2014-01-02 Tree Board MinutesEDMONDS CITIZENS' TREE BOARD MINUTES January 2, 2014 The Edmonds Citizens' Tree Board Meeting was called to order at 6:05 pm by Susan Paine in the Brackett Room, 3 Floor City Hall, 121 5th Avenue North, Edmonds, WA. BOARD MEMBERS PRESENT: Steve Hatzenbeler Roy Smith Darcy MacPherson Barbara Harrell Rene Travis Anna Heckman Rick Zitzmann Susan Paine STAFF PRESENT: Joan Bloom —City Council Member/Liaison 1. Call to Order - 6:05 pm 2. ROLL CALL: Board Member Susan Paine called the meeting to order all Board members were present. 3. APPROVAL OF AGENDA: Board Member MacPherson motioned for the agenda as submitted; Seconded by Board Member Heckman; motion carried unanimously. 4. APPROVAL OF TREE BOARD MINUTES: Board Member Heckman motioned to approve the December minutes. Board Member Hatzenbeler seconded, the motion carried unanimously. 5. AUDIENCE COMMENTS: Mr Ken Reidy provided the Board with a summary of the course of events that has affected a cedar tree on his property. His concerns included that the existing trees were not shown on the preliminary plat drawings; that healthy trees can be removed if there is inadequate review; trees on critical slope reduce erosion; and his continuing support of the tree codes in the City being revised. 6. UNFINISHED BUSINESS: a. Heritage Tree program -The Tree Board reviewed the language of the draft Heritage Tree program and approved the next steps to send our draft language to the City Attorney, have the program reviewed by the Parks subcommittee and finally have the Resolution go before full Council on April 22. 7. NEW BUSINESS: a. Mission Statement review — Board Member MacPherson suggested a review of the mission statement to include revised goals about canopy coverage, the benefits of the Urban Forest for the residents of Edmonds. b. Grants discussion — Discussion on what the City will need from the Board and the City guidelines for accepting and working with a grant. The email from Mr Chave had been forwarded to the group. The discussion included that the Urban Forestry grant season was coming up quickly and that we wanted to use the grant match from Council to make the most for our Tree code legislation project, in addition to the allocation of time and resource for canopy and impermeable surface GIS mapping layers to be included in the City's GIS maps. Typically there is a grant from DNR to support code revisions. 2014 Tree Board Officer slate — The process used asked for volunteers for our three officer positions —Chair, Vice Chair and Secretary. After discussion, the individual positions were separately brought to the full group. Board Member Heckman brought the motion for each position and Board Member Zitzmann seconded, the votes were unanimous with abstentions by the nominee for their position. The 2014 Officer slate is Tree Board Chair - Susan Paine, Tree Board Vice Chair — Roy Smith, and Tree Board Secretary — Darcy MacPherson. 8. Board member Comments: Our end of meeting comment session became a discussion of a Tree Board wish list which included asking the City IT to help us create a virtual document library to help with version control and shared space for staff — this would be particularly helpful with the Heritage Tree Program. Darcy and Rick offered to lead the way on this project aided by Council member Joan Bloom. The other discussion topic Anna mentioned that there were funds from DNR to support the training costs to have City personnel become ISA Certified Arborists. 9.
