The meeting of the Edmonds City Council was called to order at 7:00 p.m. by Mayor Larry Naughten at the Library Plaza Room, 650 Main St., Edmonds. All present joined in the flag salute. PRESENT Larry S.Naughten, Mayor Jo -Anne Jaech, Councilmember Roger Hertrich, Councilmember William Kasper, Councilmember Jeff Palmer, Councilmember Amanda Foote, Student Rep. ABSENT Jack Wilson, Council President Steve Dwyer, Councilmember John Nordquist, Councilmember STAFF Peter Hahn, Comm. Sv. Dr. Bob Alberts, City Engineer Brent Hunter, Personnel Mgr. Bob Alberts, City Engineer Barb Mehlert, Council Assistant After the flag salute, the Councilmembers broke into their respective committee meetings. The Council met as a whole at 8:15 p.m. to consider the paving and sidewalk concerns on 96th Ave. West. RESOLUTION OF PAVING AND SIDEWALK CONCERNS ON 96TH AVE. W. 6{b,4AA City Engineer Bob Alberts gave a short presentation on the staff recommendation regarding the paving and sidewalk concerns on 96th Ave. W. Mr. Alberts said that residents objected to the proposed rolled curb and asphalt walkway and requested a concrete vertical curb and concrete sidewalk because they felt a concrete vertical curb was safer than a rolled curb. In reviewing the project costs, staff estimates the final cost to be approximately $5,000 under the bid price and $38,000 under budget. Mr. Alberts said that funds are available to make changes in the curb and/or sidewalk and rebidding of the project would not be necessary. Mr. Alberts said the prima- ry issue is the type of curb installed. Since this section of 96th Ave. W. is on the City's Comprehensive Bicycle Plan, an attempt was made to address the bicyclist needs and safety as well as pedestrians. Mr. Alberts said however, that the issue of bicyclists could be handled in the future. COUNCILMEMBER KASPER MOVED, SECONDED BY COUNCILMEMBER HERTRICH TO ADOPT THE STAFF RECOM- MENDATION TO INSTALL A CONCRETE CURB SIX INCHES BACKED BY AN ASPHALT SIDEWALK THE ENTIRE LENGTH. MOTION CARRIED. * COUNCIL Mr. Hahn noted that the City has bought the last Public Works site parcel for the Edmonds facili- ty and recommended that the City give.a generous notice to the current tenants to termihate tenan- cy. COUNCILMEMBER KASPER MOVED, SECONDED BY COUNCILMEMBER HERTRICH TO GIVE NOTICE TO THE PROPER- TY OCCUPANTS TO VACATE THE PROPERTY BY JANUARY 30, 1992. MOTION CARRIED. Councilmember Kasper noted that there was a selection meeting held with the Transportation Commit- tee and it was unanimous amongst all members of the committee to accept Bell Walker Engineering as the firm to conduct the overall traffic study to meet the growth management requirements, therefore, COUNCILMEMBER KASPER MOVED, SECONDED BY COUNCILMEMBER HERTRICH TO ACCEPT BELL WALKER ENGINEERING AS THE FIRM TO CONDUCT THE TRAFFIC STUDY TO MEET THE GROWTH MANAGEMENT REQUIREMENTS. MOTION CARRIED. Council President Pro-Tem Jaech noted that the Finance Committee did not meet this evening due to the fact that both members were out of town. She also introduced Ms. Amanda Foote who will be serving as Student Representative on the Council. Amanda is a senior at Meadowdale and her first official meeting will be Monday, September 16th. Councilmember Palmer noted that the Edmonds -South Snohomish County Historical Society met the 6. previous evening and asked him to bring up an item to the Council which is that the City had allocated money for a display case to house artifacts from the cornerstone of the old Edmonds High School. Councilmember Palmer said they found the artifacts to be in very tenuous condition and would not survive being displayed. Councilmember Palmer said they would like to display facsimiles of the artifacts so the public could view them. The Council was receptive to the idea. Councilmember Palmer also stated that the Historical Society was also going to be coming to the Council for a fire alarm system and a telephone which goes to the outside. Councilmember Palmer explained that the current telephone system only works within the building, and outside lines need to be established.
