They wished to remove these streets from the arterial listing and have them designated neighborhood collector streets. City Engineer Leif Larson explained that the 6 year improvement programs had been submitted to the state since 1962, and the list had to be' -.,.updated each 2 years. He added that the last time the City sent a list was in June, but because of a revised format, it was now necessary to hold a hearing • to night on the new list, which was essentially the same as the one sent in June with a breakdown to 1974, as requested. Engineer Larson then read the entire list of projects in order of priority. He noted that the Edmonds Comprehensive Street Map showed 76th had a R/W from 60 to 80 ft., And that Edmonds Way was shown as an 801 R/W, but that other than that, only 196th S.W. showed an excess of 601 for R/W. Hearing was then opened. Mr. Shuh, 1051 Glen asked how many maps had been approved and was answered that lists were submitted in 1966 and 1968, and this list involved in the hearing tonight was for the next 6 years. Mr. Shuh also had questions regarding R/W for Olympic View Drive. Frank Johnson, 88th W., displayed a map which had been prepared for the people in the audience to present to the council in opposition to the inclusion of 88th W., Olympic Vlew Drive, and Olympic Avenue on the 6 year street improvement pro- gram at the stated R/W. Those opposed wished to have these three streets removed or have them desig- nated as neighborhood collector or residential access streets, with a 361 paving. Tom Miller then gave the prepared presentation from this group to the council, noting that the traffic flow north and south does not require arterials as does the east -west traffice flow. He spoke of the bedroom character of Edmonds, and added that with the assessed valuation of the homes here, and low density of population, 361 wide streets would amply serve traffice on the three streets in question, which were now shown on the city's plan as arterials. He stated also that he was sure the city did not wish to lower the property values and destroy neighborhood streets by substituting arterials where they are not needed. Mr. Miller said that the people living on these three streets were interested in street improvements, but not in arterials. Lloyd Nelson, Olympic Avenue, deplored the present con- dition of Olympic Avenue, and noted that the people had protested out a proposed LID there just a' couple of years ago. He stated they had refused the improvement because of the cost at that time, and that now some of the bill would be paid for the property owners by the gas tax money. He asked ,that alternativewould.be open for improvement of Olympic Avenue if it were deleted from this priority program. It was noted that in the case of Olympic Avenue, the gas tax money would apply, not the 90% from the UAB as in the case of Olympic View Drive and 88th. • Another gentlemen on Olympic Avenue stated that the real reason for the protest on Olympic Avenue was because of building more street than they needed only to take advantage of state money. A show of hands was asked for from those property owners living on Olympic Avenue who would be willing.to pay the cost of a street LID if gas tax funds were not available. Ed Robinson, 88th W., said it was unfair to askthese people how many were willing to pay the entire cost of the LID if their street were removed from the arterial plan. Bob Hamack, Olympic View Drive, brought to the attention of the coun- cil that he knew of.one sale of a home on 88th that'h ad been lost because of a projected 80, R/W on the comprehensive plan. Rowena Miller, 88th, said she would like the council to think that for every foot of concrete, how much green had to betaken away; that she would like to save some trees for future generations to enjoy here in Edmonds. A woman on Olympic View Drive said that the propeadd R/W would have the streets going through peoples garages and homes. A gentleman also living on Olym- pic View Drive stated that the houses had been built in their present locations many years ago, and we don't need wider streets. There was no one else who wished to comment in the audience, and the hearing was closed. A motion was made by Councilman Haines, seconded by Councilman Kincaid that the intent of an 801 R/W be stricken and not be under consideration, but that a 60, maximum be used on the three streets (Olym- pic Avenue, 88th from Main to Olympic View Drive, and Olympic View Drive), and the Engineer explore the requested 361 paving from curb to curb to see if it meets the criteria so that gas tax monies can .be used. Following this motion, Councilman Bennet stated that he preferred to refer this back to the planning commission for a 601 R/W limitation and ask them to review the street thoroughfare plan. Several people in the audience also expressed views, and there was a great deal of council discussion. The motion was then read and roll call vote taken, with Councilmen Haines, Kincaid, Nordquist, Tuson and Nelson voting in favor; Bennett and Slye against, and the motion carried. Council Bennett then moved, seconded by Councilman Slye that the council