2017-10-05 Tree Board MinutesEDMONDS CITIZENS' TREE BOARD Meeting Notes October 5, 2017 The Edmonds Citizens' Tree Board Meeting was called to order at 6:00 pm by Co -Chair Doug Petersen th in the City Council Chambers - 250 5 Avenue North, Edmonds, WA. Joe Scordino Kevin Cricchio Missi Huff 1. CALL TO ORDER Co -Chair Petersen called the meeting to order. 2. ROLL CALL/INTRODUCTIONS 3. APPROVAL OF AGENDA Agenda approved as presented. 4. AUDIENCE COMMENTS STAFF PRESENT Rich Lindsay, Parks Manager ELECTED OFFICIALS PRESENT Diane Buckshnis — City Council member Missi Huff commented on a Deodar Cedar on C Avenue which has outgrown its current location and needs to be removed before it becomes more of a problem. She was told that the Tree Board is not a legislative group, rather, an advisory group. It was recommended that she go to the City Council for action. Joe Scordino briefly talked about the Shell Creek Holy Rosary planting project. Kevin Cricchio was attending the Tree Board meeting as one of the requirements of his Graduate Program in Urban Forestry at Western Washington University. Edmonds Citizens' Tree Board Meeting Notes October 5, 2017 Page 1 5. APPROVAL OF MEETING NOTES The September meeting notes were approved — some corrections had been made by Vivian beforehand. 6. OLD BUSINESS/ DISCUSSION A) The Arbor Day event will be Saturday, October 7 at Hickman Park from 10-12. Setup for the event will convene at 9:30, and there will be food (pizza) and water. Jed made a motion that $1,290.51 be spent out of the budget. The motion was seconded by Barbara, and unanimously approved. Rich will handle the finances. Boy Scouts will be participating. Jesse and Rich will talk to the group beforehand and they will also locate the plants in their proper spots for planting. B) Joe Scordino led a discussion on the Shell Creek project. As part of the entire project, 320 trees/shrubs were planted in the spring, and 80 will be planted on October 28 in the area on 71" Ave. near the Holy Rosary Church. Invasive species were removed from the areas on September 16. Hopefully, the offending hornet's nest will have been removed prior to the event. Joe is interested in continuing the project, but there are currently several roadblocks. The City Council needs to amend the critical area boundary (1,500 ft.) for further planting to occur. There will be a table and might have access to a tent for the event. Frank moved that the Tree Board provide funds for snacks and water in the amount of $50. Jed seconded the motion and it passed unanimously. C) Barbara distributed an outline for the October meeting of the Floretum Garden Club on October 21. The focal point of the meeting will be a presentation of the Tree Board. After an introduction, topics to be presented will include an urban tree canopy study, tree information on public trees, various projects (Shell Creek, Hutt Park, Hickman Park, Farmer's Market, and others), tree challenges (view vs. trees), right tree/right place, and finally questions that will be directed to the board and an arborist, Scott Neuert. D) The table at the Farmer's Market on September 30 was a big success. If the event is repeated in 2018, there were a few recommendations for improvement — the trees need to be ordered much earlier, in April (rather than waiting until August); display a sign/banner that says `Edmonds Tree Board' (it was not obvious that this is who we were); have brochures explaining what the Tree Board is and does. The latter is in the works and will be completed and available for 2018. Gail will be working on an appropriate Tree Board logo for the banner. E) It was agreed that we need a follow-up on the progress report on the Edmonds UFMP. Possibly we can receive this at the November meeting. 7. NEW BUSINESS A) The kickoff for Taming Bigfoot occurs on October 24. The Tree Board will have a table at the follow-up event in November to educate people on the value of trees. They will soon have something for the board to review. She and Diane noted that we should see whether we qualify for the growth award. We certainly should qualify, based on the list of the projects done within the past year. Julia will summarize these activities and provide them at the November meeting. C) There was a discussion on the street tree replacement at City Hall. Rich commented that the area is loaded with utilities, making it more difficult to easily accomplish. It is on his calendar for January. There are seven trees involved. 8. TREE BOARD MEMBER IDEAS AND COMMENTS There were none. 8.
