2013-10-03 Tree Board MinutesEDMONDS CITIZENS' TREE BOARD APPROVED MINUTES October 3, 2013 The Edmonds Citizens' Tree Board Meeting was called to order at 6:10 pm by Susan Paine in the Brackett Room, 3 Floor City Hall, 121 5th Avenue North, Edmonds, WA. BOARD MEMBERS PRESENT: Steve Hatzenbeler Roy Smith Anna Heckman Rick Zitzmann Susan Paine BOARD MEMBERS ABSENT: Darcy McPherson — excused STAFF PRESENT: Joan Bloom —City Council Member/Liaison Rich Lindsay - Edmonds Parks Dept. 1. Call to Order- 6:10 pm 2. ROLL CALL: Susan Paine called the meeting to order all Board members were present with the exception of Darcy McPherson. 3. APPROVAL OF AGENDA: Board Member Smith motioned for the agenda as submitted; Seconded by Board Member Heckman; motion carried unanimously. 4. APPROVAL OF TREE BOARD MINUTES: Boardmember Smith motioned to approve the minutes, as amended for July, August and September. Boardmember Heckman seconded, the motion carried unanimously. 5. EDUCATION: Anna gave a presentation on the effectiveness of silva cells in urban settings from the DeepRootblog.com. Silva cells have recently been approved as bioretention equivalent technologies. This presentation brought up a lot of discussion. Anna pointed out that one of the biggest factors is the soil used in the silva cell. 6. AUDIENCE COMMENTS: Val Stewart, Planning Board and Mayor's Climate Protection Committee — provided an update as to those Board activities. Ms Stewart mentioned that there is an opportunity to have a speaker, Michael Foster of "Plant for the Planet" present to our Board in the coming months. This program is an international effort to plant a million trees. This will be a discussion topic in the December meeting. 7. DISCUSSION: a. Ordinance review — Discussed looking for grants to support the rewrite of the Tree and Vegetation codes. b. Anna reviewed her outline for her presentation to the Edmonds Floretum Club. There was a motion to allow Anna to use this presentation as a formal community outreach event for our Tree City education points. Motioned by Board Member Hatzenbeler; seconded by Board Member Zitzmann; motion carried unanimously. 8. UNFINISHED BUSINESS a. Draft Heritage Tree Resolution — vote in November. 9. NEW BUSINESS: a. New Member Orientation — Susan volunteer to put together an informational packet. 10. Board member Comments: Anna mentioned that she won't be at the November meeting. Roy reported that he went to Elm Place with Rich Lindsay to look at the trees mentioned in the previous meeting. Steve commented on the number of big trees being taken down, often by Sno PUD. Rich Lindsay mentioned that he is continuing to look for grants to support forest restoration projects in Edmonds. 11.
