Nolte Co. 30,514.65 Pacific Paving Co. 38,174.00 Joplin Paving Cq. 27,471.10 A motion was made by Councilman Slye, seconded by Councilman Tuson that the bid of Joplin Paving Co. in the amount of $27,471.10 be accepted for the work on LID #116, and the Mayor be authorized to enter into contract with them. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the regular monthly bills be paid and warrants drawn on the proper accounts. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Sorensen that the bills against the Civic Center be paid to date: Crow Hardware $14.98; Venne Beauchamp, estimate #13 $16,330.22; Dan Miller, architects' final payment, $420.65; Hart Plumbing & Heating, estimate #10, $2,551.22; Joplin Paving Co. for the parking lot paving $1,319.63; Concrete Engineers, Inc., $1,459.17. Motion carried. A motion was made by Councilman Slye, seconded by Councilman Sorensen that contractor's semi-final estimate on LID #107, Admiral Way sewer, in the amount of $3,473.19 be paid to Manor Construction Co., and the City Clerk be authorized to issue interest -bearing warrants to Grande & Co., Inc. to cover the amount; payment subject to the Engineers' approval that certain work under the estimate is completed. Motion carried. It was moved by Councilman Slye, seconded by Councilman Tuson that the bills on LID #105, Euclid Ave., sewer be approved; contractor's estimate #2, Industrial Projects, $233.62 and $485.01 to Reid, Middleton & Associates, Inc. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the following bills against LID #108, sewers for the Ballinger area be allowed; contractors' estimate #2 to Taylor Utilities Construction Co. in the amount of $91,734.69; J. Wm. Goulder, $200.00 payment for settlement of ease- ment; Jerald C. Hall, $234.00 for title reports; and the Everett Daily Herald, W.P0 for publishing costs; and that an interest -bearing warrant or warrants be issued to Southwick, Campbell, Waterman Co. in the amount of $92,205.89 to cover these bills. Motion carried. A motion was made be Councilman Slye, seconded by Councilman Sorensen that the bills on LID #109 be paid: $14.16 to the Tribune -Review for printing, and $150.00 to Jerald Hall for last half attorneys' fees. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that Contractors' estimate #2 on LID #111, Spruce St. sewer be allowed for payment to Manor Construction Co. Motion carried. Councilman Slye made the motion, seconded by Councilman Sorensen that Contractors' estimate #1 on LID #113, paving Cedar, in the amount of $5,100.00 be paid to Lake City Gravel & Materials. Motion carried. It was moved by Councilman Slye, seconded by Councilman Sorensen that the bill against LID #115 to Jerald C. Hall for '/2 attorneys fee in the amount of $$150.00 be paid. Motion carried. It was moved by Councilman Slye, seconded by Councilman Harrison that no action be taken on the possibility of a vacation of a segment of 8th Avenue until a check is made of the minutes; and auth- orize the consulting engineer to establish and submit a profile of the area on 8th from Bell to Sprague if none exists. Motion carried. A report on the drainage South of Edmonds High School was made. Pictures presented (prior to construc- tion of the High School, 1955, and during construction 1957) indicated considerable flooding problems as studied by Mr. Reid. Engineer Moran was instructed to pass the information to the property owners. 7 L 0 LI • 11 A motion was made by Councilman Tuson, seconded by Councilman Christensen that December 18 be set for the Final Assessment Role Hearing on LID #105, Euclid Ave. Sewers. Motion carried. 0 It was moved by Councilman Tuson, seconded by Councilman Slye that the Final Assessment Roll Hearing for LID #111, Spruce St. sewers be held December 18. Motion carried. Attorney Hall reported that it is not within the power of the City to grant the request of Mr. Churchman to permit him to use the City Hall Annex for use as an Employment Agency for semi- retired men. The City Clerk was instructed to acknowledge Mr. Churchmans' letter and inform him the City cannot legally allow this request. A motion was made by Councilman Slye, seconded by Councilman Christensen that Ordinance #947 be passed amending the Comprehensive Plan to rezone the R. H. Head property on Highway 99 from R8 to Cl. Motion carried. It was moved by Councilman Christensent, seconded by Councilman Smets that Ordinance #948 amending the Zoning Map be passed. Motion carried. Tuesday, November 13 has been set for a Council Committee meeting in the Council committee room at 7:30 P. M. D. C. Lawson reported that Northwest Disposal has purchased a truck which they will lease to the tri-cities on a cost plus basis to be used for the Humane Society. A petition for annexation was presented for: All of Lots 5, 6, 7, 8, 9, and 10 of Block 2, Westgate Park, Division #2. The petition was referred to the Annexation Committee, composed of Councilmen Slye, Christensen and Tuson for study. The Mayor instructed Don Lawson to purchase a traffic counter. A letter of resignation was read from ,'Darren Bradbury, Civil Defense Director. Mayor • McGinness accepted the resignation with regret. The Mayor appointed Commander John E. Kelley, Ret. as Civil Defense Director for the City of Edmonds replacing Bradbury. A letter of resignation from Councilman Bingham was read. Mayor McGinness accepted the letter with regret. The regrets of the Council were also recorded. 1 • A motion was made by Councilman :Christensen, seconded by Councilman Harrison that the position of Dr. Bingham be declared vacant -and Al Simpson be elected to fill the vacancy. A unanimous roll call vote was recorded. The City Clerk was instructed to write Mr. Simpson a letter notifying him of his election tb:� the Council. It was moved by Councilman Sorensen, seconded by Councilman Slye that a Quit Claim Deed, 5' x35' from J. A. & Muriel V. McKinnon be accepted completing the right of way on Puget Way between 8th and 9th. Motion carried. Councilman Christensen reported on the meeting with property owners concerning a one-way-i street between Sin and 6Lh on Main. A decision was deferred until the ,pis completed in approximately two months. Councilman Christensen announc(Dd that a Park Board meeting would be held in the Council Committee Room, Wednesday, November 14, 7:30 P. M. Meeting adjourned. 3 City Aglerk. November 209 1962 Regular meeting was called to order with all councilmen present. Mayor. In regard to the former discussion of possible vacation of 89 Ave., Edmonds to Sprague, Wayne Jones presented profiles made by Reid, Middleton & Associates dated Sept. 1956. There was discussion, but no further action was taken on this. It was moved by Councilman Simpson, seconded by Councilman Sorensen that Ordinance #949 be passed, creating a Civil Service Commission for the Police Dept. Motion carried. A motion was made by Councilman Harrison, seconded by Councilman Slye that Ordinance #950 be passed, creating a Civil Service Commission for the Fire Dept. Motion carried. Mayor McGinness then made the appointment of the members of the present Civil Service Commission to serve on the Commission for both Police and Fire Depts. The members are: Harold Buckling Kingman Bailey, and Meredith Stokes. A motion was made by Councilman Christensen, seconded by Councilman Simpson that the Mayor's appointments for the Civil Service Commission be confirmed. Motion carried. It was moved by Councilman Slye, seconded by Councilman Smets that Ordinance #951 be passed, repealing Resolution #123, dealing with speed limits. Motion carried. A motion was made by Councilman Harrison, seconded by Councilman Smets that Resolution #72 be passed, authorizing the Mayor and Clerk to sign a permit bond with General Insurance Co. for the franchise to cross the highway. Motion carried.
