Mayor Maxwell received a letter of resignation from Councilman Sommerseth, as he
is unable to attend the meetings.
A letter wasread from the Washington Natural Gas Company, in which they state they
accept the Franchise in all its terms and conditions at; stated in Ofd. #703, and
agrees to comply .with and remain bound by all the provisions thereof.
Because of a building permit being issued by the County, for a service station to
be build at Bowdoin Way and Main Street, before the property was annexed to the City
fo •Edmonds, a motion was made by Councilman Tuson and•seconded by Councilman Kincaid
that the building be allowed to be built, and Engineer Reid is to take care of the
drainage problem in that area. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Cloud that Al Brandt
be allowed to install a septic tank, at First and Main street, which is approved by the
City. Motion carried.
Mr. Menefee came before the Council and stated the people on Third Avenue from Pine
Street to the South City limits are interested in having a sewer. Mayor Maxwell Suggested
having an unofficial preliminary hearing, the date for the hearing was set for Oct. 8.
A motion was made by Councilman Tuson and seconded by Councilman Cloud that October 15
be set for 'ahearing on Resolution #26, for a vacation of'a portion of property on 2nd
Avenue North. Motion carried.
A motion was made by Councilman Purton and seconded by Councilman Sorensen that October 15,
be set for a hearing on Resolution #27, for the vacation of property at Eleventh and
Laurel Street,, Motion carried. _
A motion was made by Councilman Purton and sedonded by Councilman Tuson that October 15,
be set for a hearing on Resolution #2f, for the vacation of Tenth Avenue, from Bell to
,Edmonds Street. Motion carried.
A motion was made by Councilman Kincaid and seconded by Councilman Sorensen that the
street grade .for Spruce street from 9th Avenue to llth Avenue be accepted. Motion carried.
A motion was made by Councilman Tuson and seconded by Councilman Kincaid that the
Preliminary Budget for 1958`be approved and adopted. Motion carried.
This meeting recessed until`Tuesday Sept. 24.
September 242 1957
The Council met for its recessed meeting with Mayor Maxwell presiding with the follow-
ing Councilmen present Tuson, Kincaid, Sorensen and Cloud.
This was the night set for a hearing on the final Assessment Roll for L. I. D. #79, for
the improvement of Second avenue North. One written protest was received and read to the Culln;ail..
Council, from Mrs. Ethel Talen, in regards to the sidewalk and driveway charge, which
appeared on her notice, in the amount of $283.80. The City of Edmonds is to assume the
payment , in exchange for anstreet right-of-way. A motion was made by Councilman
Kincaid and seconded. by Councilman Sorensen that Ordinance #706, approving and confirming
the assessment roll for Local Improvement District #79, be passed. Motion carried.
This was also. the night set for a hearing on the, perliminary Assessment Roll for L. I,; D.
#82, for sidewalks and curb, Wm the Test side of Third Avenue, from the North line of
Nielts Addition South to Pine•Street. Four written protests were received. After some
discussion and explaining, Mrs. Woog and Mr. Ivor Anderson withdrew their protest. A
motion was made by Councilman-Tuson,and seconded by Councilman Kincaid that Ord. #707
setting up Local Improvement District #82, be passed. Motion carried.
A letter was received and read to the Council from the Phillips and Prestonts, residing at
Fourth and Edmonds Streets, asking to have the East and West stop sign on Fourth Avenue
replaced. This was referred to the Safety Committee.
A motion was made by hCouncilman Kincaid and seconded byhCouncilman-Cloud that Mayor
Maxwell be authorized to sign the proposed agreement with Snohomish••County Civil Defense,
which states that incorporated Cities agree to pay into the Snohomish County Civil Defense fund
150 per capita for all persons for 1958. Motion carried.
Mayor Maxwell made 4e appointment and a motion was made by Councilman Kincaid and seconded
by- Councilman Tuson to elect Don McGibbon, Councilman -at -large, until the next City Election,
to fill the vacancy of Peter J. Sommerseth. Motion carried.
A letter wsp read from Preston Steed, tendering his resignation as Councilman for the
Third precinct, because of his recent illness.
The Mayor and Council spent considerable time discussing the annexating of property to
the southeast and south of our present City limits.
