MINUTES
April 3, 2014
The Edmonds Citizens' Tree Board Meeting was called to order at 6:05 pm by Susan Paine in the Brackett
Room, 3 Floor City Hall, 121 51" Avenue North, Edmonds, WA.

1. ROLL CALL:
Board member, Susan Paine, called the meeting to meeting to order. All the Board Members were
present with the exception of Rene Travis.
2. APPROVAL OF AGENDA:
Board member, Anna Heckman, moved to approve the June 3rd agenda seconded by Board Member
Rick Zitzmann. Motion carried unanimously.
3. APPROVAL OF TREE BOARD MINUTES:
Board member, Rick Zitzmann moved to defer approving minutes seconded by Board Member Anna
Heckman. Phil Williams was added to agenda. Motion carried unanimously.
4. TITLE OF AGENDA ITEM BEING DISCUSSED:
a. Right of Way Trees
Several citizen guests were present issuing examples and concerns of working with the
city on trees in easements and right of ways. Phil Williams, Public Works has been
working with each homeowner in understanding processes and possible actions. As an
advisory board the tree board can only listen and take in best practices as they advised
the city on its actions. It was agreed by all education and constant communication is
critical to the success of tree management for the City. The Tree Board is working on a
draft position for tree replacement to present to Public Works.
b. Outreach
i. Tree Board member Anna Heckman continues to work with WSU Extension in their data
collection of homeowners who have streams or water passages on their property.
c. Resolution 418
i. The Tree Board has been asked by Public Works to make recommendations on tree
replacement in easements and for street trees. A draft is being worked.
d. Heritage Tree Plan
i. Discussed who within the City owns the application process. Overall the Heritage Plan
is awaiting final consensus of the Tree Board before passing on to the City.
