19621120 City Council MinutesIt was moved by Councilman Tuson, seconded by Councilman Slye that the Final Assessment Roll Hearing for LID #111, Spruce St. sewers be held December 18. Motion carried. Attorney Hall reported that it is not within the power of the City to grant the request of Mr. Churchman to permit him to use the City Hall Annex for use as an Employment Agency for semi- retired men. The City Clerk was instructed to acknowledge Mr. Churchmans' letter and inform him the City cannot legally allow this request. A motion was made by Councilman Slye, seconded by Councilman Christensen that Ordinance #947 be passed amending the Comprehensive Plan to rezone the R. H. Head property on Highway 99 from R8 to Cl. Motion carried. It was moved by Councilman Christensent, seconded by Councilman Smets that Ordinance #948 amending the Zoning Map be passed. Motion carried. Tuesday, November 13 has been set for a Council Committee meeting in the Council committee room at 7:30 P. M. D. C. Lawson reported that Northwest Disposal has purchased a truck which they will lease to the tri-cities on a cost plus basis to be used for the Humane Society. A petition for annexation was presented for: All of Lots 5, 6, 7, 8, 9, and 10 of Block 2, Westgate Park, Division #2. The petition was referred to the Annexation Committee, composed of Councilmen Slye, Christensen and Tuson for study. The Mayor instructed Don Lawson to purchase a traffic counter. A letter of resignation was read from ,'Darren Bradbury, Civil Defense Director. Mayor • McGinness accepted the resignation with regret. The Mayor appointed Commander John E. Kelley, Ret. as Civil Defense Director for the City of Edmonds replacing Bradbury. A letter of resignation from Councilman Bingham was read. Mayor McGinness accepted the letter with regret. The regrets of the Council were also recorded. 1 • A motion was made by Councilman :Christensen, seconded by Councilman Harrison that the position of Dr. Bingham be declared vacant -and Al Simpson be elected to fill the vacancy. A unanimous roll call vote was recorded. The City Clerk was instructed to write Mr. Simpson a letter notifying him of his election tb:� the Council. It was moved by Councilman Sorensen, seconded by Councilman Slye that a Quit Claim Deed, 5' x35' from J. A. & Muriel V. McKinnon be accepted completing the right of way on Puget Way between 8th and 9th. Motion carried. Councilman Christensen reported on the meeting with property owners concerning a one-way-i street between Sin and 6Lh on Main. A decision was deferred until the ,pis completed in approximately two months. November 209 1962 Regular meeting was called to order with all councilmen present. Mayor. In regard to the former discussion of possible vacation of 89 Ave., Edmonds to Sprague, Wayne Jones presented profiles made by Reid, Middleton & Associates dated Sept. 1956. There was discussion, but no further action was taken on this. It was moved by Councilman Simpson, seconded by Councilman Sorensen that Ordinance #949 be passed, creating a Civil Service Commission for the Police Dept. Motion carried. A motion was made by Councilman Harrison, seconded by Councilman Slye that Ordinance #950 be passed, creating a Civil Service Commission for the Fire Dept. Motion carried. Mayor McGinness then made the appointment of the members of the present Civil Service Commission to serve on the Commission for both Police and Fire Depts. The members are: Harold Buckling Kingman Bailey, and Meredith Stokes. A motion was made by Councilman Christensen, seconded by Councilman Simpson that the Mayor's appointments for the Civil Service Commission be confirmed. Motion carried. It was moved by Councilman Slye, seconded by Councilman Smets that Ordinance #951 be passed, repealing Resolution #123, dealing with speed limits. Motion carried. A motion was made by Councilman Harrison, seconded by Councilman Smets that Resolution #72 be passed, authorizing the Mayor and Clerk to sign a permit bond with General Insurance Co. for the franchise to cross the highway. Motion carried. 