2018-01-04 Tree Board MinutesEDMONDS CITIZENS' TREE BOARD Meeting Notes January 4, 2018 The Edmonds Citizens' Tree Board Meeting was called to order at 6:01 pm by Co -Chair Steve h Hatzenbeler in the City Council Chambers - 250 5 Avenue North, Edmonds, WA. ROLL CALL/INTRODUCTIONS 3. APPROVAL OF AGENDA Agenda approved as presented. 4. AUDIENCE COMMENTS None 5. APPROVAL OF MEETING NOTES The December meeting notes were approved — some corrections had been made by Vivian beforehand, and the movement of the Tree Memorial plaque will be added by Steve. 6. OLD BUSINESS/ DISCUSSION Edmonds Citizens' Tree Board Meeting Notes January 4, 2018 Page 1 A) Shane addressed the current situation regarding the UFMP. The Draft has not been completed; it is anticipated by the end of January or the beginning of February. One or more of the Consultants will hopefully attend the March meeting. Tree Board members will have time to read through the Draft by that time. Some of the preliminary data was incorrect for the Urban Tree Canopy Assessment. The map will have the appropriate explanatory information. The contract notes two meetings with the Tree Board, as well as other requirements. Public meetings have not yet been scheduled, but will be once the Draft has been completed. She distributed a memo (dated June 28, 2016) on the lack of inclusion of private property. The Tree Board will ask questions about the issue of the inclusion of private property when the Consultants attend the March meeting. At present, only 17% of the tree canopy is covered by the UFMP. How can we reach the other 83%? The development of a Tree Ordinance will follow the UFMP. View vs. non -view becomes a dividing issue. Should different regions of Edmonds be assigned different policies regarding the tree canopy goals? It was suggested that an incentive relating to positive effects on storm water drainage be established and included. A Tree Bank establishment (such as one established in other communities) is an idea worth pursuing for Edmonds. B) Steve will forward the most updated version of the tri-fold pamphlet to members, so that it can be discussed in February. C) There was discussion on the Tree Board logo. One of the circular logos and the appropriate green color was selected. The logo needs to conform to the City logo. Because it's not "art", it doesn't need to go through the Art Commission. Approval should be smooth sailing. It was suggested that "Right Tree, Right Place" be included under the circle, with the "City of Edmonds" added to the top in all caps. It should be changed to "Citizens' Tree Board". Doug moved its approval, Frank seconded; the motion passed unanimously. It was moved by Doug, seconded by Barbara that we give Sharon Grader (designer of the logo) a gift card in the amount of $50. The motion was approved unanimously. 7. NEW BUSINESS A) Steve is stepping down as Co -Chair in charge of conducting the meetings. He was vigorously thanked for his service to the Board. Doug agreed to be the Chair and Frank agreed to be the Vice -Chair. B) Suzanne Juergensen will be officially appointed to the Tree Board, filling the open position on the Board, moving into Gail's former spot. C) 2018 events/activities were discussed. There will include a first quarter presentation to the City Council (likely in March); Arbor Day (Vivian will Chair); Edmonds Summer Market (Barbara will Chair); Tree ID tags (Bill will Chair); and Edmonds in Bloom (Gail will Chair). 8.
