2018-11-01 Tree Board MinutesAPPROVED EDMONDS CITIZENS' TREE BOARD Meeting Notes November 1, 2018 The Edmonds Citizens' Tree Board Meeting was called to order at 6:00 p.m. by Chairman Doug Petersen in the City Council Chambers, 250 51" Avenue N, Edmonds, WA. Board members present: Doug Petersen, Chair Vivian Olson Gail Lovell Steve Hatzenbeler Bill Phipps Suzanne Juergensen Board members absent: Frank Caruso, Vice Chairman Barbara Chase Call to Order Chairman Doug Petersen called the meeting to order. Roll Call/Introductions Approval of Agenda Staff present: Rich Lindsay, Parks Manager Elected officials present: Diane Buckshnis, City Councilmember Agenda was approved with the addition of new item, working with Sky Nursery, under New Business. Audience Comments One audience member was present, Mark Blinstrub, who said he was attending as an interested citizen. Approval of Minutes Minutes were approved as written, with minor spelling correction, which will be incorporated. Old Business Budget: The message issued from Shane Hope regarding Edmonds Citizens' Tree Board request for a budget increase of $1500 in the upcoming year was discussed. Shane had interpreted the request to be for a minute taker, although it was believed that the request had not specified a justification. Vivian made a motion to communicate to Shane that the Board is not requesting funds for a minute taker. Steve Hatzenbeler seconded the motion, and the motion was passed unanimously. Discussion of the intended expenditure of the request for budget increase ensued. Additional funds will be required to support the Tree Board Growth Award, printing costs for new brochure production and purchasing of trees . Steve Hatzenbeler made a motion for a revision of the budget increase request of $1,000 to be submitted, Vivian Olson seconded, and the motion was passed unanimously. Doug agreed to send the request to Shane Hope to submit to the City Council. There was no news to report on the UFMP's progress on revision of their proposal. Arbor Day: The Arbor Day tree planting event inspired positive community engagement, attracting many enthusiastic volunteers, including Deborah Dill and several other Parks Department employees. Tree Board member attendance included Rich Lindsay, Vivian Olson, Gail Lovell, Bill Phipps, Barbara Chase and Suzanne Juergensen. The crew successfully completed a lovely planting arrangement on the site. Refreshments supplied were much appreciated. Rich Lindsey has since been monitoring the area and watering as needed. Rich mentioned a potential site for next year's endeavors, planting primarily cedars at the bottom of Yost Park, although needs to further assess logistics in working on the site due to its potential for dampness. Gail and Vivian reported that they had inspected a previous Arbor Day planting site at Shale Creek, which appeared to be doing well. Currently, $1190.73 remains in the budget to reimburse costs incurred for the Arbor Day event. Additionally, Edmonds in Bloom had committed $200 in support of the event, although this contribution has not yet been received. An amount of $1033 has been spent by the Parks Department to pay for trees purchased, and $100 is owed to Vivian and Gail for amounts spent on pizza and refreshments. Trees for Small Spaces Brochure: Kyle Braun, the Tree Board consultant, has requested comments on his draft of the reformatted Trees for Small Spaces brochure to be submitted to him by November 15. It will be submitted to Shane for review one he Board has finalized. Weblinks Project: Suzanne Juergensen's weblinks project was discussed. Board members provided feedback, which will be incorporated into the text. Kyle believes he can format the two brochures for web posting, and Steve volunteered to coordinate with him on this project. In response to objections voiced over providing links on the city's site to the newspapers in which Barbara Chase's articles originally appeared, Doug will coordinate with Barbara in getting these articles together. The articles can then be retyped under Tree Board logo, and it was suggested that Tree Board members might agree to share this work. It was agreed that the completed project will be submitted to Shane Hope in January. Tree City USA Application: Kyle will work on the Tree City USA application for the upcoming year. Diane advised that he consult the guidelines handbook located in the City Council offices, and Rich will provide him with relevant tree -related expense data for the year. New Business Doug Petersen reported on his meeting with Brandy, a manager at Sky Nursery, in which they discussed the potential for working together. The City of Lynnwood provides coupons to citizens who cut down trees on their property; the coupons can then be redeemed at Sky Nursery for purchase of replacement trees. Sky also works with WSNLA. Doug will continue to pursue further discussions with Sky concerning the possibility of establishing similar programs with the Edmonds Citizens' Tree Board and will also ask if they would be willing to distribute some of our brochures. The meeting was adjourned at 7:20 p.m.
