2016-09-01 Tree Board MinutesEDMONDS CITIZENS' TREE BOARD Meeting Notes September 1, 2016 The Edmonds Citizens' Tree Board Meeting was called to order at 6:03 p.m. by Chair Steve Hatzenbeler in the Council Chambers. BOARD MEMBERS PRESENT Steve Hatzenbeler, Chair Barbara Chase Barbara Durr Doug Petersen Bill Phipps Vivian Olson BOARD MEMBERS ABSENT Jed Marshall (excused) STAFF PRESENT Kernen Lien, Sr. Planner, Planning Division Julia Munger, Herrera Environmental, contract employee assisting Tree Board ELECTED OFFICIALS PRESENT None (City Council liaison Diane Buckshnis was out of town) 1. CALL TO ORDER Chair Hatzenbeler called the meeting to order at 6:03 PM 2. ROLL CALL/INTRODUCTIONS Per list above 3. APPROVAL OF AGENDA Agenda was approved 4. AUDIENCE COMMENTS No audience members were present 5. APPROVAL OF NOTES Notes from the August 4th meeting were approved as corrected 6. OLD BUSINESS a) Arbor Day Planting Event and Celebration- October 15t" from 10-2 Tree Board Chairman Steve Hatzenbeler said he went by the site of the upcoming planting event again and confirmed that the site for the Arbor Day Planting and Celebration is in fact 86t" and Main (not 85t" and Main). Barbara Chase shared that she followed up with Rich Lindsay to request the planting list for the Tree Board to preview. She has not yet heard back. Steve Hatzenbeler said he would follow up also. Steve Hatzenbeler and Barbara Chase will put together the flyer about the event to advertise Arbor Day event; only other advertising will be in My Edmonds News and The Beacon (with emphasis on "Celebration"). Vivian Olson asked if there was any music planned for the event and volunteered to try to line it up. b) Tree Board University Efforts are led by finisher Doug Petersen; Steve Hatzenbeler has now finished course 6. Tree Board Members were encouraged to make progress between every meeting! Goal continues to be 100% of members completing by yearend (which will get us extra points in the Tree City USA program). c) Suggested Tree Lists - Doug Petersen has been working on our list. He has segmented the list into 1) taller trees for areas where the trees headline as the view and we can reap the additional positive environmental impact of larger trees 2) smaller trees for areas where there are vistas of mountains and water (but for blockage by taller trees at their mature heights) and 3) Trees that are not recommended at all. Doug has only the natives so far; he said that having this list done and available as a handout by the Saturday market on Sep 24 is something he can do (will also be used at the Arbor Day celebration and as a handout at the Green Resource Center). d) Summer Market- It was determined that we have enough Board Member support to go forward with the Tree Board table at the Edmonds Farmer's Market. Steve Hatzenbeler has a call in to Jerry Freeland about getting a larger space if available ($25 charge, versus zero for a smaller space) but one way or the other we will have a table that day. Doug Petersen is going to contact Rich Lindsay to try to get the Tree City USA banner for the canopy at the table. e) Public Works sewer and water main replacement- Diane Buckshnis has spoken to Public Works Director Phil Williams re the concern raised about the Atlas Cedar at 61" and Dayton. He told her that it is a long-term project that includes some street disturbance - does not yet know how much- and curb/ sidewalk reconstruction. The plan is not designed so there are no specifics to grant. While there is no code requiring right-of-way re -vegetation when it is disturbed by Public works, there is a council -approved policy regarding replacement of right-of-way trees. The policy includes an exemption for City projects, but Phil stated an intent to follow the tree replacement policy to the extent feasible. 7. NEW BUSINESS a) Julia Munger from Herrera Environmental shared that most of her time as a consultant for the Tree Board last year was figuring out what her role would be and preparing the Tree City USA application. Julia expects that this year (having learning curve from the last), besides the Tree City USA application, she will also be able to gather educational materials and come up with new updated ways to reach the community. Barbara Durr and Steve Hatzenbeler talked about brochures that they already know are out there (such as the one from PUD about plantings under the power lines), and their intentions to follow up with Julia to see what each of them has come up with. b) Kernen Lien was being asked by the board about what protections exist in the code and permitting process for trees. He shared that permitting for subdivision/short plat and the permitting for the site are separate steps and that it is the subdivision step where it is asked what trees will be impacted by improvements. Kernen also told us that the request for proposals for the Urban Forestry Plan will be coming soon and that it will include some private property considerations. Kernen also made us aware that the Tree Board website has already been updated. c) Newer Tree Board Members Bill Phipps and Vivian Olson introduced themselves. 8. TREE BOARD MEMBER and STAFF COMMENTS Barbara Chase brought up a lecture at UW by Dr Ari Novy called "A Fresh Approach to the Urban Landscape" on Thurs Sep 15 at 7:00. She was not able to go but hoped someone else would attend and report back. Seemed to be a bad night for most. Vivian Olson said she would try to get there. Barbara Chase also reported that her recent inspection of the natives planted at 8t" and Daley shows that they are doing great. 9.
