2017-07-06 Tree Board MinutesEDMONDS CITIZENS' TREE BOARD Meeting Notes July 6, 2017 The Edmonds Citizens' Tree Board Meeting was called to order at 6:01 pm by Co -Chair Steve Hat- zenbeler in the City Council Chambers - 250 5th Avenue North, Edmonds, WA. ROLL CALL/INTRODUCTIONS 3. APPROVAL OF AGENDA One item was added to the agenda under New Business: Update of Tree Board roster to revise current status of members 4. AUDIENCE COMMENTS 3 Edmonds citizens appeared before the Board, Richard and Sarah Kettel, and Carmen Hudlow. They expressed concerns about large European hornbeams planted in the vicinity of Homeland Way and 5th Ave. S., saying that these trees both blocked views and were starting to buckle the side- walks. Steve Hatzenbeler explained that the Tree Board was an advisory body only, and that they should take their concerns to Kiernan Lien in the Development Department of the City. 5. APPROVAL OF MINUTES Edmonds Citizens' Tree Board Meeting Notes July 6, 2017 Page 1 The June meeting minutes were approved after a few changes were given to Steve for correction. 6. OLD BUSINESS/ DISCUSSION A) James Ogren, a biology and chemistry teacher at Edmonds-Woodway High School, discussed ef- forts of Students Saving Salmon at the school. These students are monitoring water quality at several sites in Edmonds, sampling for pollutants, dissolved oxygen, and other parameters. The students were to make a presentation before the City Council on July 18. B) Doug Petersen discussed efforts by the Tree Board for the Edmonds in Bloom event on July 16. He was to attend a private pre -event showing on July 15 and makes sure that the tree signs pre- pared by Gail Lovell were in place. Doug would also pick up the signs after the event. C) There was considerable discussion among board members regarding the October Arbor Day event. Both Vivian and Doug felt that the event (or events) should be held in different parts of the city, to maybe engage more of the citizenry. However, it was agreed that Rich Linsday from Parks would have to be involved, and the site would have to meet his approval. Saturday October 14 seems to be the best day to hold the event. Steve and Barbara Chase agreed to talk to Rich. D) Several Tree Board members attended the Urban Forestry Management Plan (UFMP) Open House in June. It seems clear from the presentation by the Davey Resource Group that their plan will focus on trees in public spaces and not deal with trees on private property. Several members felt that this was inadequate and that a proper UFMP would include some policies and goals on private property. Bill Phipps reported that the city of Shoreline has a UFMP in place that does not regulate work on private property, but private property regulations were incorporated into later tree ordinances after the adoption of the UFMP. Steve, Vivian, and Bill agreed to be a subcom- mittee tasked with creating a unified position on the UFMP from the Tree Board. 7. NEW BUSINESS A) Steve discussed possible tasks for Julia Munger, who is contracted to help the Tree Board. Be- sides doing the necessary work for Tree City USA qualification, he suggested that she could look into grants. Others suggested that Julia explore the possibility of a symposium sponsored by the Tree Board. Another option was to create a brochure on trees and tree care that would be availa- ble in the Green Resource Room newly created in Development Services. B) Doug Petersen reported that the possible dates for a Tree Board display at the Edmonds Satur- day Market were either Sept. 30 or Oct. 7. The option of either selling or giving away small trees at this event was discussed. C) A citizen had asked whether summer tree pruning was detrimental. Several Board members agreed that summer pruning was often a good idea, particularly if the aim was to reduce the size of the plant. D) Steve asked for a volunteer to attend a July 11 meeting at Holy Rosary church to discuss plant- ings along Shell Creek on church property. Jed Marshall agreed to be the Tree Board representa- tive. Edmonds Citizens' Tree Board Meeting Notes July 6, 2017 Page 2 E) A citizen named Pat O'Neill had proposed to attend the July meeting to discuss the idea of a Tree Walk with signs and maps in Edmonds. Because Ms. O'Neill was not present, the discussion was tabled until a future time. 8. ADJOURNMENT With no further business, the Edmonds Citizens' Tree Board adjourned at 7:45 p.m. Next Meeting: Thursday, August 3rd, 6:00 p.m., Council Chambers.
