19621023 City Council Minutes• seconded by Councilman Slye that Ordinance #946 be passed, approving and confirming the final assessment roll on LID #109. Motion carried. Following the reading of a letter of recommendation from Acting Engineer Moran, a motion was made by Councilman Christensen and seconded by Councilman Slye that the City accept the plat of "Seacrest" for permanent maintenance. Motion carried. A report was given by D. C. Lawson on the Civic Center, and a motion was made by Councilman Christensen, seconded by Councilman Harrison that the City call for bids to be opened on October 23 at 8:00 P.M., Edmonds City Hall annex, for the landscaping of the -new Civic Center as presented, with a correction on page 2 of the "Instructions to Bidders" to change the amount of public liability from $10,000.00 to $1009000.00. Motion carried.` It was moved by Councilman Slye, seconded by Councilman Smets'to authorize the Mayor to apply to the State Highway Dept. for authorization to use the gas tax funds on the Admiral Way.and Dayton Street paving LID. Motion carried. A request had been received to vacate a section of 8k Ave. N., and a motion wasmade by Councilman Slye, seconded by Councilman Smets to authorize Reid, Middleton & Associates to report on 0 Ave. N. for purposes of whether or not the street should be vacated. Motion carried. A motion was made by Councilman Smets, seconded by Councilman Slye that the 2 way stop light, flashing red East and West, and yellow North and South, be purchased for the intersection at 12k S.E. and 25k S., as recommended by the Safety Committee., Motion carried. The Street Committee announced that a 4-way school cross -walk will beestablished at the darner of 12A S.E. and a school cross walk established at 14M S.E. The street department plans to continue the sidewalk area for children from 10V to 1414. Mr. Christiansen and Mr. McBurney from the audience were heard on the problem of flooding of their property during rain storms; tall weeds along the school fence which create a safety hazgrd; and excessive speeding in the area. The Acting City Engineer and Consulting Engineer will look into the flooding situation. A petition requesting return to angle parking between 5k and 6k on Main was presented by the Mode 0f Day store. It was moved by Councilman Ohristensen,,\seconded by Councilman Harri;bon that the petition be taken under advisement. Motion carried. Mayor McGinness then appointed a committee of Councilmen Christensen, Smets, and Slye to establish a meeting with the property owners between 5m and 0 on Main to discuss this petition, and the meeting was set for Tuesday, October 23, 8:30 P-M. at the Chorale Room of the Edmonds Junior High. Councilman Slye made the motion, seconded by Councilman Smets that the Attorney be instructed to draw an ordinance to effect the change in the zoning code, according the the Planning Commission Resolution #65. Motion carried. A letter from Mr. C. L. Churchman was read requesting use of the small office building north of City Hall, known as City Hall Annex for office headquarters for employment of semi -retired men: This was referred to the City Attorney to determine the legality • of such a move. A motion was made by Councilman Slye, seconded by Councilman Sorensen that contractor's estimate #5 for the period ending October 159 1962 in the amount of $4879.33 on LID #107 be paid to Manor Construction Co., and the City Clerk be authorized to issue interest -bearing warrants to Grande & Co., Inc. to cover this amount. Motion carried. Councilman Christensen moved the Mayor be authorized to replacehdamaged police car by procurement of a new one. Seconded by Councilman Slye. Motion carried. A letter from the Association of Washington Cities was presented with the infor- mation that a second:Civil Service Commission would have to be established when the City employs full time firemen. A motion was made by Councilman Sorensen, seconded by Councilman Slye that the City Attorney be instructed to draw an Ordinance establishing a Civil Service Commission for the Fire Department, of which the Mayor will be authorized to appoint the members. October 239 1962 Recessed meeting was held in the offices of the City Attorney. Meeting was called to order by Mayor McGinness with Councilmen Harrison, Christensen, Sorensen and Slye present. This meeting was held for the opening of bids on landscaping of the Civic Center, and • the bids were listed as Basic Bid; Alternate #19 substitute border trees; and Alternate 112 . #2, move the dogwood tree. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the regular monthly bills be paid and warrants drawn on the proper accounts. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Sorensen that the bills against the Civic Center be paid to date: Crow Hardware $14.98; Venne Beauchamp, estimate #13 $16,330.22; Dan Miller, architects' final payment, $420.65; Hart Plumbing & Heating, estimate #10, $2,551.22; Joplin Paving Co. for the parking lot paving $1,319.63; Concrete Engineers, Inc., $1,459.17. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Sorensen that contractor's semi-final estimate on LID #107, Admiral Way sewer, in the amount of $3,473.19 be paid to Manor Construction Co., and the City Clerk be authorized to issue interest -bearing warrants to Grande & Co., Inc. to cover the amount; payment subject to the Engineers' approval that certain work under the estimate is completed. Motion carried. It was moved by Councilman Slye, seconded by Councilman Tuson that the bills on LID #105, Euclid Ave., sewer be approved; contractor's estimate #2, Industrial Projects, $233.62 and $485.01 to Reid, Middleton & Associates, Inc. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the following bills against LID #108, sewers for the Ballinger area be allowed; contractors' estimate #2 to Taylor Utilities Construction Co. in the amount of $91,734.69; J. Wm. Goulder, $200.00 payment for settlement of ease- ment; Jerald C. Hall, $234.00 for title reports; and the Everett Daily Herald, W.P0 for publishing costs; and that an interest -bearing warrant or warrants be issued to Southwick, Campbell, Waterman Co. in the amount of $92,205.89 to cover these bills. Motion carried. A motion was made be Councilman Slye, seconded by Councilman Sorensen that the bills on LID #109 be paid: $14.16 to the Tribune -Review for printing, and $150.00 to Jerald Hall for last half attorneys' fees. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that Contractors' estimate #2 on LID #111, Spruce St. sewer be allowed for payment to Manor Construction Co. Motion carried. Councilman Slye made the motion, seconded by Councilman Sorensen that Contractors' estimate #1 on LID #113, paving Cedar, in the amount of $5,100.00 be paid to Lake City Gravel & Materials. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the bill against LID #115 to Jerald C. Hall for '/2 attorneys fee in the amount of $$150.00 be paid. Motion carried. It was moved by Councilman Slye, seconded by Councilman Harrison that no action be taken on the possibility of a vacation of a segment of 8th Avenue until a check is made of the minutes; and auth- orize the consulting engineer to establish and submit a profile of the area on 8th from Bell to Sprague if none exists. Motion carried. A report on the drainage South of Edmonds High School was made. Pictures presented (prior to construc- tion of the High School, 1955, and during construction 1957) indicated considerable flooding problems as studied by Mr. Reid.