114 • It was moved by Councilman Tuson, seconded by Councilman Smets that Resolution ##73 be passed, authorizing the Chief of Police, R. C. Grimstad, to act as the negotiator with Civil Defense for securing funds to help pay for the new Police Car. Motion carried. A petition was received with 203 signatures asking for the return to one-way traffic and angle parking on Main between 5k and 6k. There was much discussion on this problem, and then a motion was made by Councilman Christensen, seconded by Councilman Smets that the City re=:', establish the one-way traffic with angle parking on Main Street between 51" and 09 effective immediately. Motion carried. Mr. Bud Palmer, from the Fifth Ave. Superette, was present to protest the curbs and gutters going in on Fifth Ave. in front of his store. He requested a space be left in front of the Superette, and that parking fronting in to his place of business would not cause any part of the parked cars from being on the public R/W. This problem was referred to the Engineer and Consulting Engineer to make a complete survey of the situation in the company of Mr. Palmer to see if his property allows this much space for parking. A request from Dan Miller, Architect, to accept the Civic Center building resulted in discussion and a motion from Councilman Tuson, seconded by Councilman Slye to accept the Civic Center building as requested, with a 30 day period before the final retainage is due the contractors, and establishing that both the State Tax Commission and Industrial Insurance releases for all contractors be received by the City Clerk before final payment is made, as well as the siyVed statements from each contractor that all bills connected with the Civic Center have been paid. Motion carried unanimously. A request was read from Mr. Northup for a Teen Club to be held at the old City Hall building. The Mayor then appointed the Council as a Whole as a Committee to come to some decision on the future use of the building. In -:the meantime, Mr. Northup would be notified that his request will be considered along with others received pending decision of the Council. Mayor McGinness appointed Councilman Tuson to act as the Chairman of the Council Committee. A letter received from the County Commissioners inviting the City of Edmonds to participate in a pool for the purchase of gasoline and oil for the cities in Snohomish County for the year 1963 by securing the lowest bid price possible was discussed, and the letter to be acknowledged expressing appreciation for having been considered and perhaps Edmonds would take part in the plan next year. A motion was then made by Councilman Sorensen, seconded by Councilman Smets that the City of Edmonds call for bids to be opened December 189 1962 covereing requirements for gasoline and oil for the city for the year 1963- Motion carried. In answer to a request from Engineer Moran, a motion was made.by Councilman Sorensen, seconded by Councilman Smets that the plat of "Sea Lawn Terrace" be accepted for perpetual maintenance by the City of Edmonds. Motion carried. Petitions and letters for annexations were received from Anderson Homes; from Ken Hovde in regard to the petition from the Westgate commercial area on the south side of Edmonds Way; and from Richard Potter, for one lot contiguous to the city on which his new home has been built. All these were referred to the Annexation Committee. The Street Committee requested two alley grades, and a motion was made by Councilman Sorensen, seconded by Councilman Smets that the consulting engineers be authorized to open the alley and establish the alley grade between 51� and 61' and Maple and Alder, and from 9M to 101' between Maple and Alder. Motion carried. It was decided to authorize the PUD engineers to give recommendations on street lights on Fifth Ave. in front of the Oivic Center. Mayor McGinness appointed Councilman Simpson to serve on all committees to replace former Councilman Bingham. Councilman Christensen announced that the Park Board would be interviewing men for the position of Recreational Director. It was moved by Councilman Slye, seconded by Councilman Simpson that the Attorney be in- structed to amend Ordinance #824 by changing that portion of the Ordinance pertaining to the holding period of dogs by the city from 7 to 3 days. Motion carried. Richard Potter, in regard to his annexation request, asked the city to please see what could be done in order for him to secure a house number and water service so that he could move into his new home on the lot for which he seeks annexation. The Annexation Committee met briefly and a motion was then made by Councilman Slye, seconded by Councilman Tuson that the petition be accepted, and the Attorney be instructed to draw an Ordinance annexing the area known as the west 90.00 feet of the south 100.00 feet of the north 600.00 feet of Tract 13, Block 79 Alderwood Manor No. 9, and take the other necessary steps toward annexing this parcel.
