19600819 City Council Minutes• M 1 1 • 1 Supervisor Lawson foported on his investigation of the possibility of acquiring property at 15:L� and Fir to widen the street, and it was then referred to the Street Committee for further study and a report at the next regular meeting. A request to widen Daley Street between 714 and 81' was also referred to the Street 8ommittee. A motionuas made by Councilman Slye, seconded by Councilman Harrison that the proposal of the Association of Washington Cities to initiate the initiative to get 5% of the retail sales tax for the cities be approved. Motion carried. A request from the Post Office to change the parking in front of their new building to a 5 minute zone was approved. A petition was received with approximately 56.7% signatures to sewer Grandview from 101�! Place N. to Olympic View Drive. It was moved by Councilman Tuson, seconded by Councilman Lambe that Resolution of Intention #153 be passed, to set up a proposed LID for sewers in that area; the hearing on the preliminary assessment roll to be held Sept. G. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Christensen that the payment of $1276.56 to K. L. Cole and Cynthia Cole for property at 1150 Juniper be approved; =h=a affie,an% se ti moths as----- to be paid from Street Dept. funds. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Lambe that Ordinance #828 be passed; payment of LID #97 extra expense over and above the 10% limit from the Water - sewer funds. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Sorensen that the Mayor be authorized to sign the lease on the roadway from Pointer -Willamette with the Great Northern Railway. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Harrison that Ordinance #829 be passed. Motion carried. (Hook-up fee requirement for sewers.) It was moved by Councilman Christensen, seconded by Councilman Simpson that Ordinance #830 be passed. Motion carried. (Peddler's) It was moved by Councilman Lambe, seconded by Councilman Slye that Ordinance 11831 be passed. Motion carried. (Cigarette vending machines) A motion was made by Councilman Sorensen, seconded by Councilman Slye that Ordinance #832 be passed. Motion carried. (Repealing Harbormaster) It was moved by Councilman Christensen, seconded by Councilman Simpson that Ordinance #838 be passed. Motion carried. (Health Officer salary) A motion was made by Councilman Christensen, seconded by Councilman Lambe that Ordinance #839 be passed. Motion carried. (Changing time for starting council meetings) Meeting was then recessed to Friday evening, August 19R at 8:00 P.M. August 19, 1960 Recessed meeting was called to order by Mayor Maxwell, with Councilmen Lambe, Tuson, Christensen Simpson, Sorensen and Slye present. Hearing was held on the preliminary assessment roll for LID #102, widening the pavement and installing curbs on Pine from lln E. to the W. plat of Pine Terrace. A petition of protest carried approximately Sorensen, seconded by 46% signatures, and after discussion, Councilman Slye to proceed with the construction a motion was made by Councilman on LID #102 and the bid be awarded to the low bidder, Tri-City Sand & Gravel Co. for $4,347.00. Motion carried. Residents of the area for LID #102 commended Supervisor Lawson for attending their neighborhood meeting and answering questions on the LID for them. It was moved by Councilman Christensen, seconded by Councilman Sorensen that Ordinance #840 be passed. (Creating position of assistant City Attorney). Motion carried. Discussion was held on an Ordinance to make all violations of City Ordinances a misdemeanor. • This was discussed at length, and a motion was then made by Councilman Tuson that Ordinance _ #841 be passed. The motion died for lack of a second. Meeting was then recessed to August 301� at 8:00 P.M. August 30, 1960 Recessed meeting was called to order by Mayor Maxwell with Councilmen Harrison, Lambe, Tuson, Sorensen and Slye present. Hearing was held on the preliminary assessment roll for paving and curbs on Lynn Road. There were no written protests, although several property owners were present to express their desire for the 30 day period to submit protests. A motion was made by Councilman Sorensen, seconded by Councilman Slye that Ordinance #841 be passed, to set up LID #103, with no further action to be taken until thb 30 day period expires. Motion carried. It was moved by Councilman Tuson, seconded by Councilman Lambe that the City enter into contract with C1&rk-Colman and Associates for their proposal to go ahead with the first phase of the survey for the comprehensive planning for the Edmonds business district at a cost of between 34000. and 84500., and the mayor be authorized to sign a contract with them and to apply for federal funds. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye that Mr. Belt be authorized to improve Daley Street from 71� to 8�' by bringing it to the permanent street grade as set by the City Engineer, and `to,,the:maximum width deemed advi sahle by the Engineer. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the Attorney be instructed to negotiate with Mr. Amorin to acquire a 30 ft. strip of property on 151�, North of Fir for a Right of Way. Motion harried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the county be requested to add to their comprehensive plan the proposed street connecting 15t'' at Fir for a Right of Way of 60, south to 2201', and the request to the county be subject to the approval of the Edmonds Planning Commission. Hearing was held on the preliminary assessment roll for sewering Grandview St. and vicinity. There were no written protests, and a motion was made by Councilman Lambe, seconded by Councilman Slye that Ordinance #842 be passed, creating LID#104. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the regular monthly bills be paid and warrants drawn on the proper funds. Motion carried. A motion was made by Councilmah Sorensen, seconded,by Councilman Slye that the bills for "Little Metro" be paid; to Transport Clearings for $100.00 on account; $3604.50 to Hale Construction, and $45,776.25 to United States Pipe and Foundry Co. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the following LID bills be paid: $160.00 to Hughes Memorial Church on LID #95; $738.00 to Reid, Middleton & Associates, Inc., and $2225.01 to Lake City Gravel & Materials, Inc. on LID #98; and $23.30 to Edmonds Tribune -Review, and 35,103.15 to Lake City Gravel & Materials, Inc. on LID #100. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that contractor's estimate #2 on LID 4,97 be paid to Murphy Brothers, Inc. in the amount of $34,099.46. Motion carried. Councilman Sorensen made the motion, seconded ky Councilman Slye that interest -bearing warrants in the amount of $34,099.46 be authorized for issuance to Southwick -Campbell & Co., Inc. for contractor's estimate #2 on LID y#97. Motion carried. It was moved by Councilman Slye, seconded by Councilman Lambe that the bills submitted by Reid & Associates for mapping for the City be paid. Motion carried. After discussion of the Budget, a motion was made by Councilman Tuson, seconded by Councilman Christensen that the City of Edmonds Preliminary Budget for the year 1961 as set forth be adopted. Motion carried. A request from the Sno-Line YMCA for the proper street grade in front of their building at 5Lh S.E. and 27ty was referred to the Engineer. A motion was made by Councilman Christensen, seconded by Councilman Harrison that the final plat of McGrath Homes be approved and accepted. Motion carried.