refer the comprehensive plan back to the Planning Commission for a review of the comprehensive thoroughfare plan with the sugges- ' tion that the R/W be phased down to 601, with a public hearing held for the three streets in question, to be reduced to the 60, from the present 801 R/W. Motion carried. • iz It was. then moved by Councilman Tuson, seconded by Councilman Slye that proposed Resolution #197 be O passed, striking the 3 streets in question from the new 6 year street improvement program. After dis- cussion, this motion was withdrawn. Council Tuson then moved, seconded by Councilman Slye that,proposed Resolution #197 be passed, adopt- v ing the new 6 year street improvement program with instructions to the City Engineer that no prospectus be submitted on the three items numbered 3, 23, and 27. Motion carried., PROPOSED RESOLUTION OF INTENTION'.TO SEWER PETITIONED AREA SOUTH OF MEADOWDALE JR. HIGH The proposed Resolution of Intention to sewer the petitioned area south of Meadowdale Jr. High School had been continued from the council meeting of November 19, in order to give Lynnwood time to put this matter on their agenda and come up with an answer for the City of Edmonds' request to use their trunk line for sewering of this area in Edmonds. Since a letter had been received notingothat the City of Lynnwood had not had time to act om1this, it was moved by Councilman Bennet, seconded by Councilman Kin- caid that the matter be further continued to the council meeting of January 7, 1969. Motion carried. HEARING: APPEAL FROM RECOMMENDATION OF PLANNING COMMISSION IN RESOLUTION 4292 Hearing was held on the appeal from the recommendation of the Planning Commission in their Resolution #292, denying a porposed amendment of_the official street map to establish a street R/W midway between 9th Ave. S.and loth Ave. S., extending northerly from Elm Street, as set forth in Planning Commission: File St-3-68' City Planner Merlin logan explained that':the proposed street would encourage substan- dard lots. Hearing was opened, but since there was no one in the audience who wished to comment, the hearing was closed. A motion was made by Councilman Kincaid, seconded by Councilman Tuson that the council uphold the denial of the Planning Commission in their Resolution #292. Motion carried. HEARING: ON PLANNING COMMISSION RESOLUTION 4293 Hearing was held on Planning Commission Resolution 4292, recommending an amendment to the official e zoning map to designate as RMH property presently zoned Public Use and described in Planning Commission File R-15-68. Hearing was opened. No one wished' --to comment, andthe hearing was closed. .A motion was made by Councilman Bennett, seconded by Councilman Tuson that proposed Ordinance #1398 be passed, amend- ing the official zoning map by changing the zoning of Lots 24, 25, 26, 27, 28 and the East 15 feet of Lot 29, Block 121, City of Edmonds from public use to RMH. Motion carried. HEARING: ON PLANNING COMMISSION RESOLUTION #294 ` Hearing was held on Planning Commission Resolution 4294, recommending amendment to :the official zoning map to remove the "hospital" designation from the map and zone. -to RML property described in Planning Commission File R-16-68. Hearing was opened. The only comment in the audience was from Mrs. Miller, who said to take it off, it's an anachronism. No one else wished to speak on this, and the hearing was closed. A motion was made by Councilman Bennett, seconded by Councilman Tuson that proposed Ordinance #1399 be passed, amending the map as recommended in Planning Commission Resolution #294, and in File R-16-68. Motion carried. It was then moved by Councilman Kincaid, seconded by Councilman Bennett that the Planning Commission be instructed to establish a hospital zone and determine the criteria to be used on same. Motion carried. SECOND READING: PROPOSED ORDINANCE FOR ACQUISITION OF CERTAIN PROPERTY FOR PARK PURPOSES In regard to the proposed ordinance for acquisition of certain property for park purposes, it was moved by Councilman Bennett, seconded by Councilman Nelson that the matter be tabled to the meeting of Feb- ruary 4, 1969. Motion carried. CALL FOR BIDS FOR GASOLINE - 1969 An invitation had been received from the county to join with them as the City of Edmonds did last year e for purchase of gasoline requirements for 1969. A motion was made by Councilman Nordquist, seconded by Councilman Nelson that the City of Edmonds purchase gasoline for their requirements for 1969 on a joint basis with Snohomish County. Motion carried. CORRESPONDENCE A petition was received, signed by 15 people, asking for an LID for sanitary sewers in the area of 164th S. W., and since this is a part of a proposed sewer unit, the petition was referred to the Water -Sewer Committee. A petition was read for an LID to establish a 30, lane or alley with a 20, pavement along the south border of RMH zoned properties near the intersection of 196th S.W. and 76th W. There were four peti- tioners, representing 80% of the property owners. This was referred to the Street Committee. A letter was read from Hullin, Ehrlichman, Roberts & Hodge appealing the recommendation of