All present joined in the flag salute. The City Council met as a whole to receive Budget Requests from community organizations and to conduct a work session on the 1992 Budget before entering into their respective Council Committees. PRESENT Larry S. Dan Prinz, Police Chief Scott Snyder, City Attorney Barb Mehlert, Recorder BUDGET REQUEST AND PRESENTATION BY SISTER CITY COMMISSION Mayor Naughten reported the Sister City Commission will not be asking for funds for 1992. BUDGET REQUEST AND PRESENTATION BY COMMUNITY HEALTH CENTER OF_SNOHOMISH COUNTY Jeanne Edwards, Executive Director, Community Health Center, distributed a memorandum to the City Council which contained information with regards to the funding request. F� Ms. Edwards stated the budget for the Community Health Center is projected to be $1.1 million for 1992. Expense at the Edmonds Clinic represents approximately 54% of the budget, the Everett Clinic represents 29% and the dental clinics represents 17%. Ms. Edwards reviewed funding sources, but stated none of the funding services are stable. Ms. Edwards noted that Washingon State has noted them repeatedly of potential funding cuts. Ms. Edwards stated she is asking Edmonds for financial support due to the fact that Edmonds patients are rapidly on the rise. Ms. Edwards said the largest segment of Edmonds' patients are pregnant single mothers, and the number is escalating. Ms. Edwards stated she is seeking adequate funding to hire one more physician which would cost $100,000 for salary, malpractice and support staff. Ms. Edwards said the physician would generate enough income by year two to cover expenses, plus $50,000 income to the clinics. Ms. Edwards introduced Willis Tucker, Snohomish County Executive, and Mr. Tucker urged the Council to give full consideration during the budget process, to provide funding to the Community Health Center, as he feels it is a very important service. Mayor Naughten thanked Ms. Edwards and Mr. Tucker for their presentation, and told them the funding request will be considered in the budgetary process. „ .
