2017-12-07 Tree Board Minutes0 EDMONDS CITIZENS' TREE BOARD Meeting Notes December 7, 2017 The Edmonds Citizens' Tree Board Meeting was called to order at 6:05 p.m. by Co -Chair Steve Hatzenbeler in the City Council Chambers Jury Room. BOARD MEMBERS PRESENT Steve Hatzenbeler, Co -Chair Barbara Chase Doug Petersen, Co -Chair Albert (Jed) Marshall Bill Phipps Frank Caruso Gail Lovell BOARD MEMBERS ABSENT Vivian Olson 1. CALL TO ORDER STAFF PRESENT Rich Lindsay, Parks Manager Julia Munger, Herrera Environmental ELECTED OFFICIALS PRESENT Diane Buckshnis —City Councilmember Co -Chair Hatzenbeler called the meeting to order. 2. ROLL CALL/INTRODUCTIONS 3. APPROVAL OF AGENDA Barbara commented that there is a street tree item she would like to discuss. The agenda was approved. 4. AUDIENCE COMMENTS Nick Bratt attended to learn more about the Tree Board. He is considering applying for the Tree Board alternate position. Barb Steller is Frank's spouse and mentioned that she loves trees. Asked about a tree replacement planting that occurred on her property about the time they first moved in. The landscaper said the trees were required replacement. Tree Board members let Barb know that in most cases in Edmonds replacement trees are only required when tree removal is in a critical area. Suzanne Juergensen was attending to learn more about the Tree Board. Interested in the alternate position. Has a background in horticulture and likes talking about trees and advising on planting. 5. APPROVAL OF MEETING NOTES November meeting notes were distributed by email. There were a few spelling corrections and CM Buckshnis was asked to add a little explanation on the Taming Bigfoot discussion. Edmonds Citizens' Tree Board Meeting Notes December 7, 2017 Page 1 6. OLD BUSINESS/DISCUSSION a. Edmonds UFMP Development Services and the Davey Resource Group (DRG) were not able to send a representative to the meeting. We discussed that the information provided so far and the responses that we've received to questions have not been very informative. We are hoping for more information on how the plan is actually coming together, and how it is expected to evolve from the UFMP which only minimally addresses private property trees, to a later ordinance that addresses private property trees more thoroughly. CM Buckshnis is going to email Shane with specific questions and request that Shane and a DRG representative attend the January Tree Board meeting. Please send specific questions to CM Buckshnis no later than December 25. b. Tree Board tri-fold pamphlet We discussed syntax and graphics. Generally people were happy with how it is coming together and excited to get it published in 2018. A few tweaks will be made on the graphics, and sources will be cited. Julia will incorporate the discussed edits and will send us an editable version of the pamphlet prior to the end of 2017. 7. NEW BUSINESS a. Sharon Grader, graphic designer Sharon presented the top 6 ideas for a new Tree Board logo; they will also be emailed to board members and CM Buckshnis. Members are asked to consider the options and we may vote on a logo at the January meeting. b. Tree City USA Growth Award Julia reported that she submitted the Growth Award application for 2017, with 14 points. We needed 10 pts minimum to qualify for our second consecutive TC USA Growth Award. We should find out if we receive a 2017 Growth Award early in 2018. c. Tree City USA application Julia reported that she submitted the Tree City USA application in early December. With the City's capital expenditures, we had roughly $8 per capita spent on tree -related tasks; $2 per capita is required for TC USA. We should receive confirmation in early 2018 of our TC USA renewal. d. Edmonds Tree Memorial Plaque at Frances Anderson Center Steve will follow up with Parks Director Carrie Hite on relocating the Growth Award Plaque to Frances Anderson Center to put it near the original Tree City USA plaque and the Tree Memorial Plaque. e. Tree Board Member Input on Events/Activities in Coming Year Based on the 2017 Tree Board activity calendar, Steve pitched some ideas for 2018 events and activities. Board members expressed interest in the following events: • (Required) 1 St Quarter, City Council Presentation. • April, May, or summer: Tree ID tags, perhaps for 2-4 weeks this time. • July: Edmonds in Bloom collaboration to celebrate trees in the EIB gardens; Gail volunteered to chair the event again. • September: Edmonds Summer Market; if we'll be doing a tree giveaway again, we need to select and order them early in 2018. • October: Arbor Day Planting Event at Meadowdale Community Clubhouse; Rich noted that the area has been cleared and will be mulched with a thick layer of wood chips soon. Edmonds Citizens' Tree Board Meeting Notes December 7, 2017 Page 2 Other events that could be considered include Arbor Day partnering with Edmonds Parks if they're doing an event; Watershed Fun Fair in May; partnering with the Mayors Climate Protection Committee; Floretum Garden Club presentation; Students Saving Salmon/Sound Salmon Solutions collaboration. By the end of the February 1, 2018 meeting, we should finalize the event/activity list and name an event chair and target budget for each event. 8. TREE BOARD MEMBER IDEAS/COMMENTS Barbara Chase commented on street trees removed in Everett. She suggests the Tree Board help with a future update of the Edmonds Street Tree Plan to address things like providing low -growing street trees under power lines. Jed Marshall expressed his appreciation to the board as he prepares to leave for Port Townsend. Thanks Jed for your commitment to the Tree Board the past 2.5 years! Doug Petersen commented that the chairperson's position will be open in the January 2018 meeting, and people should give it consideration. Steve has indicated that he intends not to pursue the chair role again in 2018. 9.
