CALL TO ORDER Chairman Stephany Janssen called the meeting to order at 6:00 pm in room 123 in the Frances Anderson Center, 700 Main St, Edmonds II. MINUTES - Approval of 5/1/19 Minutes Motion to approve 5/1/19 meeting's minutes Motion carried unanimously NOAH ERICKSON MOVED, SECONDED BY CO-CHAIRMAN KALEB NICHOLS TO AMEND THE AGENDA AS FOLLOWS: 1. REPLACE "MONTHLY PARTNERSHIPS" WITH "MCCLEARY BILL DISCUSSION", PRESENTED BY KALEB. 2. THIRTY MINUTE EXTENSION FOR "ADDITION OF MEETING/WORK SESSION", PRESENTED BY KALEB FOLLOWING "MAY RECRUITMENT PROGRESS". MOTION CARRIED UNANIMOUSLY III. DISCUSS "TEEN NIGHTS" - The commission wants to get one of these scheduled for a month from now. The commission agreed on bowling as a really good plan (The commission can afford it, so it won't have to go in front of City Council) - People can pay for their own $4 shoe rental Page 1.1.2 CO-CHAIRMAN KALEB NICHOLS MOVED,SECONDED BY NOAH ERICKSON TO HOLD A BOWLING NIGHT ON JUNE 28, 2019 FROM 5PM-7PM OR 5PM-8PM. MOTION CARRIED UNANIMOUSLY - The commission can move on to promoting the event soon Review information gathered by commissioners - Another Castle Games would be at least $1000 and only fits 30 people, kind of rude - WhirlyBall cannot do discounts, but only 30-35 dollars per person, the commission can reserve - Shoreline Academy of Music and Dance doesn't rent out their space, more for a formal dance, but Frances Anderson Center Gym could work for Swing Dance (DJ didn't know much about swing but could refer the commission to other DJs) - Driftwood Theater did not respond, Kaleb will visit them and present further information. - Bubble Soccer is $700 for two and a half hours, provide ten suits, the commission would need to provide a field - Kickball could be really low cost, get the field for free with "Staff Use"? The commission could also rent concessions(?) - Beach Bonfire isn't possible because there are no designated fire areas in the county parks, and the ranger at Meadowdale doesn't like big groups; the commission could do Edmonds Marina Beach and just not have a bonfire, Edmonds Marina is more accessible anyway; could have a bonfire in Mukilteo - ESD is already holding a TED talk, Edmonds Movie Theater has a lot of variables so it is hard to get an estimate, but the theater CAN be rented; at some point, look at a drive-in theater(?) Kaleb will reach out to former drive-in owners - Segway is 60-minute unguided "Adventure" package $35 per person; investigate discounts for Edmonds City Youth Commission, students, and groups - Bowling has a "Tour of Italy" package with up to 100 people, $22 additional, caesar salad, pizza, and pasta, and private use of their facility; nice people - $40 per hour per lane, the commission could possibly get discounts - Pump -It -Up only does up to 26 people for $425 ($16.34 per person, fun starting event?) - Elevated Sportz would be $1750 for two hours, but expensive and the commission doesn't expect 200 people to attend, so maybe a future idea? IV. MCCLEARY BILL DISCUSSION - Went over the background of McCleary Decision Page 1.1.3 WA Supreme Court case in 2007, parents said they weren't getting enough support for students in other districts Budget cuts in wealthier districts to give more money to less wealthy districts - Normally Edmonds School District has $335.1 million, cut $17.7 million Cutting programs and laying off teachers Controversial because lots of things being cut, particularly arts programs, in Edmonds - Greatly affects youth (cuts programs, lays off teachers, danger of higher class sizes although the school district has comparatively small classes now) The commission's opinion - Took ten minutes to research it - Unanimous that the commission wants to become involved in this issue - The commission needs a strong understanding of this topic before the commission does anything in particular so that the commission can form an opinion - There's always a "preference" to cut art programs and new teachers even though some new teachers are better than old teachers and arts are really important to youth - This is a result of the teachers union's rules. V. QUARTERLY YOUTH FORUMS What will these look like? - If the commission does a panel format, the commission needs it to be themed so the commission can develop enough knowledge about the topics - For un-themed forums, the commission can give patrons a prompt and have an open mic - The commission would need someway to engage with them, such as asking questions to prompt them further? - Discussions can be risky because you don't know what is going to happen and tempers can flare - Round table format or small groups to keep people from getting too scared of standing in front of a ton of people - Breakout groups - Small groups are more personal and can have a commission member at every table to facilitate the discussion - Diversity Commission had each table have a specific topic, people can pick their table - A table group with a commissioner that understands a topic well each, then topics/commissioners rotate so everyone thinks about more issues Page 1.1.4 Each commission member has a topic that the research thoroughly, then the commissioners rotate between tables and table groups and get the opinions of each group on their specific topic Start this in mid to late September so there is time to advertise (Fall, Winter, Spring, Summer forums) The week of either the 18th or the 25th For venues, the commission may use the Plaza Room at the Edmonds Library because it's big enough and free for commission use - For advertising, talk to specific politically -oriented clubs at each school, as well as English and/or History classes Provide food for attendees? The commission will have money because the commission won't need to pay for the space - Better to have it on a weekday Attendence on an RSVP basis Start advertising in August Before school is out, the commission can talk to the people who send out school -wide emails for advertisement Commission members can also get excused absences to go talk to schools and clubs What topics are important to youth? - Have one meeting to start with no specific themes - Each person gets three minutes to pitch an idea - The commission may create themes later, but start with an open meeting - If someone brings a topic that multiple people talk about and has a lot of support, the commission can devote a future event to that specific issue VI. MAY RECRUITMENT PROGRESS - Flyers distributed through every school - Announcements at Edmonds-Woodway, nothing yet at Mountlake Terrace - Invited to Scriber Lake tomorrow? - Everyone continue to talk about it - In Edmonds area of private schools, there is Brighton, King's VII. MEETINGS - The commission agrees that they don't have enough time, even with meeting extensions - Add an additional "work session" on the second Wednesday of each month from 6:00 to 8:00 - Effective when Carrie renews the ordinance, along with some of the commissioners to represent the commission as to why it needs the additional time Page 1.1.5 The commission agrees that especially with commissioner's poor attendance, the commission would like to move quickly on this topic VIII. HOMEWORK ASSIGNMENTS: Come back with a really solid understanding of all sides of the McCleary Bill - Write a 5-7 sentence paragraph about your opinion of the McCleary Bill and why - Talk about what it is, why it is important, how it would affect youth that attend school within Edmonds School District, one change that you're passionate about, and why it is good (not just bad) Come up with a catchphrase or hook for bowling night and email it to Casey in the next week - The commission wants to have a press release written and all the details set by June 5 IX.
