APPROVED MEETING NOTES April 4, 2019 The Edmonds Citizens' Tree Board Meeting was called to order at 6:03 p.m. by Co -Chair Vivian Olson in the Council Chambers, Public Safety Complex, 250 51h Avenue North, Edmonds, WA. BOARD MEMBERS PRESENT: STAFF PRESENT Bill Phipps, Co -Chair Kernen Lien Vivian Olson, Co -Chair Frank Caruso, Vice Chair Barbara Chase Doug Petersen Suzanne Juergensen Leslie Smith, Student Representative BOARD MEMBER(S) ABSENT: ELECTED OFFICIAL PRESENT Steve Hatzenbeler Diane Buckshnis, City Council member Gail Lovell ELECTED OFFICAL ABSENT CALL TO ORDER: Co -Chair Vivian Olson called the meeting to order. ROLL CALL: 6 board members were present. APPROVAL OF AGENDA: Agenda approved as presented. APPROVAL OF MINUTES: The March meeting notes were approved with no corrections or omissions noted. Bill will forward to Jana. AUDIENCE COMMENTS: Guests at the meeting were Ross Dimmock and Melisa Alanis OLD BUSINESS: A) UFMP Status Kernen discussed amendments and changes that he has made to the UFMP created by the Davies Group. He had underlined several items in the report that would be deleted in the upcoming rewrite and highlighted several additions that would be included in the rewrite. This updated UFMP will be presented to the UFMP citizens committee at their next meeting. The tree board discussed tree retention possibilities in the city and expressed concern that Douglas Firs are being cut down excessively on both private and development properties. Carbon sequestration programs were discussed and the need for more trees to be planted to aid carbon sequestration. B) Small tree brochure Suzanne will complete editing the brochure and send the edited content to Shane Hope for submittal to Kyle Braun, The Watershed Group, for inclusion in the Small Tree Brochure. The brochure should be ready for printing after that. C) City Council presentation The Presentation done by Vivian and Frank went very well and was enthusiastically accepted by the City Council members. D) Students saving Salmon planting Vivian, Steve, Barbara, Frank and Diane participated and helped plant trees and shrubs along Shell Creek banks and hopefully the measures taken to protect them will deter the resident Mountain Beavers from making dinner out of them. E) FAC/Rec Center Craze collaboration Content for the Craze publication was presented, Jennifer Leach will get it in the Craze. The date for the event was discussed and should be in October after the Arbor Day tree planting on 10/6. Jennifer will produce and provide additional promotion material for the Tree Board to distribute throughout the City. She will also have A/V equipment available if needed, however it was decided that it would not be necessary. NEW BUSINESS: Al Tree topping on 3rd Avenue Kernen disclosed the tree topping was done by the PUD and all necessary approvals were in order BI Earth Day The event will be held on Saturday, April 20 at 9:00 a.m. at City Park Ivy will be removed in the area by the pavilion. The Tree Board will provide food and drinks. C1 Civic Field Tree Plan Participation This has been referred to Carrie Hite Parks Director. The Tree Board will be included in future planning and discussions about trees to be planted in the new Civic Field DI Street Tree Plan After some discussion, Barbara and Gail will work on the existing city plan for recommendations of trees to be included in the plan. E) Farmer's Market in September Barbara will contact the Market Director to establish the date for the Tree Board table. The next to last weekend of the Summer Market was suggested for the best date for the Tree Board. F) Team for Tree ID Tags for this summer Expanding the number of trees to be tagged was discussed. The ID sheet should include size comparison from beginning date of tagging to current size, increase in tree value and benefit based on size increase should be noted. Expanding the tree tags to more areas of Edmonds was discussed, including Lake Ballinger, Perrinville and the Interurban Trail in Edmonds G1 July 4th meeting date The meeting date was moved to June 27th due to the July 4th holiday. City staff will be notified of the change so they can make the required changes and announcements TREE BOARD MEMBER COMMENTS: Vivian mentioned a property at 238th and Edmonds Way landscape architect maxed out the number of tree to be left during the redevelopment of the property. This is our student representative, Leslie Smith's last meeting.
