2013-07-03 Tree Board MinutesEDMONDS CITIZENS' TREE BOARD MINUTES July 3, 2013 The Edmonds Citizens' Tree Board Meeting was called to order at 6:25pm by Susan Paine in the Brackett Room, 3 Floor City Hall, 121 5t" Avenue North, Edmonds, WA. BOARD MEMBERS PRESENT: Steve Hatzenbeler Rick Zitzman Darcy McPherson Roy Smith Anna Heckman Susan Paine Joan Bloom —City Council member BOARD MEMBERS ABSENT: John Botton - unexcused 1. ROLL CALL: STAFF PRESENT: Rich Lindsay - Edmonds Parks Dept. Susan Paine called the meeting to order all Board members were present with the exception of John Botton. 2. APPROVAL OF AGENDA: Board Member Hatzenbeler motioned for the amended agenda, adding to the discussion of the City wide email policy and the discussion of the need for a certified arborist to maintain the Tree City USA desianation aDDroval of the Julv 2013 aaenda as submitted: Seconded by Board Member Zitzmann: motion carried unanimously. 3. APPROVAL OF TREE BOARD MINUTES: Boardmember Hatzenbeler motioned for the approval of the May 2013 minutes as submitted; Boardmember Zitzmann seconded. the motion carried unanimously. 4. AUDIENCE COMMENTS: a. Mr. Ken Reidy came to the Tree Board meeting to greet the newest Board members and to provide a summary of his experience with a development project adjoining his property affecting a tree on his property. 5. DISCUSSION: a. Introductions b. Sister City Commission and the Japanese delegation — there was discussion of offering a tree as a gift to the delegation. There was strong support. c. Boardmember Zitzmann suggested that we organize and a volunteer day to conduct a tree inventory for the City. d. The Board discussed the use of the City email addresses and the need to only use the City email to conduct City business. There was unanimous support. e. There was discussion with Parks Manager Rich Lindsay regarding his plan on using a contract certified arborist for tree work activities. His explanation and discussion was very complete in how he would meet that requirement. f. Staff Report Rich Lindsay reported that he was pleased to be invited to the meeting and always enjoyed the reports from the now retired Dave Timbrook, our past Board attendee. The Board sent their well wishes to Dave and thanked him (through Rich) for all of his excellent service.. g. Next month's topic: Tree Ordinance work on definitions 6.