the Planning Commission in their File R-20-68, rezone applicaticn of Environmental Properties, and asking for a hear- ing before the City Council to review the zoning application. A motion was made by Councilman Bennett, seconded by Councilman Nelson that the hearing on the appeal be set for January 21, 1969. Motion carried. AUDIENCE PARTICIPATION Marvin Smith, corner of llth and Alder, spoke to the council in regard to the PUD high tension line being strung from Bowdoih to Main. He was concerned about the removal of trees, and brought to council attention the fact that many trees were marked for topping and/or removal, and that crews from the PUD contractor would be going in there tomorrow morning. It was decided that the Mayor would go out in the morning to check the height of the proposed poles and make sure a wide swathe of trees is not taken. Captain Shields told the council that the tree next to his'.home that is located on city property and had dead roots killed by the installation of sewers in the area, andwhich he had brought to the attention of O A �. the council d IS some time ago for topping or removal by the city, is still standing even after the wind storm which we had a few days ago. He cautioned the city fathers, however, that the trees should be taken down or it could be blown over onto his house and become a costly problem. • COUNCIL PARTICIPATION Councilman Nordquist moved, seconded by Councilman Bennett that thee -council work meetings, scheduled for December 24 and 31, be cancelled. Motion carried. It was moved by Councilman Nordquist, seconded by Councilman Tuson that a position of laison between the City Council and Board of Adjustment be created. Motion carried. The Mayor therefore appointed Councilman James Haines as the Laison between the City Council and Board of Adjustment. In regard to fluroidation of the water, Councilman Nelson moved, seconded by Councilman Bennett that the Director of Public Works be directed to look into the question of fluoridation, and with the help of the City Engineer come up with an overall cost in a report to be submitted by March 4, 1969. Motion carried. Councilman Haines brought to council attention; -his feeling that something should be done to improve conditions in the central business district. He noted the vacant stores and thought perhaps some- thing could be done to assist the merchants. Maybe the one-way street is responsible, but in any case, he suggested something be done. Councilman Bennett suggested contacting the Chamber of Commerce, and Councilman Haines moved, seconded by Councilman Kincaid that the Council pass a Resolution directed to the Chamber of Commerce that the city is interested in updating of the CBD in Edmonds. Motion carried. CLAIMS FOR DAMAGES A claim for damages was acknowledged from Robert Strom, and this was referred to the City Clerk for processing. SALARY ORDINANCE Mayor Harrison reported that•the City Council has agreed to the offer that the negotiating team made to'the-,P.olice Dept. of an additional 3% raise in July 1969. A motion was made by Councilman Tuson, seconded by Councilman Nelson that the Attorney be instructed to prepare a Salary Ordinance for 1969, hearing to be held on December 17. Motion carried. REAPPOINTMENT TO BOARD OF ADJUSTMENT Mayor Harrison reappointed Bennett Bos to a 4 year term on the Board of Adjustment, to begin January 1, 1969. It was moved by Councilman Nelson, seconded by Councilman Nordquist that the Mayor's re- appointment of Bennett Box to the Board of Adjustment be confirmed. Motion carried. REQUEST FOR FOOD CONCESSION AT SUNSET BEACH The request for a food concession at Senset Beach from James Cook was discussed, and a motion was made by Councilman Bennett, seconded by Councilman Nordquist that the request be denied. Motion carried. PREPAYMENT ORDINANCE LID'S #140 and 4162 A motion was made by Councilman Bennett, seconded by Councilman Tuson that proposed Ordinance 41400 be passed, cash prepayment expiration on LID #162. Motion carried. It was moved by Councilman Bennett, seconded by Councilman Tuson that proposed Ordinance"#1401 be passed, cash prepayment expiration on LID #140. Motion carried. FIRST READING: PROPOSED ORDINANCE FOR MARINAS • First reading was held on a proposed ordinance establishing construction standards for floating boat moorages and marinas within the City of Edmonds, providing for permits, permit fees and penalties. APPROVAL OF MINUTES In regard to the minutes of the December 3 meeting, Councilman Haines noted that under the 6 year street improvement hearing, paragraph 5, line 2 should read "that the traffic flow north and south between 9th N. and 76th does not require additional arterials as does the east -west traffice flow." Councilman Slye also stated that he had voted against the motion made by Councilman Haines because he believed he was voting against a 36' paving,not just exploration�of::same by the Engineer. Mayor Harrison noted that his statement on the 6 year arterial program in paragraph one, last sentence, was "so that the state can evaluate its ability to meet the needs of the cities for improvements with the �IT gas tax money."
