February 1, 2018
The Edmonds Citizens' Tree Board Meeting was called to order at 6:05 p.m. by Co -Chairman Frank
/Caruso in in the City Council Chambers, 250 5th Avenue North, Edmonds, WA.

January minutes were distributed via e-mail and minor corrections were supplied and then approved.
6. OLD BUSINESS
.Tree Board Pamphlet.
PDF document has been created. Logo will be added after okayed by Shane Hope and pamphlet
goes to Denise Nelson at Development Services. (Council has a new administrative assistant,
Maureen Judge).
. Growth Award Plaque.
It was suggested that the plaque be presented with the 2017 addition, at the City Council meeting
and moved at that time from the Green Room to the Frances Anderson Center.

. Upcoming Events for 2018
Earth Day. Jennifer Leach will organize it, on Saturday, April 21 at Yost Park. Two other groups
currently plan to participate. Motion made (Gail) and seconded (Vivian) to participate. Motion was
passed unanimously. Diane will provide food. Gail will do coffee. (one urn from a coffee shop). It
was moved (Vivian) and seconded (Steve) to authorize $100 for provisions. Passed unanimously.
Arbor Day. Vivian Olson will chair. Arbor Day will be held at Meadowdale. The city has worked
cleaning out blackberry and bringing in wood chips. Trees and shrubs to plant will be purchased by
Rich Lindsay from `Wetlands and Woodlands'.
UFMP. Bill presented a summary of his understanding of UFMP, or a plan for trees on public
property.
Four main parts:
I. Vision: Are we happy with the current tree canopy of 30%, which Davey says has decreased 2.5%
since 2005. (The question arose as to how that statistic was derived.) More trees need to be planted
to increase it and we need to look at quality as well as quantity of gain.
2. Measurements/Data: Baseline data indicates that we have 83% of canopy on private land as well
as overall 30% tree canopy. Scheduled measurements need to be budgeted and staffed on a
regular basis (ie 5 year) to assess canopy changes. Street, park and open space(publicly owned
non -park land) inventories need to be assessed as well.
3. Private landowners' impact on tree canopy: Eighty-three % of tree canopy is on private land and
loss here is great. We need a tree ordinance separate from the UFMP, enacted by City Council, to
decrease canopy loss on private land. (Examples could be to limit how many trees per year a
homeowner can cut down, or to require planting a tree elsewhere when one is cut down on
property). Vivian suggested sending our pamphlet to new landowners in town.
4. Determine short and long term goals: Examples include doing tree inventories of street and park
land. Also could be the development of a land trust/land conservancy in Edmonds.
It would be expected that the UFMP and ordinance would have minimal impact on the views of
Edmonds residents. We need to educate people on the value of tree retention rather than
replacement.
Rich Lindsay commented that the `Welcome to Edmonds' sign on Edmonds Way (104), is state
property, but that a larger sign and additional trees are being planned for the area. It was suggested
that to maintain the canopy, a tree of potential comparable size replace one being removed,
particularly our old evergreens such a doug firs. Redmond is using a `mitigating farm', an area
available in town to plant large trees. We may have such an area become available in Esperance.
This would have a low impact on the bowl and other view areas.
Logo.
The current logo is acceptable with the lighter green background. It was suggested that the
statement `Right Tree, Right Place' be the same size but bolder lettering. Sharon Grader, our logo
creator, will send her material to Denise and it will go to Shane for approval.

City Council presentation by the Tree Board will be on Tuesday evening, March 20. Content for the
presentation will include our annual events last year: earth day, summer market, garden tour tree
identification, downtown tree tags, Sat workshop, logo and our advocating for the UFMP.
Banner ideas and design: Vivian will bring in an arbor day banner to exemplify what we need. Banner
should have side sleeves (for poles) and ties.
Barbara suggested that TB sponsor a Floretum garden club speaker regarding native plants. She will
explore further for the possibility of an April presentation.
We may want to consider having a joint meeting with the Planning Board to discuss our mutual
concerns regarding the UFMP. We'll wait until we get the Davey Group survey results before further
exploring.
