19621001 City Council Minutes• A motion was made by Councilman Sorensen, seconded by Councilman Slye that the street grade on Sprague where it connects with 714 be changed as per drawings. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that September 25' be set.as the date for a Hearing on the proposed additions to the 6 year arterial street plan. Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Slye to instruct the Attorney to start proceedings to acquire Forsyth Lane with R/W to make it a 30 ft. roadway. Motion carried. Councilman Sorensen made the motion, seconded by Councilman Slye that the Attorney be instructed to proceed to acquire the property on the NE corner of 159 Ave. and Fir for street purposes. Motion carried. The Safety Committee recommended that a letter be sent from the Council to the State Highway Dept. requesting stop and go signal lights at 5a and Dayton, 3rd and Dayton, and 99 and Edmonds Way. Council authorized a letter to be written to this effect by Supervisor Lawson. It was moved by Councilman Sorensen, seconded by Councilman Christensen that the City purchase a�,4 way red light for 61A and Main, to be used in conjunction with fires, as requested by the Safety Committee. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Bingham that Ordinance #941 be passed, providing for condemnation action for easements in the Ballinger LID area. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Harrison that contractor's estimate # 4 on LID #1079 Admiral Way sewer, in the amount of $69969.10 be paid to • Manor Construction Co. Motion carried. It was moved by Councilman Slye, seconded by Councilman Harrison that the City Clerk be*authorized to issue interest -bearing warrants in the total amount of $6969.10 to Grande & Co., Inc. to cbver contractor's estimate #4 on LID #1079 Admiral Way sewer. Motion carried. Mee.ttng was then recessed to Tuesday, September 25 at 8:00 P.M. September 25,. 1962 Recessed meeting was called to order by Mayor McGinness with all councilmen present except Sorensen and Bingham. Hearing was held on the preliminary assessment roll for proposed LID #116, paving of Admiral Way and Dayton Street. 14 protests were received, in the form of one letter and one petition. Attorney Bennett figured the protests against the assessment roll and reported to the council that they represented 15% of the entire project. Therefore, a motion was made by Councilman Slye, seconded by Councilman Christensen that Ordinance #942 be passed, creating LID #116 for paving and curbs on Admiral Way -and -Dayton Street. Motion carried. Hearing was then held to adopt 6 additional improvements to be added to the 6 year arterial street program. There were no protests, and a motion was made by Councilman Tuson, seconded by Councilman Smets that Resolution #70 be passed, adding the 6 improvements as listed to the 6 year Arterial Street Program for the City of Edmonds. Motion carried. • Mayor McGinness requested council approval of a $100.00 expenditure from the Mayors expense account to participate in sedning City of Edmonds Civil Defense Director, Warren Bradbury to Alameda, California for a Civil Defense training session. A motion was then made by Councilman Slye, seconded by Councilman Harrison that this payment be authorized. Motion carried. Superintendent of Public Works Moran presented two separate quit claim deeds from G. W. Robbins on Puget Lane for street purposes. It was moved by Councilman Slye, seconded by Councilman Smets that the City accept the quit claim deeds as presented. Motion carried. Councilman Christensen made the motion, seconded by Councilman Smets that the new City Attorney be instructed to draw a Resolution commending Chester Bennett for his faithful diligence and serviee while City Attorney for the City of Edmonds. Motion carried. There was no further business and the meeting was adjourn I 'A", � V City Clerk October 1, 1962 As required by law, a meeting was held for the Hearing on the Final Budget and levying of the taxes for the year 1963. Mayor McGinness called the meeting to order with all councilmen present. 0 i-10 There were no protests on the Final Budget as presented, and a motion was made by Councilman Christensen, seconded by Councilman Harrison that the final budget for the year 1963 be adopted, along with the Ordinance levying the taxes for the year 19639 and Ordinances #943 and #944 be adopted, to be acted upon at the continuation of the Hearing on October 2. A roll call vote carried the motion unanimously. c The Hearing was then continued to the following evening, October 29 a regular council meeting night. October 29 1962 Regular meeting was called to order with all councilmen present except Bingham and Smets. It was moved by Councilman Slye, seconded by Councilman Sorensen that the regular monthly bills be paid and warrants drawn on the proper funds. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Sorensen that the bills against the Civic Center be paid as follows: Dan Miller, architect payment to date, $376.68; National Bank.of Washington for Venne Beauchamp, Inc., estimate #12, $16,268.03; and Hart Plumbing & Heating, certificate #90 $3;891.37. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the following interest warrants be issued: Engineering interim payment #1 on LID #105 to Reid, Middleton & Associates for 8624.15; Contractor's estimate #1 on LID #105 to Industrial Projects for $7,359:86; Engineering interim payment #1 on LID #111 to Reid, Middleton & Associates for $366.17; Contractor's estimate #1 on LID #111 to Manor Construction for $4117.99; Engineering interim payment #1 on LID #113 to Reid, Middleton & Associates for $97$.07. Motion carried. Councilman Slye made the motion, seconded by Councilman Sorensen that cash payments against LID #108, Ballinger sewer, be allowed as follows: Tribune -Review for publishing, $128.15, and Taylor Utilities Construction Co., contractor's estimate #1 for $329710061. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Sorensen to authorize issuance of interest -bearing warrants in the amount of $32,838,76 to Southwick, Campbell, Waterman to cover contractor's estimate #1 and publishing to date. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Harrison that Resolution #71 be passed, commending former City Attorney, Chester R. Bennett, with a copy of the Resolution being sent to Mr. Bennett and also becoming a part of the minutes of this meeting. Motion carried. It was moved by Councilman Christensen, seconded by Councilman Harrison that the City accept a quit claim doed from Stanley L. and Geraldine Gibbons for street purposes between 6m and 71� on Pine. Motion carried. Supervisor Lawson reported that it was expected that the Library would be able to move into the new Civic Center the last week in October, and that the dedication of the Center would take place on November 17k, with details in the hands of the Edmonds Chamber of Commerce. A motion was made by Councilman Christensen, seconded by Councilman Slye that Ordinance #943 be passed, adopting the Budget for the year 1963. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that Ordinance #944 be passed, levying the taxes for the year 1963 for the City of Edmonds. Motion carried. Councilman Sorensen made the motion, seconded by Councilman Harrison that Ordinance #945 be passed, setting the salaries for the employees of the City of Edmonds for the year 1963. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the consulting engineering firm of Reid, Middleton & Associates be instructed to prepare the plans and specifications calling for bids on paving, curbs, and gutters on Admiral Way and Dayton Street, with sidewalks as an alternate; bids to be opened on November 6. Motion carried. Meeting was then adjourned. City Clerk October 16, 1962 Regular meeting was called to order with all councilmen present except Tuson and.Bingham. Mayor McGinness having been delayed at another meeting, and in the absence of Mayor Pro-tem Tuson, it was moved by Councilman Slye, seconded by Councilman Christensen that Councilman Roy Sorensen act as chairman of the meeting until the arrival of the Mayor. Motion carried. Hearing was held on the final assessment roll on LID #109, Laurel Street sewer. There were no written nor verbal protests.
