Approved Meeting Notes September 6, 2018 The Edmonds Citizens' Tree Board Meeting was called to order at 6:05 pm by Chair Doug Petersen in th the City Council Chambers - 250 5 Avenue North, Edmonds, WA. BOARD MEMBERS PRESENT Doug Petersen, Chair Frank Caruso, Vice -Chair Barbara Chase Vivian Olson Steve Hatzenbeler Gail Lovell Suzanne Juergensen BOARD MEMBERS ABSENT William (Bill) Phipps Leslie Smith, Student Representative GUESTS OR AUDIENCE PRESENT Lisa Connally, Mayor's Climate Protection Committee Kyle Braun, Consultant from the Watershed Company 1. CALL TO ORDER Chair Petersen called the meeting to order. 2. ROLL CALL/INTRODUCTIONS 3. APPROVAL OF AGENDA Agenda approved as presented. 4. AUDIENCE COMMENTS STAFF PRESENT Rich Lindsay, Parks Manager ELECTED OFFICIALS PRESENT Diane Buckshnis — City Council member Lisa Connally was in attendance to see exactly how the Tree Board's activities could be coordinated with those of the Climate Protection Committee. There appears to be an overlap between the two, and they have similar goals. 5. APPROVAL OF MEETING NOTES The August meeting notes were approved — some corrections were noted (change of tonight's meeting date; Suzanne wished not to be the author of an article written for The Beacon on the tree brochure; Barbara will call Jerry about the Farmer's Market, not Vivian). Edmonds Citizens' Tree Board Meeting Notes September 6, 2018 Page 1 6. OLD BUSINESS/ DISCUSSION A) Budget. Items for allocation must go through Shane for approval. Motions of expenditures should be made that have been approved and duly noted in the meeting notes. Thus far, the budget request of $4,000 for next year has not been addressed. Members were reminded that there must be careful documentation of all expenses. B) October Tree Planting Event/Arbor Day Celebration Rich handed out information on the October 6 event. It included information on the location, the people/organizations involved, a planting list, items the city will supply and recommendations for what the Tree Board should supply. The event will be held from 10:00 AM-1:00 PM. Many logistics were discussed in order for it to be a success. A comment was made about Mountain Ash (on the planting list) possibly being on the noxious weed list for Washington. C) Urban Forestry Management Plan Diane commented that it is essentially back to the drawing board. The first draft needs major revision, with many things needing alteration so that it is a plan specifically addressing Edmonds rather than a generic version as it is at present. D) Farmer's Market This year's Tree Board representation at a table will occur on September 22. Set-up will start at 8:00 AM. Tree Board members will work 2 hour shifts from 9:00 AM until 3:00 PM (3 shifts). A sign-up sheet was circulated for coverage of each shift. The location of the table is uncertain at this point. Other logistics of the event were discussed. Plants for the give-away raffle will be: Star Magnolia, Stewartia pseudocamellia and Cyptomeria. Glorybowers and Red -twig Dogwoods may also be contributed for general distribution by Tree Board members. Let's hope for good weather! E) Tree Brochure Kyle distributed a draft template without photos for the members to examine. General consensus was positive. He is searching for the best possible photos for each tree. Photos will be sought on the internet and Frank will explore whether there are decent photos in the files at the Master Gardener Office. Proper credit must be given to the photographer in all cases. Several corrective comments for improvement of the brochure were made by members. It was decided that the Tree Board website be the necessary contact rather than an email address. The Tree Board will handle the publishing portion of the project. Kyle will attempt to have a finished product so that it can be distributed at the Arbor Day event. 7. NEW BUSINESS A) Student representative appointment Leslie does not need to submit a new application. A motion was made by Frank, seconded by Vivian to appoint Leslie as the Student Representative for the next year — motion was approved unanimously. 8. TREE BOARD MEMBER IDEAS AND COMMENTS Edmonds Citizens' Tree Board Meeting Notes September 6, 2018 Page 2 It was suggested that resources be added to the Tree Board website, and that these be divided into separate categories. The categories could include tree maintenance and others. Suzanne will research this for future discussion. 8. ADJOURNMENT With no further business, the Edmonds Citizens' Tree Board adjourned at 7:25 PM. Next Meetings: Thursday, October 4th and Thursday, November 1st, 6:00 p.m., Council Chambers.
