a specific section regarding street trees and streetscape; the 2006 Streetscape Plan is adopted by reference and includes various appendices such as the Street Tree o Plan. This update includes only minor amendments to the Street Tree Plan; further revisions to the plan will be made in the future. She reviewed the current proposal with regard to a streetscape and street trees: `m • Add a new Streetscape and Street Tree section into the Comprehensive Plan to address goals and x policies w • Make minor adjustments to the Street Tree Plan to allow for better performing trees along certain trees; • Do not adopt the Streetscape Plan by reference, but include it as an appendix to the Comprehensive Plan. • Add two implementation strategies to the Streetscape & Street Tree section of the Comprehensive Plan 1. WHEREAS, the residence known as the Profitt/Astell House located at 825 Main Street, Edmonds, Washington, is included on the Historic Survey of Downtown Edmonds i prepared by BOLA Architecture in conjunction with the Washington State Office of Archaeology and Historic Preservation in October, 2004, as a property that is potentially eligible for listing on the Edmonds Register of Historic Places; and WHEREAS, the Edmonds Historic Preservation Commission held a public hearing on March 12, 2015, to consider the eligibility of the Profitt/Astell House for listing on the Edmonds Register of Historic Places; and WHEREAS, after consideration of the staff recommendation the Commission unanimously voted to recommend to the City Council that the Profitt/Astell House be listed on the Edmonds Register of Historic Places; and and WHEREAS, the owner(s) have given their written consent for such designation; WHEREAS, the City Council has received the recommendation of the Historic Preservation Commission regarding the features of the site which contribute to its designation -1- Packet Pg. 36 6.1.d and finds that the application meets the criteria of the ordinance as contained in Chapter 20.45 of the ECDC; and WHEREAS, the City Council held a public hearing on April 21, 2015, to consider the Historic Preservation Commission's recommendation; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. The house located at 825 Main Street Edmonds, Washington 98020, known as the Profitt/Astell House, is hereby approved for designation to the Edmonds Historic Register. The exterior of the building is hereby designated as significant. Section 2. The Development Services Director, or her designee, is hereby authorized to designate the listed site on the Edmonds zoning map with an "HR" designation. This designation does not change or modify the underlying zone classification. Section 3. Effective Date.
