19621016 City Council Minutesi-10 There were no protests on the Final Budget as presented, and a motion was made by Councilman Christensen, seconded by Councilman Harrison that the final budget for the year 1963 be adopted, along with the Ordinance levying the taxes for the year 19639 and Ordinances #943 and #944 be adopted, to be acted upon at the continuation of the Hearing on October 2. A roll call vote carried the motion unanimously. c The Hearing was then continued to the following evening, October 29 a regular council meeting night. October 29 1962 Regular meeting was called to order with all councilmen present except Bingham and Smets. It was moved by Councilman Slye, seconded by Councilman Sorensen that the regular monthly bills be paid and warrants drawn on the proper funds. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Sorensen that the bills against the Civic Center be paid as follows: Dan Miller, architect payment to date, $376.68; National Bank.of Washington for Venne Beauchamp, Inc., estimate #12, $16,268.03; and Hart Plumbing & Heating, certificate #90 $3;891.37. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the following interest warrants be issued: Engineering interim payment #1 on LID #105 to Reid, Middleton & Associates for 8624.15; Contractor's estimate #1 on LID #105 to Industrial Projects for $7,359:86; Engineering interim payment #1 on LID #111 to Reid, Middleton & Associates for $366.17; Contractor's estimate #1 on LID #111 to Manor Construction for $4117.99; Engineering interim payment #1 on LID #113 to Reid, Middleton & Associates for $97$.07. Councilman Slye made the motion, seconded by Councilman Sorensen that cash payments against LID #108, Ballinger sewer, be allowed as follows: Tribune -Review for publishing, $128.15, and Taylor Utilities Construction Co., contractor's estimate #1 for $329710061. A motion was made by Councilman Slye, seconded by Councilman Sorensen to authorize issuance of interest -bearing warrants in the amount of $32,838,76 to Southwick, Campbell, Waterman to cover contractor's estimate #1 and publishing to date. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Harrison that Resolution #71 be passed, commending former City Attorney, Chester R. Bennett, with a copy of the Resolution being sent to Mr. Bennett and also becoming a part of the minutes of this meeting. Motion carried. It was moved by Councilman Christensen, seconded by Councilman Harrison that the City accept a quit claim doed from Stanley L. and Geraldine Gibbons for street purposes between 6m and 71� on Pine. Motion carried. Supervisor Lawson reported that it was expected that the Library would be able to move into the new Civic Center the last week in October, and that the dedication of the Center would take place on November 17k, with details in the hands of the Edmonds Chamber of Commerce. A motion was made by Councilman Christensen, seconded by Councilman Slye that Ordinance #943 be passed, adopting the Budget for the year 1963. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that Ordinance #944 be passed, levying the taxes for the year 1963 for the City of Edmonds. Motion carried. Councilman Sorensen made the motion, seconded by Councilman Harrison that Ordinance #945 be passed, setting the salaries for the employees of the City of Edmonds for the year 1963. Motion carried. It was moved by Councilman Sorensen, seconded by Councilman Slye that the consulting engineering firm of Reid, Middleton & Associates be instructed to prepare the plans and specifications calling for bids on paving, curbs, and gutters on Admiral Way and Dayton Street, with sidewalks as an alternate; bids to be opened on November 6. Motion carried. Meeting was then adjourned. City Clerk October 16, 1962 Regular meeting was called to order with all councilmen present except Tuson and.Bingham. Mayor McGinness having been delayed at another meeting, and in the absence of Mayor Pro-tem Tuson, it was moved by Councilman Slye, seconded by Councilman Christensen that Councilman Roy Sorensen act as chairman of the meeting until the arrival of the Mayor. Motion carried. Hearing was held on the final assessment roll on LID #109, Laurel Street sewer. There were no written nor verbal protests. Following the reading of a letter of recommendation from Acting Engineer Moran, a motion was made by Councilman Christensen and seconded by Councilman Slye that the City accept the plat of "Seacrest" for permanent maintenance. Motion carried. A report was given by D. C. Lawson on the Civic Center, and a motion was made by Councilman Christensen, seconded by Councilman Harrison that the City call for bids to be opened on October 23 at 8:00 P.M., Edmonds City Hall annex, for the landscaping of the -new Civic Center as presented, with a correction on page 2 of the "Instructions to Bidders" to change the amount of public liability from $10,000.00 to $1009000.00. Motion carried.` It was moved by Councilman Slye, seconded by Councilman Smets'to authorize the Mayor to apply to the State Highway Dept. for authorization to use the gas tax funds on the Admiral Way.and Dayton Street paving LID. Motion carried. A request had been received to vacate a section of 8k Ave. N., and a motion wasmade by Councilman Slye, seconded by Councilman Smets to authorize Reid, Middleton & Associates to report on 0 Ave. N. for purposes of whether or not the street should be vacated. Motion carried. A motion was made by Councilman Smets, seconded by Councilman Slye that the 2 way stop light, flashing red East and West, and yellow North and South, be purchased for the intersection at 12k S.E. and 25k S., as recommended by the Safety Committee., Motion carried. The Street Committee announced that a 4-way school cross -walk will beestablished at the darner of 12A S.E. and a school cross walk established at 14M S.E. The street department plans to continue the sidewalk area for children from 10V to 1414. Mr. Christiansen and Mr. McBurney from the audience were heard on the problem of flooding of their property during rain storms; tall weeds along the school fence which create a safety hazgrd; and excessive speeding in the area. The Acting City Engineer and Consulting Engineer will look into the flooding situation. A petition requesting return to angle parking between 5k and 6k on Main was presented by the Mode 0f Day store. It was moved by Councilman Ohristensen,,\seconded by Councilman Harri;bon that the petition be taken under advisement. Motion carried. Mayor McGinness then appointed a committee of Councilmen Christensen, Smets, and Slye to establish a meeting with the property owners between 5m and 0 on Main to discuss this petition, and the meeting was set for Tuesday, October 23, 8:30 P-M. at the Chorale Room of the Edmonds Junior High. Churchman was read requesting use of the small office building north of City Hall, known as City Hall Annex for office headquarters for employment of semi -retired men: This was referred to the City Attorney to determine the legality • of such a move. A motion was made by Councilman Slye, seconded by Councilman Sorensen that contractor's estimate #5 for the period ending October 159 1962 in the amount of $4879.33 on LID #107 be paid to Manor Construction Co., and the City Clerk be authorized to issue interest -bearing warrants to Grande & Co., Inc. to cover this amount. Motion carried. Councilman Christensen moved the Mayor be authorized to replacehdamaged police car by procurement of a new one. Seconded by Councilman Slye. Motion carried. A letter from the Association of Washington Cities was presented with the infor- mation that a second:Civil Service Commission would have to be established when the City employs full time firemen. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the City Attorney be instructed to draw an Ordinance establishing a Civil Service Commission for the Fire Department, of which the Mayor will be authorized to appoint the members.
